On the afternoon of February 8, Prime Minister Pham Minh Chinh had a working session with the Standing Committee of Quang Nam Provincial Party Committee.

Reporting to the Prime Minister, Mr. Le Van Dung - Chairman of Quang Nam province said that the province's socio-economic situation in 2024 has many improvements.

Accordingly, the province's GRDP growth reached 7.1%; the economic scale reached nearly 129,000 billion VND, an increase of more than 16,500 billion VND compared to 2023; state budget revenue reached 27,600 billion VND...

In January 2025, Quang Nam's total budget revenue reached more than 2,526 billion VND. The province also allocated more than 7,264 billion VND of public investment capital out of 8,311 billion VND...

To create development momentum for Quang Nam in the new period, Mr. Le Van Dung proposed that the Prime Minister consider allowing the implementation of many large projects.

Regarding the Project on socialization of investment and exploitation of Chu Lai Airport associated with Tam Quang Duty Free Zone, the Chairman of Quang Nam said that he had sent an official dispatch proposing a number of contents related to the Project to the Government's Working Group 1121.

Including proposed investment areas for phase 1 of the Project, investment forms, and investment procedures.

In addition, representatives of SOVICO-ADANI Group and VIETJET Aviation Joint Stock Company worked with leaders of Quang Nam province to propose investing in Chu Lai International Airport.

Quang Nam provincial leaders also sent a working delegation with SOVICO Group to work with ADANI Group (India) to propose investment research for Chu Lai airport...

Quang Nam Chairman, Mr. Le Van Dung, proposed that the Government allow the implementation of many key projects.

To implement the project, Quang Nam province proposed to assign the Ministry of National Defense to take the lead in measuring and clearly defining the area of ​​civil aviation land, military land, and shared military land, and to establish records and procedures for handing over the area of ​​civil aviation land to Quang Nam province for management, in order to soon implement it.

Propose that the Prime Minister assign the Ministry of Finance to coordinate and guide the Ministry of Transport and the Ministry of National Defense to evaluate assets under their management and carry out procedures to hand over to the People's Committee of Quang Nam province according to regulations to have a basis for implementing the following contents.

In addition, the Ministry of Transport is assigned to coordinate with the province and relevant agencies to complete the dossier of the Chu Lai International Airport Planning for the period 2021 - 2030, with a vision to 2050, to submit to the Prime Minister for approval in 2025, with the Ministry of Transport as the investor. Direct Working Group 1121 to promptly appraise and submit to competent authorities for approval of the Project on socialization of investment and exploitation of Chu Lai airport.

The Chairman of Quang Nam also proposed that the Prime Minister allow the development of a list of projects to attract strategic investors in the socialized development of Chu Lai airport, about 11,000 billion VND, and Quang Nam seaport, about 6,400 billion VND.

At the same time, the Management Board of Economic Zones - Industrial Parks of the province is decentralized and authorized to apply investment incentives uniformly to all projects in the Economic Zones that are applied to areas with particularly difficult socio-economic conditions, instead of applying them to district-level areas and individually to each commune.

Regarding the investment in Cua Lo channel for 50,000 DWT ships and the planning of the Container Logistics Center in Chu Lai, Quang Nam province proposed to establish and submit to competent authorities for appraisal and approval the Investment Project for Cua Lo channel and Chu Lai Container Logistics Center while waiting for competent authorities to approve the Detailed Planning for the development of land and water areas of the seaport.

In addition, it is recommended that the Prime Minister consider and continue to allocate capital for the investment project to upgrade and renovate National Highway 14D.

At the same time, pay attention to directing, guiding, and helping Quang Nam to remove difficulties for projects with violations pointed out through inspection, examination, and audit in the spirit of Conclusion No. 77 of the Politburo...
