In order to help the poor and other policy beneficiaries access preferential credit policies of the State as quickly as possible, the Social Policy Bank (SPB) Branch of Quang Tri province has closely coordinated with socio-political organizations entrusted to establish and maintain the effective operation of 125 transaction points in all communes, wards and towns (commune transaction points) in the province to "cover" policy capital sources to the grassroots level.

Two years ago at the Transaction Point of Trieu Ai Commune, Trieu Phong District, Ms. Nguyen Thi Lieu in Tan Kien Village, Trieu Ai Commune borrowed 50 million VND from the Transaction Office of the Social Policy Bank of Trieu Phong District to invest in livestock farming and improve her family's economy. With this capital, she bought two breeding cows. Thanks to good care, the mother cow was healthy and the calves grew quickly.
Sharing about the loan, Ms. Lieu said that the bank disburses the loan at the commune transaction point, which is very convenient for her as well as the policy beneficiaries. Here, the borrowers can also directly listen to the bank staff propagate and guide preferential policies, how to use the loan effectively, contributing to increasing income and improving family life.
With the attention and support of all levels, sectors and local authorities, Trieu Phong district regularly and stably maintains 18 commune transaction points in 18 communes and towns in the district on the 5th - 21st of every month, including Saturdays and Sundays.
Director of the Transaction Office of the Social Policy Bank of Trieu Phong District, Le Ngoc Hai, shared that the transaction activities have received attention from the People's Committees of the communes, creating favorable conditions in terms of facilities, ensuring safety and effective operation. Thanks to that, the preferential credit capital of the Social Policy Bank has been invested in all communes and towns in the whole district. By August 31, 2024, the total outstanding debt of the transaction office reached 601,440 billion VND, with more than 10,809 poor and near-poor households and policy beneficiaries receiving preferential loans through 245 savings and loan groups (TK&VV).
With a scale of 21 communes and towns, the Transaction Office of the Social Policy Bank of Huong Hoa district has 21 transaction points in the commune on fixed days every month, including Saturdays and Sundays. At the same time, coordinate with localities, entrusted socio-political organizations, and savings and credit groups to strengthen propaganda, review, appraisal, and disbursement of preferential credit policy capital to the right subjects and in accordance with regulations.
Ms. Nguyen Hoang Huyen Tran, credit officer of the Social Policy Bank Transaction Office of Huong Hoa district, was assigned to be in charge of credit and head of the commune transaction team in Huong Linh commune, Thanh commune and Lao Bao town. At each commune transaction point, there is a working team of 3-5 bank officers who directly transact with customers, with cameras to monitor work clearly and transparently. The working rooms of the teams are equipped with computers, money counters... to serve the people. At each transaction session, bank officers directly receive loan applications, disburse, collect debts, collect interest, receive deposits; at the same time, hold meetings with socio-political organizations entrusted at the commune level and heads of savings and credit teams.
According to the leader of the Transaction Office of the Social Policy Bank of Huong Hoa district, the transaction point of Huong Lap commune is the furthest in the area, 65 km from the district center. Normally, from Khe Sanh town, the transaction team has to spend nearly 2 hours to reach this transaction point. During the rainy season, the risk of landslides and traffic jams always occurs, so the travel time takes longer. The area is large, the traffic is difficult, there are many difficulties in the work, but thanks to the efforts and sense of responsibility of the transaction office staff, the activities at the commune transaction points always take place on schedule, with high efficiency, creating trust for beneficiaries. The savings and credit groups in the area generally have quite good credit quality, close to the people.
Sharing about the effectiveness of the commune transaction point work, Director of the Provincial Branch of the Vietnam Bank for Social Policies Tran Duc Xuan Huong affirmed that this is a unique operating model, which has been promoting positive effects in "covering" policy capital to beneficiaries at the grassroots level. The activities of the commune transaction points are highly appreciated by local Party committees and authorities, and are agreed and supported by the people.
The model not only facilitates beneficiaries but also ensures that social policy credit activities such as capital disbursement, interest collection, savings mobilization... are democratic, public and transparent. Through this, it aims to further strengthen the inspection and supervision of local authorities over policy credit activities in the area.
In fact, the commune transaction point has created favorable conditions for the commune poverty reduction committee, socio-political organizations receiving the trust and the Vietnam Bank for Social Policies to regularly contact the poor and other policy beneficiaries, promptly grasping the people's thoughts and aspirations.
Also at the sessions, people were explained and guided about the Government's preferential credit policies and programs; helping them better understand the purpose and meaning of preferential loan programs. At the same time, people were integrated with propaganda about production and business projects, appropriate conversion of crop and livestock structures, and instructions on effective use of capital for economic development investment.
As of August 31, 2024, the Provincial Branch of the Vietnam Bank for Social Policies has implemented 18 credit programs with a total outstanding loan balance of VND 5,064.6 billion, with more than 76,200 poor households and policy beneficiaries receiving preferential loans through 1,859 savings and credit groups to develop production, increase income, and stabilize life.
In the coming time, the branch will continue to closely coordinate with local authorities as well as entrusted socio-political organizations, closely follow the grassroots, strengthen inspection and supervision at commune transaction points as well as activities related to policy credit to maintain and improve credit quality in each commune and each savings and credit group to maximize the effectiveness of policy credit capital in poverty reduction, ensuring social security and building new rural areas in the province.
