Accordingly, 310 commune-level police commanders and officers and soldiers were informed of Circular 12/2025/TT-BCA regulating the testing and issuance of driving licenses; issuance and use of international driving licenses; instructions for commune, ward and town police to implement the process of receiving applications for issuance, exchange and re-issuance of driving licenses; regulations on handling violations but not being able to stop vehicles for control and handling violations and initial settlement of road traffic accidents. In particular, it is necessary to pay attention to some contents, such as: Procedure for receiving applications for issuance and exchange of driving licenses directly at commune-level police; procedure for receiving applications for issuance and exchange of driving licenses online on the public service portal; regulations on handling administrative violations and initial settlement of road traffic accidents... spirit, attitude and responsibility of officers and soldiers in performing their duties.

Through training, the effectiveness of state management in the issuance, renewal and re-issuance of driving licenses is enhanced; innovation in methods and organization of implementation, effective application of information technology in management work; contributing to improving the responsibility and service spirit of officers and soldiers in their work.
