The Deputy Prime Minister requested Ninh Binh province to closely monitor hydrometeorological forecasts, water discharge from hydroelectric reservoirs, and water level developments on the Hoang Long River, promptly deploy prepared measures, and be ready with human resources, materials, and equipment.
The highest goal is to ensure the safety of people's health, lives and property.
According to a report from Ninh Binh province, storm No. 3 caused damage to agricultural production, trees and infrastructure worth about 50 billion VND; 2,604 houses outside the dike were flooded about 1-2 meters deep.
Currently, the flood water level on Hoang Long and Day rivers is slowly decreasing. Ninh Binh province has organized a 24/7 duty to closely monitor forecasts of future floods and rains to be ready to respond according to approved scenarios in the operation of flood diversion and flood slowing works, to ensure the safety of the dikes.
At 6:00 p.m. on September 12, the water level on the Hoang Long River at Ben De was 4.92 m (above BĐ3: 0.92 m), at Gian Khau 4.49 m (above BĐ3: 0.79 m); the Day River at Ninh Binh was 4.19 m (above BĐ3: 0.69 m), 0.25 m above the historical flood peak in 2017.
It is forecasted that in the next 12-24 hours, the water level on Hoang Long River at Ben De and Gian Khau will continue to change slowly: At Ben De, it is likely to be at 5-5.2 m (1-1.2 m above BĐ3); at Gian Khau, it will rise to 4.5-4.7 m (0.8-1 m above BĐ3). On Day River in Ninh Binh, it will continue to change slowly to 4.2-4.4 m (0.7-0.9 m above BĐ3).
Rising river levels, combined with heavy rain, pose a high risk of flash floods, landslides in mountainous areas, flooding along riverbanks, mid-river flats, and widespread low-lying areas, affecting the safety of dykes, agricultural production, aquaculture, and many local residential areas; potentially endangering people's lives, activities, and production. It is expected that if the rain stops and the water level of the Hoang Long River drops, Ninh Binh province will urgently restore production, stabilize people's lives, disinfect, sterilize, and clean the environment to prevent epidemics.
In case the water level of Hoang Long River continues to rise above +5.3 m at Ben De, Ninh Binh province has prepared detailed flood diversion plans, "where the water comes, there will be a plan", in which the most serious scenario will affect about 60,000 people in 12 communes of Nho Quan and Gia Vien districts.
However, Ninh Binh province will base on the practical situation and the resilience of the left and right dykes of Hoang Long river to make appropriate decisions and solutions, ensuring to minimize damage.
