On the evening of October 2, the leader of the People's Committee of Phuoc Tan Ward (Bien Hoa City, Dong Nai) confirmed that Mr. Phan Le Viet Cuong (33 years old), Vice Chairman of the People's Committee of Phuoc Tan Ward, had submitted a resignation letter.
Responding to Thanh Nien reporter on the same evening, Mr. Phan Le Viet Cuong said he had just submitted his application last week. The reason Mr. Cuong asked to quit his job was due to family circumstances.
Area with 700 households building illegally
Mr. Phan Le Viet Cuong has been Vice Chairman of Phuoc Tan Ward People's Committee for about 2 months now. The areas Mr. Cuong is in charge of are economics, urban order, environment and construction order in the area.
Previously, Mr. Cuong worked at the Office of the Party Committee of Phuoc Tan Ward, then held the position of Deputy Secretary of the Party Committee of Phuoc Tan Ward.
At the end of August 2023, Mr. Phan Le Viet Cuong signed a document to send to the People's Committee of Bien Hoa City to report on the review and list of 700 households buying and selling, transferring real estate by hand, building houses on other people's land (illegal construction) under the Bien Hoa - Vung Tau expressway project.

Then, on September 12, the Chairman of Phuoc Tan Ward People's Committee signed a document reporting to Bien Hoa City People's Committee regarding difficulties and problems in the work of counting the number of households affected by the Bien Hoa - Vung Tau expressway project.
In the report, the People's Committee of Phuoc Tan Ward said that the locality has 741 plots of land with a total area of 60 hectares subject to land acquisition, with a total of about 1,700 affected households. Of these, about 200 households were partially cleared; 1,500 households were completely cleared. Notably, among these, there are about 700 houses, equivalent to 700 households and individuals, built without permission on subdivided agricultural land that has not been updated on the land acquisition map, and there is not enough basis for ownership.
Therefore, Phuoc Tan Ward People's Committee recommends that Bien Hoa City People's Committee promptly assign the Inter-sectoral Inspectorate to inspect the above 700 illegally built houses to facilitate the transfer of ownership, compensation, support, and resettlement in accordance with legal regulations, avoiding complicated complaints and causing insecurity and disorder in the locality and in Bien Hoa City.
The National Assembly Economic Committee surveyed the Bien Hoa - Vung Tau expressway project (section through Phuoc Tan Ward) in May 2022.
Bien Hoa City People's Committee then issued a document directing Phuoc Tan Ward People's Committee to proactively review the land origin and construction time of 700 illegally built houses and report to Bien Hoa City before October 14, 2023.
At the same time, Bien Hoa City People's Committee assigned the City Inspectorate to preside over and coordinate with the Department of Natural Resources and Environment and the Department of Urban Management to review issues related to the 700 illegally built houses mentioned above.
According to the People's Committee of Dong Nai province, to implement the Bien Hoa - Vung Tau expressway project, the locality must reclaim nearly 290 hectares of land in 11 communes and wards with about 3,700 households affected.
The Bien Hoa - Vung Tau Expressway project is 53.7 km long, passing through Dong Nai (34.2 km) and Ba Ria - Vung Tau (19.5 km) provinces. Phase 1 of the expressway project has 4 - 6 lanes (depending on the route) with a total investment of 17,829 billion VND.
The project is divided into 3 component projects. Component project 1 is invested by Dong Nai province, Component project 2 is invested by the Ministry of Transport, and Component project 3 is invested by Ba Ria - Vung Tau province.
The Bien Hoa - Vung Tau Expressway Project Phase 1 started construction in June 2023 and is expected to be put into operation in 2026.
