Thanh Hoa Provincial People's Committee has just issued Decision No. 1710/QD-UBND, dated May 2, 2024, approving the general planning project of Phu Quy Urban Area, Hoang Hoa District until 2045.

Accordingly, the planning boundary includes the entire administrative boundaries of the communes: Hoang Trung, Hoang Kim, Hoang Phu, Hoang Quy with a total planning research area of 1,535.59 hectares.
In terms of nature and function, Phu Quy Urban Area is a type V urban area, playing a role in promoting the socio-economic development of Hoang Trung, Hoang Kim, Hoang Phu and Hoang Quy communes as well as Hoang Hoa district. Phu Quy Urban Area is an urban area with a comprehensive function (industry, handicrafts, trade, services, education) and is a traffic hub of the commune in the planning area and Hoang Hoa district.
Population and urban land scale by stages: Current population in 2020 is about 20,789 people, by 2030 about 30,000 people, by 2045 about 45,000 people. Urban construction land 1,199.39ha; civil land 449.08ha.
The urban development direction expands to the East and West, making the center of National Highway 1A the external backbone of the city, the perpendicular axes are the urban development axes, exploiting the riverside corridor, the water surface canal system, green spaces to create the image of urban space, parallel to the traffic axes. The Southeast area develops industrial production, concentrated industrial parks, the scale expands to neighboring communes. The Northeast area develops the logistics service area for the industrial park, including commercial services and workers' housing services, social housing associated with the renovation of the current residential area. The West area develops urban - industrial - service functions including the renovation of the current residential area and new housing groups associated with the Bac Hoang Hoa Industrial Park, limiting development to the 110 kV power line corridor.4.

According to the planning orientation for the construction of Hoang Hoa district to 2040 approved by the Provincial People's Committee, the basis for the formation and development of Phu Quy urban area is based on urban-creating factors including: sub-regional social infrastructure works such as Nghia Trang Market, Hoang Hoa 2 High School; commercial and service establishments have been formed and developed along National Highway 1A; orientation of large-scale industrial establishments such as Phu Quy Industrial Park with a scale of about 845 hectares (of which the area within the Phu Quy urban boundary is about 246 hectares), developing and expanding the upgrading of the industrial cluster into Bac Hoang Hoa Industrial Park with a total scale of about 270 hectares (of which the area within the Phu Quy urban boundary is about 133 hectares).
Development orientation in terms of function: Developing trade and services to serve the people of Hoang Hoa district. Developing regional transport and trade services, promoting the advantages of traffic connection points between routes: National Highway 1A, Kim Son Road (the road connecting National Highway 45 - National Highway 10) by building regional bus stations, passenger and cargo transfer stations to connect the region, connect with the central urban area - Thanh Hoa city. Developing industrial production, small and medium-sized handicrafts in the existing Bac Hoang Hoa industrial cluster, the industrial park will be the driving force for urban development.
Spatial development orientation: Forming an “open, flexible urban structure” through solutions to build a suitable traffic network, connecting functional areas within the city with neighboring areas. Exploiting rivers and canals to create a landscape axis for the city.
The urban space is mainly low-rise, low-density, associated with green space and water surface, building concentrated density in central areas to create highlights... Village areas develop according to the existing structure along the main roads. Protect the structure of traditional villages to create a unique image. Renovate the landscape space along the Au River to create the image of an ecological park on both sides of the river. Make maximum use of existing natural elements such as rivers, lakes, water surfaces, hills, and agricultural green areas to create a unique image for the urban space...
Expected administrative boundaries: According to the provincial planning, by 2030, Hoang Hoa urban area will be established, a type IV urban area; accordingly, the areas of Phu Quy urban area are expected to be inner-city wards including Hoang Trung, Hoang Kim, Hoang Phu, and Hoang Quy communes.
