The above is the content of the speech of Minister of Planning and Investment Nguyen Chi Dung at the Conference on Science, Technology, Innovation and High-Quality Human Resources Development to Promote Economic Growth held on the afternoon of February 11, 2025. The Minister also emphasized the importance and policies of the Party and State on the development of science, technology, innovation (STI) and high-quality human resources to promote economic growth; the results achieved; shortcomings, limitations and specific tasks and solutions in the coming time. At the same time, he expressed his belief that, with the consensus and initiative of ministries, branches, localities, institutes - schools, and enterprises, we will together successfully implement the plans and tasks set out.

The conference was chaired by Prime Minister Pham Minh Chinh. Attending the conference were Deputy Prime Minister Le Thanh Long, representatives of ministries, branches, localities, institutes - schools, and enterprises.

Minister Nguyen Chi Dung said that Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation affirmed that science and technology development, innovation and digital transformation are the most important breakthroughs; a profound and comprehensive revolution in all fields, with the highest goal of economic growth, preventing the risk of falling behind, and bringing the country to breakthrough development and prosperity in the new era. The Government also immediately issued Resolution No. 03 approving the Action Program to implement Resolution 57 with 41 targets and 140 tasks assigned in a comprehensive, specific and comprehensive manner to relevant ministries, branches and agencies.

Emphasizing the importance and policy of the Party and State on developing science and technology, innovation and high-quality human resources to promote economic growth, Minister Nguyen Chi Dung said that, first of all, science and technology, innovation and high-quality human resources are decisive factors in improving labor productivity, optimizing resources, developing key economic sectors and creating products and services with high added value.

Second, science and technology and innovation play an important role in promoting growth and economic restructuring towards modernity, sustainability and depth, enhancing national competitiveness in the technological era, creating the premise for strong breakthroughs to achieve the goal of high growth in the long term.

Thirdly, strongly developing science and technology and innovation is an inevitable requirement to enhance the country's position, proactively participate in global value chains and gradually affirm Vietnam's role in the world economy.

To create changes and results in the development of science and technology and innovation, we need an abundant source of high-quality human resources with modern skills, creative thinking and the ability to work at high intensity. This will be the key, vital factor that determines the success of the comprehensive and profound revolution, realizing the goal of bringing the country to breakthrough development, prosperity and wealth in the new era.

Regarding the improvement of institutions and policies, in recent times, under the direction of the Party, the drastic management of the Government, the Prime Minister and the support of the National Assembly, ministries and branches have promoted the improvement of mechanisms and policies for science and technology and innovation through laws such as the Investment Law, the Public Investment Law, the Capital Law and specific Resolutions of a number of provinces and cities. Many legal documents on science and technology and digital transformation have been issued or amended to suit the reality. In particular, the Law on Science, Technology and Innovation is expected to be submitted to the National Assembly in May 2025. The National Assembly's specific Resolution on science and technology and innovation is also expected to be submitted to the National Assembly at the 9th extraordinary session in February 2025.

The Government and the Prime Minister have promptly issued strategies, programs, projects, and directives on the development of key sectors and fields; and the development of high-quality human resources. The Decree on specific mechanisms for the National Innovation Center (NIC) continues to be adjusted and supplemented and is expected to be issued in February 2025. In particular, Decree 182/2024/ND-CP dated December 31, 2024 regulating the establishment and use of the Investment Support Fund has been issued by the Government with many breakthrough support policies that are highly appreciated by the business community and expected to support policies and mechanisms in the coming time.

Regarding the outstanding achievements of science and technology and innovation contributing to economic growth, Minister Nguyen Chi Dung said that the widespread implementation of Project 06 with the Prime Minister's directive "Only discuss - No retreat" has created important results, helping to accelerate the process of building digital infrastructure, serving digital government, digital economy and digital society.

In addition, modern scientific and technological achievements have also been effectively applied, contributing directly to key economic sectors. Agriculture has applied many high technologies to help increase productivity and product quality, and increase export turnover. Health care and healthcare have mastered the technology of producing vaccines and medical equipment, developed advanced treatment techniques, and applied AI. National defense and security have proactively researched, developed, and applied technology to modernize equipment; built a National Data Center as a core platform to provide data services, support policy making, and turn data into important means of production.

In addition, the Government is also proactively promoting emerging high-tech industries that are in line with global trends. In particular, the semiconductor industry is becoming a decisive sector for the technological competitive advantage of many countries.

In 2024, the Government established the National Steering Committee for the Semiconductor Industry and issued the Semiconductor Industry Development Strategy and the Semiconductor Human Resource Development Program to promptly deploy cooperation, develop the ecosystem and promote semiconductor human resource training in Vietnam.

In a short time, Vietnam has made impressive steps in semiconductor cooperation with countries and economies such as the United States, South Korea, Japan, Taiwan, Europe, etc. and large technology corporations such as Cadence, Intel, Qovor, Apple, Marvell, Samsung, Synopsys. Vietnam was also selected by the United States as one of six countries participating in the Chips Act to develop the global semiconductor supply chain.

In addition to semiconductors, the field of artificial intelligence is also leading breakthrough changes in the world. In that trend, the Government has promptly directed the Ministry of Planning and Investment to assign NIC to promote important cooperation with NVIDIA Corporation to form an AI research center in Vietnam. Many corporations such as Microsoft, Google, Qualcomm, Meta have increased cooperation in AI research and application in Vietnam. Domestic corporations such as Viettel, VinGroup, FPT, CMC, ... have also proactively and actively implemented synchronous projects and research and development activities on AI.

Regarding the development of the innovation and startup ecosystem, Vietnam has strongly developed the connection between ecosystem subjects with the leading role of NIC, which is considered a strong ecosystem in the region. Many Vietnamese experts and scientists have begun to move their overseas businesses to Vietnam to optimize the benefits from the domestic ecosystem. Many large science and technology and innovation projects have been connected and promoted.

Vietnam's Global Innovation Index (GII) has continuously increased in rank over the years (ranked 44/133 countries and territories in 2024), affirming that the Government's directions and management of science and technology development and innovation are in the right direction, and agencies and units are implementing them effectively, bringing many values ​​and benefits.

Minister Nguyen Chi Dung said that in recent years, Vietnam has become an ideal location for many important international events on innovation and startups such as the Vietnam International Innovation Exhibition, Vietnam International Defense Exhibition, National Innovation Day, Vietnam Innovation Investment Fund Forum, International Semiconductor Exhibition, Techfest, Vietnam Innovation Challenge, AI Summit, etc. Through these events, many businesses, institutes and schools have had the opportunity to connect and participate in the supply chain of large foreign enterprises, as well as attract investment capital and investment opportunities for businesses.

The development of high-quality human resources has been focused on, forming and developing human resources with high professional capacity, including many prestigious scientists, recognized by the world, gradually forming a number of advanced international science and technology organizations in both the public and private sectors. There have been effective 3-House linkage models, such as the model of developing human resources in the semiconductor industry with the participation of NIC, Cadence, domestic and international enterprises, the University of Arizona, USA and nearly 40 domestic universities.

International cooperation in human resource development is widely deployed, especially cooperation between NIC and large corporations such as Google, Qualcomm, Intel, Samsung, which has granted more than 40 thousand scholarships each year. An innovation network has been formed and gathered thousands of global experts and scientists.

“The above results show that Vietnam’s efforts and determination in promoting science and technology, innovation and developing high-quality human resources have brought about positive results, highly appreciated by the international community and partners. Vietnam’s image and position in science and technology and innovation are increasingly recognized in international forums, showing a dynamic, flexible and effective Government,” said Minister Nguyen Chi Dung.

Regarding some limitations, shortcomings and causes, Minister Nguyen Chi Dung stated that, in addition to the results achieved, there are still limitations and shortcomings that need to be resolved to achieve greater achievements. Accordingly, institutions, policies, mechanisms and laws are still "bottlenecks" in development.

In particular, mechanisms and policies on finance, tax incentives, exploitation of public assets, reception, management, and use of funding and aid sources to serve the development of science and technology, innovation, and attracting talents have not been innovated, met development needs, and are consistent with international practices. Administrative procedures still have many obstacles, do not encourage, and even hinder science and technology and innovation activities. The "experimental" mechanism in Vietnam is not a true Sandbox tool to liberate national innovation capacity. The mechanism to attract social investment for science and technology and innovation is no longer consistent with development practices. There are no regulations on taxes, business loans, and establishment of enterprises under public service units to promote innovation.

Along with that is the limitation in potential for developing science and technology, innovation, high-quality human resources, the quantity and quality of human resources do not meet development requirements, especially the human resources participating in research, application of high technology, innovation.

Infrastructure for the development of science and technology, innovation and high-quality human resources is still limited; information security, safety and data protection are still challenging. Public science and technology organizations have not been developed to their full potential; research capacity improvement is slow and ineffective; implementation of the autonomy and self-responsibility mechanism still faces many difficulties because current asset and financial management mechanisms and policies have not kept up with the practical operations of science and technology organizations.

Investment in science and technology is still low compared to actual needs and the average level in the region and the world, in which investment for research and development and innovation is quite limited and scattered.

Regarding some key tasks in the coming time and recommendations, Minister Nguyen Chi Dung emphasized that 2025 is of special importance, a year of acceleration, breakthrough, and finishing, the final year of implementing the 5-year Socio-Economic Development Plan 2021-2025.

In order for science and technology, innovation, and high-quality human resources to be the driving force to promote the national growth target of 8% or more in 2025, creating a solid foundation to achieve double-digit growth in the 2026-2030 period, the Government needs to have the highest determination and greatest efforts to effectively and comprehensively implement Resolution No. 03, bringing about major and revolutionary changes with clear impacts on economic growth indicators.

In particular, the Ministry of Planning and Investment proposed to immediately implement a number of tasks and solutions with specific implementation directions. Firstly, focus on promoting the review and elimination of institutional "bottlenecks" in the first quarter of 2025 for Decrees and the second quarter of 2025 for Laws. If necessary, assign the agency in charge of drafting Resolution 03/NQ-CP to coordinate with ministries and branches to review, update, supplement, and adjust the progress requirements of urgent tasks that need to be done immediately.

Second, immediately identify key projects on science, technology and innovation associated with the growth targets of industries, fields, localities and regions with strengths to focus resources on implementation in 2025.

Third, replicate the FDI attraction model such as attracting NVIDIA Corporation, focusing on investment projects requiring high-quality human resources, leading Vietnamese enterprises to participate in the global value chain; supplement regulations on special investment procedures, create a "green channel" for project implementation, helping to reduce time and costs for enterprises; effectively use the Investment Support Fund to maintain the attractiveness of Vietnam's investment environment.

Fourth, developing high-quality human resources, focusing in the immediate future on higher education and short-term training; piloting the development and implementation of a mechanism for ordering and assigning tasks to higher education institutions according to output commitment packages (KPI) with a full scholarship policy for postgraduate students and requiring the cooperation of businesses.

Fifth, promote the implementation of programs to support innovative and start-up businesses, promote deep regional and international connections in science and technology and innovation to communicate and attract Vietnamese talents around the world to contribute to the development of high-tech industries, semiconductors, artificial intelligence, biotechnology, etc.; encourage and create all conditions for the young generation to participate in studying STEM fields.

Minister Nguyen Chi Dung also proposed that the Government and the Prime Minister assign specific tasks and organize implementation immediately in the first and second quarters of 2025 to the Ministry of Planning and Investment, the Ministry of Finance, the Ministry of Science and Technology, the Ministry of Information and Communications, the Ministry of Education and Training, localities, enterprises, research institutes, and training facilities to promote the development of science and technology, innovation and high-quality human resources, contributing to promoting economic growth.

According to Minister Nguyen Chi Dung, with the strong and decisive spirit of Resolution 57-NQ/TW, along with the specific and direct instructions of Resolution 03/NQ-CP, we need to urgently and actively implement and concretize the assigned tasks, in the true spirit of "breakthrough and revolution" to unleash all necessary resources and mechanisms for science and technology and innovation. At the same time, he expressed his belief that with the consensus and proactiveness of ministries, branches, localities, institutes, schools and enterprises, we will together successfully implement the plans and tasks set out./.
