Residential Area Party Cell No. 17 - Vinh Tuy Ward Party Committee (Hai Ba Trung District) is a Party Cell in Vinhomes Times City urban area, one of the large urban areas of Hanoi with over thirty thousand residents in 11 residential groups (TDP) of 11 apartment buildings, established in 2015 with the formation of the urban area. Initially, there were only 23 Party members, with the number of Party members gradually increasing, up to now, the Party Cell has more than 400 Party members, belonging to the group of Party Cells with the most Party members in Hanoi.
The area is very densely populated with many different components. The work of grasping the political and ideological situation, leading the selection of personnel to participate in the TDP, mass organizations, and cluster management boards to ensure political security - social order and safety (ANCT-TTATXH), and managing the revenue and expenditure of the maintenance fund in the area is of special concern to the Party Committee of the Party Cell.
Mr. Le Huy Khoi - Secretary of the Party Cell of Residential Area No. 17 shared that, implementing Resolution 26-NQ/TU of the Standing Committee of the City Party Committee on "Strengthening the leadership of Party Committees at all levels, improving the effectiveness and efficiency in state management of the management, operation and use of apartment buildings in Hanoi", the Party Cell has focused on the leadership content by the exemplary role of Party members as Party Committees and Party members in the Management Board (MB).
In particular, focusing on leading the work of supervising residents, the Front Committee in preventing corruption, the damage to the direct interests of residents is 2% of the Maintenance Fund. This has been unanimously supported by party members and residents.
With these efforts, the Party Cell has led and considered introducing many Party members to participate in the election of members of the Board of Directors of Vinhomes Times City apartment complex for the 2023-2026 term. Specifically, 21 Party members were elected as members of the Board of Directors out of a total of 34 members, including 4 comrades in the Party cell committee. Thanks to that, the Board of Directors' activities have achieved many important and specific results.
Notably, the Party Cell directed the Management Board to promptly issue operating regulations; regulations on collection and disbursement of maintenance funds; working regulations; assignment of tasks of the cluster Management Board; regulations on management and use of apartments. Thanks to that, the collection and disbursement of maintenance funds (over 400 billion VND) was carried out publicly and transparently, used much more effectively and economically; residents agreed and supported.
In particular, the apartment building has overcome previous limitations; residents know specifically the amount of their building's maintenance fund, which banks it is deposited in, with clear interest rates; know which items the fund is spent on, the rights and responsibilities of the Management Board, the Building Operation Management Board, etc.
“We have resolved many problems and inadequacies between the Management Board and the Building Operation Management Board, such as: the handover of legal documents, items, common and private ownership of residents; the division of profits from the exploitation of the underground parking lot; determining service prices, hot water prices; installing a charging system for electric vehicles in the underground parking lot; increasing car parking fees according to regulations; implementing regulations on management and use of apartments... The apartment building also strictly implements the bidding for maintenance packages according to the law; clarifying some long-standing financial debts" - Mr. Le Huy Khoi said.
In fact, in the past time, the Board of Management members representing the buildings in Vinhomes Times City apartment building have received residents according to the regulations at least once a quarter. The buildings and the Board of Management of the cluster have conducted a 6-month and 1-year summary, fully publicizing finances (posting the summary report and summarizing the revenue and expenditure of the maintenance fund at the community meeting of residents, in the resident newsletters of the buildings).
At the same time, it has prevented some residents from using personal motives, lacking a constructive spirit, taking advantage of democracy to incite and provoke some ignorant residents to act and speak in order to discredit some genuine residents, causing disturbances to security and order in the building and in the area.
With those efforts, the Party Cell's leadership has received the trust of residential groups, mass organizations and local residents.
Do not leave "blank" party members in residential groups in high-rise apartments
A total of 32 apartment buildings (56 buildings) have been put into use throughout the district with about 16,000 households living there. Under the leadership of the Party Committee and close involvement of authorities at all levels, the work of ensuring security and order and social order in high-rise apartment buildings in Hai Ba Trung District has had many positive changes.
The management and use of apartment buildings are gradually becoming more orderly; all conflicts are resolved by relevant levels, departments and offices, preventing new, complicated and prolonged conflicts from arising.
Implementing Resolution 26-NQ/TU, the Standing Committee of the District Party Committee has issued a Plan to disseminate and deploy the Resolution throughout the District Party Committee; leading and directing the strict implementation of the Party, State and City's guidelines, policies and laws on state management of apartment buildings.
In particular, early recognition of the complex conflicts that may occur in apartment buildings, to strengthen security and order, prevent and resolve conflicts occurring in high-rise apartment buildings in the area, the Standing Committee of the District Party Committee proactively issued a specialized Resolution "Strengthening the leadership role of Party committees at all levels, promoting the strength of the grassroots political system in ensuring security and order in high-rise apartment buildings in Hai Ba Trung District".
The District People's Committee is interested in directing the wards to strictly implement legal regulations on management and use of apartment buildings; specialized departments coordinate with the Ward People's Committee to review, consolidate, and establish new Management Boards of high-rise apartment buildings.
Every year, the district organizes regular and surprise inspections of investors, management boards, and operating units of all apartment buildings that have been put into use; establishes a working group to assist the Chairman of the District People's Committee in resolving problems and conflicts in high-rise apartment buildings.
The team has coordinated with functional departments, agencies, and the Ward People's Committee to promptly and properly resolve disputes arising in apartment buildings such as Vinhomes TimesCity apartment complex, 378 Minh Khai, 423 Minh Khai, 622 Minh Khai (Vinh Tuy ward); 125 Minh Khai, 250 Minh Khai, 201 Minh Khai (Minh Khai ward); 229 Pho Vong (Dong Tam ward); No. 3 Luong Yen (Bach Dang ward)... Thereby, contributing to limiting the formation of hot spots of conflicts, mass complaints, banners and slogans in the district.
Chairman of the Hai Ba Trung District Party Committee's Inspection Commission Phung Bich Nga said that after 5 years of implementing Resolution 26-NQ/TU, the results so far are that 24/32 apartment buildings have basically stabilized, and 28/32 apartment buildings have established management boards.
The District Party Committee directs Party committees and authorities at all levels in areas with commercial apartment buildings and resettlement apartments to regularly review and propose the establishment of residential areas, Party cells, and other mass organizations when conditions permit; improve the quality of Party cell activities, focus on developing new Party members, and ensure that there are no "empty" Party members in residential areas in high-rise apartment buildings.
The Party Committees and People's Committees of wards also pay attention to directing, guiding and urging the management boards and apartment building management boards on matters related to State management, especially resolving conflicts and disputes arising in the process of operating and using apartment buildings; guiding and urging the organization of elections for management boards to ensure democracy and compliance with the law.
In particular, focusing on enhancing the core leadership role of local party committees with apartment buildings, up to now, the district has established 6 party organizations in high-rise apartment buildings in 3 wards: Minh Khai (4 party cells), Vinh Tuy (1 party cell), Pham Dinh Ho (1 party cell). Members of the building management board in these apartment buildings all participate in the party committee, secretaries, deputy secretaries of party cells, heads of residential groups, and heads of mass organizations.
It can be seen that, with the strong direction of the Standing Committee of the District Party Committee, the proactive and close involvement of the entire political system from the district to the grassroots, the buildings and apartment building clusters have been operating relatively stably. The situation of security and order, fire prevention and fighting, and population management in high-rise apartment buildings have been ensured, limiting complaints and gatherings of large numbers of people, contributing to the good implementation of political tasks in the district.
Party cells established in apartment buildings have clearly played their roles, especially in successfully organizing apartment building conferences and electing the Board of Management. The work of grasping public opinion has been given more attention by Party committees and authorities; conflicts in apartment buildings have been basically stabilized.
