The Department of Agriculture and Rural Development of Quang Tri said that the area of forest destroyed in the case of 21 wind turbines planted outside the granted land falls under the criminal prosecution framework, so it requested the police to investigate.

On January 1, the Department of Agriculture and Rural Development of Quang Tri province confirmed that the department's leaders had just issued a document advising the provincial People's Committee on a plan to handle violations related to the case of 21 wind power towers of Huong Linh 1 and Huong Linh 2 wind power plants planted outside the granted land.
“The project was constructed on an area of land with natural timber forest, protective function with an area of 0.71 ha. The act of destroying protective forest with this area is not subject to administrative sanctions, but is subject to criminal prosecution,” the leader of this department affirmed.
Also according to the Department of Agriculture and Rural Development of Quang Tri, based on the results of forest inventory, the project to build two wind power plants Huong Linh 1 and Huong Linh 2 has affected about 0.96 hectares of forest, of which only 0.25 hectares are planted forests. The rest is protective forest.
However, at the time of implementation, Tan Hoan Cau Corporation (investor) had not completed the procedures to change the purpose of using forests and forestry land in accordance with the provisions of law.
This is a difficult case, involving many organizations and individuals, with many complicated details, and happened a long time ago. The construction site no longer exists, so handling it is very difficult.
"The Department of Agriculture and Rural Development reports to the Provincial People's Committee for consideration and direction to the Provincial Police to investigate and handle the case according to the law and clarify the responsibilities of organizations and individuals related to the case," the department requested.
As reported by Tuoi Tre Online , the Huong Linh 1 and Huong Linh 2 wind power plant projects, invested by Tan Hoan Cau Corporation, have built 21 wind power towers outside the granted red books.
The total investment capital of these two factories is up to more than 3,000 billion VND.
The Department of Natural Resources and Environment of Quang Tri has decided to impose a fine of more than VND600 million for planting wind power poles in the wrong place. However, Quang Tri has a policy of creating favorable conditions for investors by adjusting the land use planning to energy land for locations of wind power poles planted in the wrong place but not related to protective forests.
