Circular 52/2024 issued by the Ministry of Transport, effective from January 1, 2025, clearly stipulates specific technical requirements for each type of test vehicle, including regulations on the maximum number of people allowed to be carried.
Do not exceed the number of people allowed by vehicle design.
Accordingly, the maximum number of people allowed to be carried, including the driver, during a test drive on the road must not exceed 5 people for passenger cars or 3 people for other types of cars, and must not exceed the number of people allowed to be carried according to the design of the car to ensure the technical safety of the test vehicle.
From January 1, 2025, cars tested on the road cannot carry more than 3 people, including the driver, according to new regulations in Circular 52/2024.
For trailers and semi-trailers, the vehicle used to pull the trailer or semi-trailer must meet the traffic participation conditions as prescribed. In addition, it is not allowed to carry goods (except in the case of carrying fake loads) on the vehicle pulling the trailer or semi-trailer;
When testing on the road, the total length of the convoy, the total mass of the tractor-trailer combination or the trailer-trailer combination, and the total mass distributed to each axle of the convoy must not be greater than the regulations on load and road size limits of the Minister of Transport.
For four-wheeled motor vehicles and four-wheeled motorized cargo vehicles, the maximum number of people allowed to be carried, including the driver, during a road test must not exceed three people and must not exceed the number of people allowed according to the vehicle's design.
For motorbikes, mopeds; specialized motorbikes (except trailers, semi-trailers pulled by tractors), the maximum number of people allowed to be carried during a road test is not more than 2 people, including the driver, but must not exceed the number of people allowed to be carried according to the vehicle's design.
For trailers and semi-trailers pulled by tractors, the tractor used to pull the trailers and semi-trailers must be a vehicle that meets the conditions for participating in traffic according to regulations. It is not allowed to carry goods (except in the case of carrying fake loads) on the tractor.
Particularly for vehicles researching and developing fully automated control features, additional requirements must be met: Tested abroad and meeting technical safety requirements according to regulations of one of the member countries participating in the international treaty related to road vehicles of which Vietnam is a member.
The Vietnam Register is responsible for periodically and suddenly inspecting and checking the test runs of research and development vehicles (illustrative photo).

Circular 52 also clearly stipulates the responsibility of research and development facilities in ensuring technical safety and environmental protection for research and development vehicles throughout the production, assembly, factory quality inspection, and road testing processes.
Responsible for the authenticity of: vehicle design documents; factory quality inspection results, inspection results, vehicle condition assessment before road test, during maintenance periods; vehicle origin; spare parts used to manufacture and assemble vehicles.
In addition, during periodic maintenance, the research and development facility must check and ensure the condition of the components and systems including: engine, steering, brakes, suspension, rims, tires, lights, and signals to operate normally. The periodic maintenance cycle is according to the regulations of the vehicle manufacturer but must not be longer than the maintenance cycle for the same type of vehicle.
On the other hand, records must be established and stored for at least 3 years from the end of the road test for each research and development vehicle. The archived records include: vehicle design; vehicle origin, spare parts used for vehicle production and assembly; factory quality inspection; internal road test results, road test results. In particular, location and speed data must be stored for at least 6 months, image data must be stored for at least 7 days from the end of the test.
The Vietnam Register is responsible for state management of safety and environmental protection quality for the production, assembly and road testing of research and development vehicles. Periodically and suddenly inspect and check the test running of research and development vehicles.
