With the attention and investment from many ethnic programs, projects, and policies on poverty reduction, the participation of the Party Committee and the communal government, and the efforts of the people, the life and appearance of the countryside in Chieng On commune (Yen Chau district, Son La province) are changing every day.


This locality has effectively implemented ethnic programs, projects and policies in economic development, hunger eradication and poverty reduction, thanks to which the face of the countryside here is changing every day.

Efforts to escape poverty in the border area

When the corn and cassava fields were ready for harvest, we had the opportunity to return to Chieng On, a border commune with many difficulties in Yen Chau district (Son La). Chieng On has villages dozens of kilometers away from the commune center. Traffic is difficult. The people's educational level is uneven.

Over the past years, with the attention and investment from many programs, projects, ethnic and poverty reduction policies, the participation of the Party Committee, the communal government and the efforts of the people, the life and appearance of the countryside here are changing every day.

To effectively implement the hunger eradication and poverty reduction program in the area, Chieng On commune focuses on effectively and synchronously implementing the State's investment programs, such as: Implementing 3 national target programs; converting crop structure on sloping land; raising livestock and poultry in the direction of goods; creating livelihoods for people, sustainable poverty reduction; support programs for plants and breeds. Strengthening guidance for people to apply science and technology in production; gradually converting crop and livestock structure, intensive farming to increase crops to increase income.

Following the Chieng On commune officials, we visited the off-season plum farming model of Mr. Vang A Vang’s family (a Mong ethnic in Din Chi village, Chieng On commune, Yen Chau, Son La). Mr. Vang’s family is one of the most well-off households in this area, thanks to effectively implementing the province’s and district’s policies on converting crop structure on lowland.

Mr. Vang's house is not far from the Vietnam - Laos border. The house is majestic and rises up among the clouds and mountains. The day we visited, Mr. Vang was in the garden. It was just getting cold but the plum garden was already blooming with white flowers. The scent of plum blossoms mixed with the faint scent of the forest made the stranger's heart feel lighter.

Mr. Vang shared: A few decades ago, his family was also in a difficult situation, but since the district and province implemented the program to convert the crop and livestock structure, as well as being promoted by the Farmers' Association at all levels, and participating in learning fruit tree development models, he realized that his family had the conditions to grow off-season plum trees. Thinking is doing, he discussed with his family, converting the entire corn and cassava growing area to growing plum trees.

"The family invested in a modern automatic irrigation system. Water is pumped half a kilometer away from the plum garden. Each plum tree has an automatic irrigation nozzle. Thanks to that, the plum trees are watered 3 months earlier than the main plum season.

In addition, we must prune the excess branches, this will allow nutrients to concentrate in the young branches. After more than a month of pruning, fertilizing, and watering, the plum tree will bud and bloom early," said Mr. Vang.

Up to now, his family has planted nearly 2,000 plum trees, of which 600 have been harvested.

According to Mr. Vang, off-season plums sell for 6-7 times higher than in-season plums. In 2024, his family earned more than 130 million VND from the fruit-bearing plum garden. This year, according to Mr. Vang's estimate, output and income will increase 3 times compared to last year.

Synchronizing solutions to escape poverty

Talking to us, Mr. Lai Huu Hung - Chairman of the People's Committee of Chieng On commune said: Chieng On is a commune in region III, the border of Yen Chau district; the border length is 15km. The commune is 30km from the district center. The whole commune has 1,322 households, a population of 6,368 people, 12 villages are all extremely difficult villages, including 5 ethnic groups living together: Xinh Mun people account for 71.18%, Mong people account for 24.36%, the rest are Kinh people (accounting for 3.58%), Thai people (accounting for 0.71%) and Kho Mu people (accounting for 0.17%).

To effectively implement poverty reduction in the area, Chieng On commune has focused on effectively and synchronously implementing the State's investment programs. Building a plan for the entire term and each year, setting specific targets, assigning tasks to comrades in the Party Committee to focus on leading and directing economic development and new rural construction, promoting the application of science and technology in production.

Strengthening the promotion of local potential and strengths, calling on agricultural enterprises to invest in cooperation, forming production chains, improving productivity, quality and product value.

Through study tours to learn about some models of growing macadamia trees, lemon trees, raising cows in barns, visiting the Son La Sugarcane Factory, listening to policies in developing raw sugarcane areas... Chieng On commune has led and directed the construction of many effective economic models, such as: Growing 17.8 hectares of sugarcane in Ta Lieu and Din Chi villages, with an output of 623 tons/year; a model of raising 1,000 black chickens in Na Da and Suoi Cut villages, the chickens grow and develop well, some households have sold them to the market at an average price of 120,000 VND/kg.

From pilot models, up to now, Chieng On commune has developed nearly 300 hectares of plum, with an output of 135 tons/year; expanded the sugarcane area to 90 hectares, providing raw materials for Son La Sugarcane Joint Stock Company.

Currently, in the commune, there are many models with income of over 100 million VND/year; contributing to reducing the rate of poor households; increasing the value of harvested products to 35 million VND/ha of cultivated land.

According to the Chairman of the People's Committee of Chieng On commune, not only promoting economic development, the cultural and social fields of Chieng On commune have also seen many improvements. Currently, the commune has schools from kindergarten to junior high school, schools have strengthened the construction of facilities, improved the quality of teaching and learning. The work of caring for and protecting people's health, especially children in difficult circumstances and policy beneficiaries, has received attention.

Local Party committees and authorities regularly launch the movement "All people protect national security"; mobilize people to participate in denouncing and detecting criminals and lawbreakers in the community. Coordinate with the Border Guard to organize border patrols and boundary markers in the commune.

Thanks to that, the security and order situation in the area is always guaranteed, people feel secure in developing the economy. Up to now, the agricultural and rural economy of the commune has had positive changes; gradually changing the production method, people's lives have gradually improved.

Chieng On Commune continues to direct the construction and replication of effective economic development models; focusing on developing agriculture applying technology associated with improving productivity, product quality, and improving people's lives.

At the same time, mobilize households to join together to establish cooperatives; strive to achieve by 2025 the value of harvested products per hectare of cultivated land reaching 35 million VND, grain output reaching over 3,800 tons; develop fruit tree area of ​​495 hectares, industrial tree area of ​​30.8 hectares; strive to reduce the number of poor households by 5.8% each year.

With the attention of the Party, the State and the efforts of the Party Committee, the government and the ethnic people of Chieng On will gradually rise up to eliminate hunger and reduce poverty sustainably.
