At the end of March, we arrived at the Van Thanh bridge construction site. It was a hot summer afternoon, but dozens of workers and engineers were still working hard on the T3 pier. Sweat drenched their backs, but everyone worked enthusiastically to prepare for the girder installation of another span of the bridge. According to Mr. Kieu Ngoc Vu - engineer, Construction Commander of the project, the land was not available yet, so the construction consortium encountered many difficulties in transporting materials and equipment to construct the project. The T2 pier, the foundation had just been poured, but the people did not allow it to be built above because they had not been compensated, even though Phan Thiet city had previously coordinated with the investor and the construction unit to lobby for the construction and the people had approved. The T2 pier could not be built, so the consortium had to turn to other work...

Mr. Nguyen Thanh Hien - Deputy Director of the Provincial Traffic Construction Investment Project Management Board, said: Van Thanh Bridge is designed to be 714 m long, including 6 spans, 295 m long approach road, 27 m wide roadbed, 15 m road surface, 6 m sidewalk on each side. The total investment is 225 billion VND, the construction unit is a joint venture of Hassyu Vietnam Joint Stock Company - Bridge 14 Joint Stock Company - Construction Equipment and Materials Joint Stock Company 624. The bridge started construction in the first quarter of 2023, expected to be completed by the end of December 2024. But so far, only less than 55% of the construction progress has been completed, the reason is that there is no construction site.

According to the Phan Thiet City Land Fund Development Center, the total land area recovered for the Van Thanh Bridge project is 16,605 m2, including 39 cases, of which Duc Long Ward has 18 cases with a recovered land area of ​​8,125 m2, including 15 households and 3 organizations. Phu Tai Ward has 21 cases with a recovered land area of ​​8,480 m2, including 19 households and 2 organizations. Currently, the compensation, support and resettlement plan has been approved for 31 files, including: 24 files of households and individuals; 5 files of organizations and 1 item of medium and low voltage power line relocation. The total amount is nearly 12,180 million VND.

Mr. Kieu Ngoc Vu added that the construction progress by the end of March reached 55%, the joint venture has completed the underwater items including: pier M2, pier T1, pier T2, pier T3, pier T4, pier T5. The beams of spans M2-T5, T5-T4, T4-T3 will be launched soon. The remaining work that is stuck at the site includes: pier M1, access roads at both ends of the bridge...

Mr. Nguyen Minh Luan, representative of the household whose land was compensated, Nguyen Huu Tuan, shared that the house has more than 61 square meters but the State compensated 44.8 square meters, of which 20 square meters is residential land, the compensation amount is 291 million VND, and was arranged to buy a 100 square meter resettlement residential land plot on Nguyen Thi Dinh street worth 3.15 billion VND, the State supported 70%. "My family did not file a complaint like some other families, but still have some concerns that the land has more than 61 square meters but the compensation left 17 square meters, not knowing what to do with it, the compensation amount is not enough to buy back the land, I hope Phan Thiet city will consider providing more support. In this situation, if the family receives the compensation, the only way is to... rent a house" - Mr. Luan said.

Besides Mr. Tuan's household, there are many other households that do not agree with the compensation price, so they have complained to Phan Thiet City for consideration. From another perspective, Phan Thiet City "encountered difficulties" in applying compensation prices because most of the land is in the clearance area, alluvial land, land bought and sold by hand, so it takes a lot of time to complete legal documents for compensation... To speed up the progress of site clearance, recently, Phan Thiet City Party Secretary Pham Van Nam went to inspect the scene, grasp the people's thoughts to have directions to resolve problems in the compensation process. The City People's Committee also had a meeting and dialogue with people whose land was cleared to listen to their opinions and wishes. At the same time, they sought solutions to soon have a site for the construction unit.

After completion, Van Thanh Bridge will connect traffic between the north and south of Ca Ty River, shorten travel time, gradually complete the main traffic routes for the inner city area, contribute to creating a new look for the urban landscape, building Phan Thiet city to be more civilized, modern, worthy of being the political, economic, cultural, scientific and technical center of the province. Therefore, the implementation of the project, especially the compensation and site clearance work, has always been of interest to the Provincial Party Committee and the Provincial People's Committee, directing the removal of difficulties and obstacles to speed up the implementation progress. However, the progress of compensation and site clearance of the project is currently very slow. Some difficulties and problems of the people have not been resolved promptly, affecting the construction progress, disbursement progress and investment efficiency of the project...
