According to the draft, the graduation score includes the average score of grade 10 (coefficient 1) + average score of grade 11 (coefficient 2) + average score of grade 12 (coefficient 3). Mr. Le Viet Duong - Principal of Truong Dinh High School (Hoang Mai District, Hanoi) said that this is a very correct regulation. Increasing the rate of using the results of the learning process assessment in all 3 years of high school to 50%, instead of the current rate of 30% and only using the results of grade 12, is necessary and appropriate for comprehensive and objective assessment. This adjustment also brings more peace of mind to students when they are assessed throughout their learning process, avoiding focusing only on grade 12 with a lot of pressure.

In fact, the 2018 General Education Program aims to form and develop students' abilities and qualities, so in testing and evaluation, students' progress is always focused on. In addition, learning is a process, so students who are considered for graduation must demonstrate a 3-year high school learning process, not just through one test of an exam.

Expressing his support for the new graduation assessment plan in the draft, Dr. Nguyen Tung Lam - Chairman of the Education Council of Dinh Tien Hoang High School (Ba Dinh District, Hanoi) said that the education sector is implementing fundamental and comprehensive reforms, including testing and evaluating students. The assessment of the learning process and periodic assessment are emphasized when implementing the 2018 General Education Program.

“During the teaching process, teachers have assessed students’ progress through their learning process. Mid-term and final assessments are used to certify learning levels and recognize students’ achievements through exams and tests. Therefore, the high school graduation exam under the new program should also be adjusted to use the learning results of 3 years of high school, so that students do not neglect their studies at any time, thereby comprehensively developing the national education system in the future,” Mr. Lam said.

In fact, it has been noted that in many high schools, the current application of the 30-70% graduation rate reveals some shortcomings when the ultimate goal of students is to serve an exam instead of focusing on comprehensively developing their abilities and qualities at school. This leads to students only focusing on subjects that will be taken for the university entrance exam, leading to a biased study...

In addition, the high school graduation exam - according to Minister of Education and Training Nguyen Kim Son, is not only aimed at assessing students' learning outcomes, but also serves as a basis for university admissions. Therefore, at the end of 12 years of general education, a graduation exam is necessary, which is clearly stipulated in the 2019 Education Law.

Information from the Ministry of Education and Training shows that in 2024, there will be more than 1 million candidates taking the high school graduation exam nationwide, 47,330 more than last year. Of which, the number of independent candidates is 46,978, an increase of 9,137 compared to 2023. The national graduation rate is 99.4%, higher than the result of 98.88% in 2023. According to Prof. Dr. Nguyen Thi Doan - President of the Vietnam Association for Promoting Education, the exam results objectively reflect the learning outcomes of candidates and the quality of teaching in localities.

With the increase in the percentage of academic transcript scores from 30 to 50% compared to the present, many experts expect that the graduation exam questions of subjects will have higher differentiation, ensuring the provision of more reliable and quality data for university admissions. In recent years, the high score rate, especially in subjects belonging to the social group, has made many people question whether the difficulty of the exam is enough for schools to use for university admissions because everywhere they look, the scores are sky-high.

With many early admission options today, many candidates have less pressure to enter university. However, some students believe that passing the graduation exam means passing the university entrance exam, so they are subjective in their studies. The Ministry of Education and Training has warned about this and in practice, there have been unfortunate cases where candidates failed the university entrance exam, even though they were admitted under the early admission option, because they later failed the high school graduation exam. This is a lesson for all candidates, not only in the 2025 admission season but also in the following years.
