In the draft circular on the regulations for high school graduation exams from 2025, the Ministry of Education and Training plans to increase the proportion of transcript scores in the recognition of high school graduation, instead of accounting for 30% as it is now, it will be 50%. Not only that, the learning process results will be taken from grades 10, 11 and 12, instead of just grade 12 as before.
According to the Ministry of Education and Training, this adjustment aims to comprehensively assess the abilities of students studying according to the 2018 General Education Program, while increasing the effectiveness of achieving the goals of the high school graduation exam.
Many opinions say that with this change, universities can easily decide to prioritize and reserve many admission quotas based on high school graduation exam scores.
Sharing with VietNamNet , Mr. Vu Khac Ngoc (a teacher in Hanoi) said that, with the current situation of academic transcript scores seemingly being "raised", increasing the percentage of academic transcript scores in graduation consideration will be a "salvation" to both maintain a high graduation rate and increase the difficulty of the high school graduation exam.
“In this case, if universities really focus on input quality, they can significantly reduce the admission rate based on academic records, prioritize admission based on high school graduation exam scores, competency/thinking assessment tests, etc. Increasing the university admission rate based on high school graduation exam scores will also help limit inequality and unfairness among current admission methods,” said Mr. Ngoc.
Mr. Nguyen Thanh Cong, a teacher at Hanoi National University of Education High School for the Gifted, said that the high school graduation exam, whether following the old or new general education program, still maintains two goals: to consider graduation recognition and to serve as a basis for schools to consider university admissions.
According to him, there are some opinions that this exam is just a graduation exam, so the questions should be easy to evaluate and maintain a high graduation rate among final year students; while the admission is done by universities themselves. However, this has led to the consequence that universities have "blossomed" admission methods: direct admission, admission combined with standardized certificates (eg IELTS/SAT...), admission combined with academic records, admission based on competency assessment/thinking assessment, and finally admission based on high school graduation exam scores.
"In fact, the academic scores can be 'relaxed' by teachers and schools and become irrelevant. Students with economic conditions often have more 'practice' through IELTS, SAT exams... or ability assessment exams, thinking assessment exams... so the chance of being admitted early is higher. Meanwhile, schools that use other admission methods will have their admission scores increased; the chance of students in remote areas or those in difficult circumstances getting into a good university will become more remote. This clearly causes inequality in education," Mr. Cong analyzed.
However, Mr. Cong said that in order for high school graduation exam scores to be a reliable basis for universities to confidently use for admission, it is necessary to develop an exam with a good level of differentiation. “The exam must differentiate each level of candidates equally based on real knowledge and not depend on luck. A differentiated exam is one that avoids the situation where the peak of the score range is at 8 points, because then the range of 8-10 points is too short to differentiate candidates (which leads to the luck factor becoming greater and easily leading to 'inflation' of university admission scores),” Mr. Cong said.
According to Mr. Cong, when the high school graduation exam becomes more difficult and more differentiated, there must be a way to support candidates who only need to graduate. “I think increasing the ratio of taking transcript scores from 30% to 50% is an appropriate measure. However, it is also a 'double-edged sword' as it can continue to create momentum for 'inflation' of transcript scores. Therefore, there needs to be testing and assessment tools to ensure the accuracy of educational results in schools,” Mr. Cong said.

Graduation score (GPA) = {(Total score of 4 high school graduation exams + total incentive score)/4 x 7 + average score of the whole year of grade 12 x 3}/10 + priority points.
