Lesson 1: Speak so people believe, do so people follow
Returning to Thanh Chan commune in early October - the first commune to achieve new rural standards in Dien Bien province (2015), we were happy and excited to see the rice fields full of grain, the green vegetable beds ; the roads to the village were full of colorful flowers and the spacious , solid houses . A completely new rural image. Thanh Chan new rural area has the mark and leading role of exemplary party cell secretaries in residential areas in changing the thinking and awareness for people to break through and rise up.
More than 85% of households are well-off, every year 100% of families are cultural , people are loyal to the Party . That is the Viet Thanh 4 village - a bright spot in the patriotic emulation movement in Thanh Chan . This result partly shows the role of Mr. Dinh Van Hoan, who is always dedicated to his work, a good party cell secretary in the residential area.
We had a hard time getting an appointment with Mr. Dinh Van Hoan, who has been the Party Secretary of Viet Thanh 4 village for many years because his daily work is quite busy. On days when he is not propagating the Party's policies and the State's laws to the people, he is busy with farming or growing vegetables and raising fish to increase his family's income.
Mr. Hoan said that although the new rural standards have been met for quite a while, people's lives are still basically stable. Only in recent years, when the way of thinking and thinking in economic development has changed, people's lives have gradually improved, and many households even have food and savings.
To prove his words, Mr. Dinh Van Hoan took us to visit the vegetable growing and fish farming model of his family and some neighboring households . According to Mr. Hoan , previously those areas were all ineffective farming land , but thanks to boldly changing the structure of crops and livestock, each year his family earns over 200 million VND from selling water spinach and fish fry.
Patting the pond surface to signal the fish to come up to eat, Mr. Hoan boasted: “You see, I have only been implementing this model for nearly 3 years. Realizing the high economic efficiency, since 2021, I have worked with the local Party Committee and government to mobilize and introduce it for people to study and learn. Up to now, the whole village of Viet Thanh 4 has nearly 7 hectares of ponds for raising fish fry with about more than 15 households participating.”
Not stopping at supporting people to change their livestock structure, with the role of a political "nucleus" at the grassroots level, Mr. Dinh Van Hoan also mobilized many households to convert ineffective rice-growing land to growing water celery. Because water celery is a short-term crop but gives high income. Therefore , up to 53 households out of 65 households in Viet Thanh 4 grow water celery according to Mr. Hoan's family model.
Talking about the contributions of Party Cell Secretary Dinh Van Hoan, Ms. Luong Thi Thanh, Head of Viet Thanh 4 Village , was excited . For every local resident, Mr. Hoan's voice has a special appeal. Over the years, he has always listened to the people, made them understand, and made them believe . All of his actions come from a heart full of compassion.
Thanh Chan Commune currently has 21 affiliated Party cells (16 residential area Party cells) with 321 Party members. Implementing the movement "Excellent residential area Party cell secretaries" in the spirit of Dien Bien District Party Committee , in August 2021, the Commune Party Committee met and selected 6 villages and hamlets to pilot the model ; at the same time, directed all remaining residential area Party cells to implement it simultaneously.
After more than 2 years of implementation, under the leadership and management of the Party cell secretaries, the role of Party members in the Party cell at the grassroots level has been increasingly affirmed . Many new models and good practices in various areas of social life have been applied to life. Particularly with 6 residential areas selected to pilot the emulation movement "Excellent residential area Party cell secretaries" , including: Viet Thanh 4, Viet Thanh 5, Thanh Son, Thanh Ha, Hong Lech Cang, Pom Mo Thai, the leadership role of the Party cell secretaries has become clearer. Solutions in directing agricultural production (sow the same day, same variety, on the same field ); converting ineffective single-crop rice growing areas to growing fruit trees with economic value (green-skinned grapefruit); building model new rural villages and hamlets... have been implemented synchronously and specifically.
In the field of agricultural production, in the past, many households in some Thai ethnic villages still had the habit of sowing local rice varieties with low productivity and poor disease resistance... After the Party cell and Party cell secretary propagated, explained and analyzed the advantages of new rice varieties, people gradually changed their thinking. Rice productivity has since increased significantly, reaching an average of 6.5 tons/ha; an increase of 7-10 tons/ha compared to 2020.
Mr. Lo Van Pan , Secretary of the Party Cell of Hong Lech Cang village, shared: Personally, I believe that the ultimate goal of patriotic emulation movements is to make society civilized, stable , and developed. The emulation movement "Excellent residential area Party Cell Secretary " is the same. Therefore, I always hope that no matter what position I hold, I will try, strive to compete, and contribute to the overall development of the village, especially in socio-economic development so that people can enjoy a better life.
Always concerned about all the affairs of the villagers, doing everything enthusiastically because he knows it is beneficial for the people; seeing some households still slow in finding directions for economic development, each party cell secretary in Thanh Chan commune is anxious to find solutions and join hands to support . Therefore, by the end of 2022, the poverty rate of the whole commune will be only 5.3%.

This further affirms the role of leading the community of each Party cell secretary".
