EDITORIAL NOTE
Celebrating the 95th anniversary of the founding of the Communist Party of Vietnam (February 3, 1930 - February 3, 2025), since its inception, under the light of Marxism-Leninism and Ho Chi Minh thought, our Party has affirmed its absolute leadership role in the nation's revolutionary cause, achieved great and glorious victories, carried out renovation, and built an increasingly prosperous and happy socialist society.
The 14th National Party Congress taking place in early 2026 will mark a new milestone demonstrating the strong determination to bring the country into a new era - the era of national growth in the context of globalization and the Fourth Industrial Revolution.
The people believe that under the wise leadership of the glorious Party, our country will continue to conquer new heights, making a worthy mark on the world map.
To achieve these achievements, each party member needs to promote his or her exemplary role in daily life and work, so that people can see and follow.
This year is the first year that Mr. Le Van Tu and many households in Tan Chau village (Chu Phan commune, Me Linh district, Hanoi) celebrate Tet in new houses in the resettlement area. Everyone is excited and happy to live in new, spacious houses with modern infrastructure.
Mr. Tu, born in 1961, is the Party Secretary of Tan Chau village. This year, he has 42 years of Party membership. Since joining the Party, he has always had full faith in the Party, constantly striving to study and practice, becoming an exemplary cadre, trusted by the people, Party committees, and authorities.
Born and raised in Chu Phan commune, Mr. Tu had a sense of learning and striving to improve since he was young. In 1979, while in high school, he listened to the call of the country and volunteered to join the army. After 3 years of military service, in 1983, he was discharged from the army, returned to his hometown, built a family and participated in social work.
In 2009, he joined the cooperative as head of the control board. In 2013, he was elected as village chief and from 2015 to present, he was elected as Party cell secretary of Tan Chau village.
During many years of working in the locality, Mr. Tu was considered an exemplary party member, always enthusiastic and dedicated to his work, actively propagating and mobilizing party members and people to well implement the Party's policies and resolutions and the State's policies and laws.
In particular, since the State had a policy to carry out the Ring Road 4 - Capital Region project, Mr. Tu has been exemplary and very active in propagating and mobilizing people to agree to hand over the site on schedule, contributing to the overall achievements of Chu Phan commune and Me Linh district.
Since 2022, implementing the policy of Hanoi City, Me Linh District and Chu Phan Commune on implementing the Ring Road 4 project, Mr. Tu and party members in the Party cell have met to discuss and develop specialized resolutions for leadership implementation, creating high consensus and unanimity among the people.
Important policies and decisions are openly discussed and agreed upon within the Party Committee, then deployed to departments, branches, organizations and widely disseminated to the people.
The Ring Road 4 - Capital Region project (section through Tan Chau village, Chu Phan commune) is 400m long with a total land area to be recovered of more than 13ha; of which the residential land area is about 2.5ha, involving nearly 160 households. Mr. Tu's family alone has nearly 800m2 (including land, house, outbuildings and fruit garden) subject to recovery.
When he received information about the land clearance plan for the Ring Road 4 project, the section passing through Tan Chau village, Mr. Tu himself was confused because his land was all in the clearance area. He often lost sleep, wandering around the spacious 3-storey house associated with many family memories.
However, after that, he thought that he was the head of the Party cell and understood the special meaning and importance of the Ring Road 4 project. Mr. Tu set an example by mobilizing his family members to be the pioneers in signing the minutes of handing over 100% of the land area for site clearance. "If you want people to listen to you, you have to set an example first," Mr. Tu told himself.
With nearly 100 households subject to relocation and resettlement, Mr. Tu "went to every alley, knocked on every door" to propagate the State's compensation and site clearance policies, and at the same time popularized the amenities of the resettlement area.
Recalling the initial period, Mr. Tu said that people did not agree because they were living a stable life and were worried about disruption to their lives. Many people did not understand, but some people understood but pretended not to understand, so it was very difficult to mobilize and convince people to agree.
"In Tan Chau village's Party cell, there are 20 party members. We assigned each cadre to be in charge of about 20 households and continuously went to each alley and knocked on each door to propagate and mobilize the people. At first, many households did not agree, many households demanded higher prices than the State's price frame, so it was very difficult. Some households closed their gates when the brothers came. There were times when we thought we had run out of options," Mr. Tu recalled.
There was a time when Tan Chau village was divided into two factions, one side agreed and the other side disagreed and demanded different things, according to Mr. Tu.
Imbued with Uncle Ho's teaching: "It is easy to endure a hundred times without the people, and difficult to overcome a thousand times with the people", Mr. Tu and other party members have persistently met, discussed, listened to the people's thoughts, aspirations, opinions, and recommendations to have appropriate ways to mobilize them. All opinions and reflections beyond his authority were compiled and sent to the authorities for quick consideration and resolution to ensure the people's legitimate rights and interests.
Thanks to Mr. Tu’s sense of responsibility, enthusiasm, and example, up to now, most households in Tan Chau village have agreed to hand over their land to the State. Up to now, the village has completed the handover of 100% of agricultural land, relocated 100% of graves; dozens of households have received compensation for residential land and resettled to build new houses.
"I always affirm that as a party member, the Party cell secretary needs to clearly understand the work he does, he himself must be exemplary, take the lead in all activities to gather solidarity in the collective and consensus among the people. In all matters, he must be enthusiastic, responsible, close to the people, consider the village's work as well as his family's work. If he is not attentive, just doing the job to get it done, he will never receive the consensus, support, and high consensus of the collective and the people," Mr. Tu expressed.
According to Mr. Tu, during the campaign, he determined that the way to do it was to reach people's hearts, to convince them, and to propagate for people to understand.
"Mass mobilization work is the most important. We should not be too strict with the people. We know that we must comply with the regulations, but we must speak up at different times. I always try to grasp the people's thoughts and wishes. Gradually, when the people understand, everything will go smoothly. After a long period of mobilization, Tan Chau village did not have to force any households. Basically, all households agreed," Mr. Tu shared.
Mr. Tu said that currently, more than 60 households in the village have received compensation and resettlement land to build new houses.
"Before, I myself did not think that this resettlement area would be as beautiful as it is now, because this area used to be rice fields, very wild. Since the Me Linh district government invested in infrastructure and people built houses, the Tan Chau village resettlement area has become a very livable place, with full space and amenities. People's lives have been improved many times, everyone is very excited", the Secretary of the Tan Chau village Party cell shared.
Every day, in addition to his family, Mr. Tu visits and understands the situation among the people. He always reminds himself to be at the forefront of all movements and activities in the locality; to be close, respectful, and listen to the people's thoughts and aspirations in order to handle them or report to superiors to find solutions and support the people.
Mr. Tu said that the resettlement area has just been established, so there is still a lot of work to be done. He himself must constantly innovate, make more efforts, be closer to the people, and at the same time find ways to improve people's lives every day.
"Being a Party cell secretary is not only about the Party, but also about taking care of all kinds of things in the village for the people. I am concerned about how to make my hometown richer, people's lives better, and village relationships stronger," said Mr. Tu.
With 42 years of Party membership and many years as Secretary of the Tan Chau village Party cell, Mr. Tu is proud to have left no negative reputation behind. He always keeps in mind that he must live as an example, be absolutely loyal to the Party and always be ready to serve the people. For Mr. Tu, the greatest achievement in his years as Secretary of the Party cell is the love, respect and trust of the people and the local Party Committee and government.
Mr. Le Xuan Hung, Secretary of the Chu Phan Commune Party Committee, assessed that Mr. Le Van Tu is an excellent Party cell Secretary, always enthusiastic, dynamic and very responsible for his work. Not only is he an exemplary follower of the Party's guidelines and policies, the State's policies and laws, he is also a role model, always dedicated and creative in his work, trusted by the Party Committee, government and people.
"With many years of working for the Party at the grassroots level, Mr. Tu has contributed to socio-economic development, maintaining political security and social order and safety in the area, contributing to making Tan Chau village a bright spot of Chu Phan commune. Recognizing Mr. Tu's contributions, the People's Committee of Me Linh district has issued awards for Mr. Tu's achievements and contributions in implementing the Ring Road 4 project - Hanoi Capital Region", Mr. Hung said.
The Beltway 4 project through Me Linh district is taking shape. In the coming time, the People's Committee of Me Linh district will still maintain professional tasks, at the same time promptly receive and resolve people's recommendations to join hands and unite to build the locality to develop more and more.
Regarding the issue of setting an example for party members, National Assembly Delegate Truong Xuan Cu said that the role of party members, especially party cell secretaries at the grassroots level, is very important. They are the extended arm of the grassroots Party Committee and government with the people, helping the government system effectively carry out state management work at the local level. Building relationships and close ties with the people is always considered important by our Party. This is the source of strength and the factor that creates all victories in the revolutionary cause of the nation.
According to Mr. Cu, the Party cell secretary is the person who represents the Party cell and Party committee before the leaders of the agency, unit and political and social organizations in the unit. The Party cell secretary plays an important role in organizing the activities of the unit, is the nucleus of solidarity, unification of will and action in the Party cell and organizations in the unit.
"If the grassroots Party cell secretary is trusted and supported by the people, all policies and guidelines of the Party Committee and government will reach the people very quickly and effectively. When the Secretary is supported by the people, everything in the locality will be favorable, from which there will be a basis and conditions to develop the homeland and improve the people's lives," Mr. Cu acknowledged.
