Nhu Xuan District has determined that investment in infrastructure construction is not only a driving force for socio-economic development, but also creates a new look for communes and towns in the area. Based on strategic planning and methodical approaches, the district has been focusing on mobilizing and effectively using all resources to create a synchronous and modern infrastructure "framework" to serve development.
Traffic goes first
In order to realize the goal of making Nhu Xuan one of the leading districts in the mountainous region of the province by 2025, the Resolution of the District Party Congress, term 2020-2025, has set out a key program on "Industrial - Construction Development" in the area. Starting to implement, the district focuses on mobilizing and effectively using all support resources from the State budget, the business community and the people's contributions to invest in creating and perfecting the infrastructure system in a synchronous, modern and highly connected direction.
From 2020 to now, Nhu Xuan district has mobilized more than 1,187 billion VND to invest in 541 infrastructure projects. Of which, many inter-commune and inter-regional connecting traffic routes have been newly invested in construction, upgrading and expansion, such as: Thuong Ninh commune road to Cat Tan commune; Mai village road, Binh Luong commune; Xuan Quy - Thanh Lam commune road; National Highway 45 upgrade project to Tan Binh commune; inner-city road of Yen Cat town... These are also routes serving production and people's lives in extremely difficult communes and villages under Project 4 of the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021-2025. These include traffic routes serving the socio-economic development of Thanh Quan commune; traffic routes from Thuong Ninh commune to Phuong Nghi commune (Nhu Thanh); Road from Thanh Phong commune connecting with Thanh Xuan commune and project to upgrade and renovate the traffic road from Yen Cat town to Tan Binh commune.
Looking at a series of newly invested, upgraded and expanded roads from the district to communes, towns and many villages, the appearance of Nhu Xuan's traffic infrastructure has been clearly improved with continuous connectivity. Besides Ho Chi Minh road and Bai Tranh crossroad to Nghi Son deep-water port, in Nhu Xuan district there are also important traffic routes of inter-commune and inter-regional nature. Typical examples include: provincial road 520B connecting Hoa Quy and Thanh Quan communes; provincial road 520D connecting Yen Cat town with Thanh Quan; provincial road 520C from Yen Cat town to Xuan Khang commune (Nhu Thanh); provincial road 520E connecting Thanh Xuan, Thanh Lam and Hoa Quy communes; provincial road 520G connecting Cat Van commune with Hoa Quy commune; provincial road 514 connecting from Thieu bridge to Thuong Ninh commune; mobile road from Cat Van and Cat Tan communes to Xuan Thang commune (Thuong Xuan); Traffic road from Thanh Quan commune to Chau Nga and Chau Thuan communes in Quy Chau district (Nghe An); road from Thuong Ninh commune to Cat Tan commune; road from Yen Cat town to Tan Binh commune; road connecting Cat Van commune with Hoa Quy commune.
Rapidly developing the transportation network means that Nhu Xuan district has been "one step ahead" in the process of creating a synchronous infrastructure "framework" to attract investment for local socio-economic development.
Priority investment attraction
Investment in developing infrastructure of industrial clusters (ICs) is considered as a "lever" for economic growth of each locality. Realizing that, Nhu Xuan district has flexibly applied the province's preferential policies to attract investment in developing infrastructure of ICs in the area. It is known that in the district, there are 4 ICs planned, including: Bai Tranh IC, Thuong Ninh IC, Xuan Hoa IC and Yen Cat IC. These ICs are mainly located along Ho Chi Minh road - an ideal condition for calling for and attracting enterprises to invest in production and business.
Xuan Hoa Industrial Park has a planned area of 30 hectares, with industries attracting investment such as agricultural and forestry processing, garment, leather shoes, animal feed production, mechanical repair, activated carbon production, and bio-fertilizer production. Recognizing the favorable location, Cong Ha Group Joint Stock Company decided to follow the "invitation" of the locality to invest in developing the technical infrastructure system of Xuan Hoa Industrial Park, with a total investment of 160 billion VND. Overcoming difficulties caused by the impact of the COVID-19 epidemic, the investor is focusing on human resources, machinery, and means to speed up the progress of leveling the ground at Xuan Hoa Industrial Park. Up to now, the progress has reached about 40% of the leveling volume.
Similarly, Thuong Ninh Industrial Park has attracted Minh Nguyen General Trading and Service Company Limited to invest in the construction of technical infrastructure, with a total project investment of 110 billion VND. Currently, Thuong Ninh Industrial Park has completed 98% of the leveling volume and precast concrete components for technical infrastructure construction. It is expected that by the end of 2024, the investor will complete the construction of technical infrastructure and auxiliary items. At the same time, it is calling for attracting secondary investors to come into operation in 2025.
For Bai Tranh Industrial Park, Mailands Joint Stock Company has been called upon to invest in building technical infrastructure, with a total investment of 150 billion VND. Currently, the investor is completing legal investment procedures according to regulations.
On the other hand, Nhu Xuan district focuses on calling for businesses to invest in production and business in the area. Priority is given to businesses operating in industrial production, where the district has many advantages. In the past, the district has called for attracting 6 companies to invest in factories, facilities for processing forestry, agricultural and forestry products and textiles in the locality, including: Thanh Lam forestry processing factory in Thanh Lam commune; Thuong Ninh forestry processing factory in Thuong Ninh commune; Hue Yen forestry processing factory in Xuan Hoa commune; Xuan Hoa agricultural processing factory linked to the chain combined with trade and services in Xuan Hoa commune; Cat Van tea processing factory; export leather shoe factory in Cat Tien quarter, Yen Cat town. In the coming time, Nhu Xuan district will continue to call for attracting investors to the district, especially secondary investors in production and business in Thuong Ninh, Xuan Hoa and Bai Tranh industrial parks, in order to promote the development of the industrial sector. Thereby contributing to job creation and creating stable income for rural workers in the area.
The results in investing in infrastructure development and building industrial parks associated with attracting investment in the area are becoming a "lever" for economic growth in Nhu Xuan district. The average annual growth rate of production value reached 10.8%, reaching 58.7% of the target of the District Party Congress Resolution, term 2020-2025 and is in the group of districts with high growth rates in the mountainous region of Thanh Hoa province.
