That is the view of National Assembly Deputy Bui Hoai Son, Standing Member of the National Assembly's Committee on Culture and Education, former Director of the Vietnam National Institute of Culture and Arts, with The Gioi & Viet Nam Newspaper about the story of developing the cultural industry.

The entertainment market has a lot of potential.

Sir, in recent years, the entertainment industry has become one of the fastest growing sectors globally. What do you think about BlackPink and the development of Vietnam's cultural industry?

The explosion of the K-pop wave has attracted great attention from the international community. As one of the leading K-pop groups today, BlackPink has proven its strength through the Born Pink tour in many countries around the world, including Vietnam.

It is worth mentioning that, globally, this tour generated an impressive revenue of up to 163.8 million USD (about 3,861 billion VND) - a huge revenue if we compare it to the annual regular budget for the culture, sports and tourism sector of Vietnam.

This makes us think more about developing cultural industries in Vietnam, so that national cultural values ​​can have a contemporary breath, at the same time, spread to all areas of economic and social life, as well as form Vietnamese cultural confidence and mettle in the process of international integration.

BlackPink’s performance in Vietnam has created a real fever. From the success of BlackPink and the Born Pink tour, what can we learn about investing in the cultural industry?

BlackPink has built a strong and unique brand, from vibrant music, impressive performances to personal fashion style. The combination of quality music and creative images has attracted millions of fans around the world, including young people in Vietnam.

Judging from the popularity and huge revenue of the Born Pink tour, it is undeniable that the entertainment market has strong potential for development in Vietnam. Attracting cultural events, such as international music performances, will create a large number of tourists and an important source of financial income.

The huge revenue from the Born Pink tour could stimulate more interest in the entertainment industry, organizing international events in Vietnam. Thereby, helping to increase investment in professional stages, sound and lighting systems as well as business skills and market development for the arts in Vietnam, creating better conditions for international artists and bands to organize performances here, as well as developing domestic art events.

Learning from BlackPink, the development of Vietnam's entertainment and cultural and creative industries will make an important contribution to the country's economic development. Moreover, the development of these industries also contributes to affirming the position of the cultural industry, building a positive image and attracting more tourists, helping to enhance Vietnam's international image.

To promote the economic power of the arts and promote the country's image to the world, the State needs to pay more attention to investing in cultural infrastructure and arts education, providing support and creating a favorable environment for the development of cultural and creative industries. In addition, it is necessary to develop policies and regulations to protect and promote creativity and innovation in this field.

Remove barriers to more professional organization

Based on the incidents that occurred during the organization of Blackpink's concert in Vietnam, what lessons can we learn to organize more favorable events in the future?

In my opinion, organizing a large event requires detailed and meticulous planning, from choosing the location, sound and lighting systems, security management, advertising and communication, to ticketing and customer care.

Use cutting-edge technology to create a better customer experience. For example, provide a mobile app for ticket purchasing, event notifications and updates, and provide a strong internet connection so customers can share and capture special moments.

At the same time, build a professional and experienced team. In my opinion, a professional and experienced event organization team is an important factor to ensure that every aspect of the event goes smoothly. They can manage emergency situations well, solve problems and make decisions quickly and effectively.

In addition, quality control procedures need to be established to ensure that every aspect of the event meets standards and requirements such as venue inspection, technical equipment inspection, security and safety assurance.

But most importantly, learn from previous incidents and change your approach to event planning in the future. Analyze the aspects that went wrong, identify weaknesses, and improve to avoid similar incidents in the future.

According to you, what barriers need to be removed to make the organization more professional?

I think mistakes can happen with any art event. However, by managing professionally and learning from events like BlackPink, we will be more successful next time.

We have been quite strict in licensing and censoring art programs. Decree 144/2020/ND-CP on performing arts activities of the Government has had certain effects in practice.

However, to do better, the management agency needs to regularly inspect, monitor and evaluate the activities of event organizing companies and related artists to ensure that State management measures are implemented effectively, helping to prevent potential violations.

Management agencies need to strengthen propaganda and education on regulations related to the expression of national sovereignty in cultural and artistic products to create a clear understanding foundation for the community, event organizers and stakeholders.

At the same time, increase awareness of the importance of compliance with this regulation. If potential violations are identified, the management agency should contact the event organizer and/or artist group involved to resolve the issue.

Discussion and dialogue can help to find the cause of violations and find solutions. In the spirit of cooperation and dialogue, State management agencies can ensure professionalism and compliance with the law in supervising and operating cultural and artistic activities and organizing events in their fields.

Strict censorship of cultural products

So, in your opinion, can Vietnam learn a lot of experiences to develop culture and tourism from the Korean entertainment industry?

We can learn how to create quality and creative entertainment content, invest in developing the capabilities of artists and music groups, and build strong images and brands to attract the attention of domestic and foreign audiences.

The Korean entertainment industry can also provide experience in management and marketing, promoting quickly and effectively through media and social networks. Promoting tourism by taking advantage of the attraction of the entertainment industry is also an aspect that Vietnam can learn from Korea.

However, it should also be noted that Vietnam needs to ensure the protection and development of its national culture while learning from abroad. The diversity and uniqueness of Vietnamese culture is also an important factor in attracting tourists and providing a different experience.

The fact that cultural products containing infringing content enter Vietnam may stem from the lax management of some leading management agencies. However, it should be noted that the management and control of cultural content is a complex issue and can encounter many difficulties, especially in the current context.

From some initial violations of the event organization company related to national sovereignty, what issues arise in censoring cultural products, sir?

Regulatory agencies have primary responsibility for reviewing and censoring cultural products. The Ministry of Culture, Sports and Tourism and the Ministry of Information and Communications, together with local regulatory agencies, are responsible for ensuring that broadcast or displayed content complies with regulations and laws.

With the rapid development of technology and the Internet, content control has become more difficult. There are many sources of content from abroad and not all of them are censored before being released. Therefore, more efforts are needed from both management agencies and the whole society, especially the online community, to end this situation soon.

Strictly implement the Law on Cinema (amended), in which, the authorities need to strengthen the enforcement of legal regulations related to cultural and media content, especially post-control of films shown on cyberspace.

At the same time, State management agencies such as the Ministry of Culture, Sports and Tourism, the Ministry of Information and Communications, and local cultural and communications agencies need to firmly grasp their roles and responsibilities in managing and controlling cultural content related to politics in general and national sovereignty in particular.

There is a need to strengthen cooperation between regulatory and supervisory agencies. State regulatory agencies need to work together to create a tight and effective control system.

Through information sharing, increased interaction and cooperation, agencies can jointly detect and prevent the spread of infringing cultural products. In addition, to prevent the spread of infringing cultural products, it is necessary to strengthen education and raise public awareness of the impact of cultural products.
