Many scientists discuss solutions to achieve the goal of net zero emissions in Vietnam

Attending the workshop were Dr. Nguyen Song Tung - Director of the Institute of Human Geography, Vietnam Academy of Social Sciences; Associate Professor, Dr. Vu Ngoc Ha - Director of the Institute of Lexicography and Encyclopedia of Vietnam; Associate Professor, Dr. Nguyen Thi Minh Ngoc - Deputy Director of the Institute of Sociology; Northeast Asia Research Institute; China Research Institute; Africa and Middle East Research Institute; Vietnam Academy of Social Sciences, along with specialized institutes and invited guests.

In his opening speech, Dr. Nguyen Song Tung - Director of the Institute of Human Geography said that currently, ecosystems on earth are continuing to degrade or change, biodiversity is declining at an unprecedented rate in human history, reaching an irreversible threshold, affecting the implementation of the Sustainable Development Goals (SDGs).

To prevent climate change (CC) and move towards sustainable development, at the COP26 Conference, countries, including Vietnam, made strong commitments to reduce greenhouse gas (GHG) emissions with the goal of achieving net zero emissions by 2050.

In particular, the energy structure transformation to prioritize clean and renewable energy is the focus. However, according to many international organizations, energy transformation, along with efficient use of energy, only contributes 55% to the goal of reducing GHG emissions, while 45% lies in circular economy solutions.

In that context, circular economy is the foundation, creating the "golden key" to help Vietnam achieve the committed Net Zero target, as well as contribute to combating climate change and environmental degradation, for sustainable development.

Dr. Nguyen Thi Lieu - Institute of Meteorology, Hydrology and Climate Change shared at the workshop that net zero emissions or "Net Zero" is a strong political commitment of Vietnam at the COP26 Conference. To address the above challenges, the Vietnamese Government has issued a legal framework to synchronously implement solutions and set out strategies and goals for the future, including building a policy framework for developing a carbon market.

The Law on Environmental Protection 2020, effective from January 1, 2022, has regulated the organization and implementation of the carbon market. Currently, the Ministry of Natural Resources and Environment is drafting the Project "Developing the carbon market in Vietnam". Accordingly, by 2025, Vietnam will begin piloting and by 2028, will officially operate the carbon credit trading floor.

Mr. Vu Quoc Anh, Project Manager of the World Wide Fund for Nature in Vietnam (WWF-Vietnam) - Coordinator of the Climate Action Alliance, said that the Net Zero commitment has opened up many opportunities for international cooperation and support for Vietnam, as well as set the task of reviewing and updating national policies and strategies in responding to climate change and reducing GHG emissions.

Mr. Quoc Anh said that measures such as imposing taxes on carbon-based imported goods, promoting trade in green goods, eliminating fossil fuel subsidies, supporting the circular economy, ensuring that trading partners apply high environmental standards, low carbon emissions, subsidizing low-emission industries, etc. are being applied more and more widely to force countries to develop low-carbon economies and use clean energy.

In order to achieve the goal of net zero emissions by the end of the century, many countries have applied a variety of market-based and other policy instruments in their long-term strategies towards this goal.

Dr. Nguyen Dinh Dap - Vietnam Academy of Social Sciences said that minimizing and eliminating waste and pollution will reduce GHG emissions throughout the value chain by circulating and capturing energy in products and materials, and naturally regenerating to help isolate and capture carbon. Circular economy helps reduce risks for businesses in terms of product surplus and resource scarcity; creates motivation for investment, technological innovation, reduces production costs, and increases supply chains...

Workshop "Roadmap and solutions for developing circular economy towards Vietnam's Net Zero goal"

At the workshop, the delegates discussed the transition from a linear model to a circular economy, a low-carbon economy towards zero net emissions in Vietnam, which will initially face certain difficulties in the context of our country lacking promotion policy mechanisms and limited resources and recycling and reuse technology.

Therefore, the main recommendations made include: Building a mechanism to encourage the transition to a circular economic model; promoting and participating in effective international cooperation in international agreements and commitments on climate change and green development; focusing on building successful circular economic models in a number of industries and fields as a basis for dissemination and replication;

At the same time, support the approach of public-private partnership investment to maximize the resources of stakeholders and invest in improving the capacity and role of business representative organizations to enhance the ability to gather, dialogue, contribute ideas to perfect economic institutions and policies, disseminate legal policies, promote awareness of the business community about the circular economy, support businesses to integrate internationally with high standards...
