Replicating self-management models of security and order

Chairman of the City People's Committee Le Trung Chinh awarded Certificates of Merit to collectives and individuals with outstanding achievements in the movement of All People Protecting National Security in 2024.

According to the report, in 2024, Party committees, authorities, heads of agencies, enterprises, and educational institutions across the city focused on directing and implementing the work of building the movement of the People to protect the security of the Fatherland, closely linked with other local revolutionary movements and campaigns such as "Repaying gratitude", "The whole country joins hands to build new countryside"... to solve urgent and prominent issues originating in the locality, and mobilize people to participate in the movement of the People to protect the security of the Fatherland.

In particular, the most prominent is the serious implementation of the Law on Forces Participating in Protecting Security and Order at the grassroots level, ensuring progress and contents in accordance with the right orientation. Party committees and authorities at all levels have focused on leading and directing the implementation of many measures combining widespread propaganda and mobilization with diverse forms, from concentrated propaganda in residential areas and schools to propaganda by leaflets, billboards, and posters; propaganda on loudspeakers, on applications such as Zalo, Facebook, and YouTube, along with promoting the effectiveness of models in the movement of All People Protecting National Security, the model of "Skilled Mass Mobilization".

The work of building, consolidating and replicating models in the movement of All people protecting national security has been focused on; many good models have brought into play positive effects, attracting a large number of people to participate and respond, contributing to mobilizing cadres, party members and people to promote the fight against all types of crimes and social evils as prescribed by law.

Typically, the model of "Self-managed street chiefs on security and order"; "4-no residential areas; "Self-managed residential areas protecting the environment"; crime prevention models using highly socialized techniques: "Security cameras", "Surveillance cameras"; social network application models: "Zalo security - for a peaceful life", "Zalo crime prevention and control". In 2024, Da Nang has 1 model announced by the Ministry of Public Security to be replicated nationwide, which is the model of "Coordinating patrols to ensure security and order for coastal tourism" of the Son Tra Peninsula Management Board and Da Nang tourist beaches; the model of "Coordinating forces in patrolling, preventing crime, ensuring security and order in Da Nang city" (abbreviated as the Patrol 8394 model) was researched and replicated nationwide by the Government's Steering Committee 138.

In the religious areas, the City People's Committee directs to step up the work of preventing and fighting against hostile and reactionary forces, ensuring religious security and national security, building and consolidating the movement of the People to protect the security of the Fatherland in key and strategic areas; regularly mobilizing, propagating, educating, and raising awareness for religious dignitaries and followers about the Party's guidelines and policies, the State's laws, religious belief policies and the city's development goals, programs, and projects related to churches; mobilizing religious organizations, religious establishments, and private homes of religious followers to hang the national flag.

The Public Security force regularly grasps the situation, guides and inspects the implementation of ethnic affairs and ethnic policies, especially reviewing key tasks on social security, political security and social order and safety, policies for prestigious people in ethnic minority areas; promptly directs local Party committees and authorities to participate in resolving difficulties and problems so that people can feel secure in working, producing, developing the socio-economy, reducing poverty, maintaining political security and social order and safety in the area.

In particular, the city organized the launching ceremony of the Force Participating in protecting security and order at the grassroots level throughout the city, with specific regimes, policies and operating conditions; proposed the Ministry of Public Security to consider and remove 5 communes in Hoa Vang district from the list of key communes with complex security and order in 2024, and recognized 12 model ward police stations in security, order and urban civilization in 2024; directed and guided the construction of New Rural Areas, Advanced New Rural Areas, and Model New Rural Areas in communes in Hoa Vang district.

With the achieved results, summarizing the movement of All people protecting national security in 2024, the whole city has 8 collectives awarded Certificates of Merit by the Ministry of Public Security; 24 collectives and 7 individuals awarded Certificates of Merit by the City People's Committee.

Speaking at the conference, Chairman of the City People's Committee Le Trung Chinh praised and highly appreciated the drastic participation of departments, branches and organizations, especially the responsible and enthusiastic participation of all classes of people; thereby, the movement of All People Protecting National Security in Da Nang City has promoted its effectiveness, spread strongly among all classes of people and achieved remarkable results.

The Chairman of the City People's Committee emphasized that in 2025, the city will officially reorganize the commune-level administrative units for the 2023-2025 period, reorganize the 3-level Public Security apparatus, without the District-level Public Security; at the same time, 2025 is a year of special importance, with Party Congresses at all levels, the 23rd Congress of the City Party Committee, term 2025-2030, towards the 14th National Congress of the Party; celebrate the 95th anniversary of the founding of the Da Nang City Party Committee, and the 50th anniversary of the Liberation of Da Nang City.

“In that context, in order for the movement of All People Protecting National Security in the city to continue to be maintained and spread widely, I request that you focus on overcoming the shortcomings and limitations that have been pointed out, and seriously implement the Movement Building Work Plan for 2025,” Chairman Le Trung Chinh stated.

Accordingly, agencies, units and localities need to strengthen the construction and consolidation of people's security and people's security posture according to Project No. 03-DA/BCA dated January 27, 2023 issued together with Plan No. 118/KH-BCA-V05 dated March 17, 2023 of the Ministry of Public Security on "Building people's security posture closely combined with a solid national defense posture". Improve the effectiveness of coordination between the People's Public Security force and the People's Army, the Fatherland Front and departments, branches and organizations in the work of building the movement of All people protecting national security and mass mobilization work.

On the other hand, it is necessary to promote propaganda, mobilization, and raise awareness of the masses about the Party's guidelines and policies, the State's policies and laws related to crime prevention and control, ensuring security and order, and building the movement of the People to protect national security in the city. Create consensus, unity, and mobilize the participation of a large number of agencies, organizations, and individuals in implementing emulation movements associated with the movement of the People to protect national security.

“Local Party committees and authorities need to focus on directing the research, development, consolidation and replication of self-management models on security and order that are suitable to the conditions, economic and cultural life, and local characteristics, contributing to gathering and mobilizing people to participate in crime prevention and control, and actively supporting the police force in ensuring security and order in residential areas,” the Chairman of the City People's Committee directed.

At the same time, pay attention to improving the effectiveness of the Forces Participating in protecting security and order at the grassroots level; strengthen the work of building the movement of the People protecting the security of the Fatherland in agencies, enterprises, and educational institutions. Mobilize civil servants, public employees, workers, students, etc. to join hands and hearts to build units that meet the standards of "Safety in security and order" according to Circular No. 124/2021/TT-BCA dated December 28, 2021 of the Ministry of Public Security.
