The Provincial State Budget Collection Steering Committee listened to a report on the plan, tasks and solutions for collection in 2025.

On the morning of February 13, 2025, Comrade Nguyen Van Thi, Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee, Head of the Provincial State Budget Collection Steering Committee, chaired the Steering Committee meeting to listen to the report on the plan, tasks, and solutions for state budget collection in 2025.

According to the report of the Department of Finance, in 2024, the state budget revenue in the province achieved many positive results. Specifically, the total state budget revenue in the province reached 57,052 billion VND, exceeding 60% of the estimate and increasing by 32% over the same period. This is the highest revenue ever and helps Thanh Hoa rank first in the North Central region, ranking 7th nationwide. Of which, domestic revenue reached 35,895 billion VND, exceeding 63% of the estimate; revenue from export activities reached 20,886 billion VND, exceeding 54% of the estimate.

In 2025, the Prime Minister assigned the total state budget revenue estimate for the province to be 44,268 billion VND, an increase of 27% compared to the estimate for 2024. In the context of many difficulties and uncertainties in the domestic and international situation; the state budget revenue estimate for 2025 assigned by the Central Government to the province is relatively high. In order to strive to achieve the highest state budget revenue estimate for 2025, sectors and levels need to continue to make efforts and focus on implementing tasks and solutions according to the Resolutions of the National Assembly, the Government, and the directions of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee set out at the beginning of the year.

Discussing at the conference, members of the Steering Committee gave many opinions, analyzed the situation and proposed flexible management solutions, enhanced close coordination between levels and sectors; strengthened management and urged the collection of tax arrears; focused on directing the synchronous implementation of solutions to speed up the approval of planning and land use plans; promoted digital transformation, modernized revenue management at all management stages...

Concluding the conference, Comrade Nguyen Van Thi, Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee, Head of the Provincial State Budget Collection Steering Committee highly appreciated the efforts of all levels and sectors in completing the State budget collection task in 2024. To successfully complete the 2025 task, he noted the following key contents to the Taxation sector, Customs sector and related departments, sectors and localities:

Strengthening the inspection of individual business households, requiring them to switch to the enterprise model when qualified to ensure transparency in tax management. He emphasized that in areas such as commercial services, retail, food, catering services, individual business households, etc., there is still great room for tax collection increase. The tax sector and related units and localities must study and innovate in tax collection in the above areas.

Comrade Nguyen Van Thi, Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee, Head of the Provincial State Budget Revenue Steering Committee delivered a concluding speech at the meeting.

In addition, the Tax sector must strengthen the management and urge the collection of tax arrears; regularly inspect and supervise tax declarations of enterprises exploiting natural resources and minerals, organizations and individuals engaged in business activities, real estate transfers, and temporary basic construction works in the province, ensuring correct, sufficient, and timely collection, striving to fulfill the task of collecting state budget.

Focus on directing the synchronous implementation of solutions to accelerate the progress of approving planning, land use plans, determining specific land prices, and auctioning land use rights; tighten discipline and enhance the effectiveness of state management of land use rights auction activities in the province, ensuring the organization of auctions is strict, public, and transparent to bring in the highest revenue...
