The project to open a new Pa Da - Con Luong road in Nhac Ky commune, Van Lang district has been implemented since May 2022. The project is invested by the Department of Economic - Infrastructure (KTHT) of Van Lang district and the construction unit is Dai Viet Consulting and Construction Joint Stock Company (Lang Son city). This is a level IV traffic road project with a total investment of over 3.7 billion VND.

The project is scheduled to be completed by the end of December 2022. However, when we arrived at the site on April 5, 2023, items such as the drainage system and road surface had not yet been completed or were unfinished. Due to the rainy weather in recent days, the road was almost completely muddy. People had difficulty moving because the road was slippery and sinking.
Mr. Hoang Van Kien, a resident of Con Luong village, was upset: Previously, I and other households in the village contributed money, working days and donated land to open a concrete road with a road surface width of about 1 meter. When there was a project to open a new road, we were very supportive. However, the project is currently more than 4 months behind schedule, making it difficult for people to travel and affecting the transportation of goods.
Sharing the same opinion with Mr. Kien, Ms. Hoang Thi Tam, a resident of Con Luong village, added: My family has 7 sao of rice fields growing 2 rice crops per year, which is the source of food for the whole family as well as for livestock. However, when leveling the land to build the road, 2 rice fields along the road with an area of 3 sao could not be cultivated because the water supply system was blocked, lacking water for cultivation. Since the construction, the family has had to stop cultivating 2 rice crops and is facing the risk of having to stop cultivating another crop due to lack of water.
According to the feedback of some other people in Con Luong village, the construction work caused rocks to fall into people's fields. In response to this situation, people asked the construction unit to clean up the rocks from the fields and take temporary measures so that people have water for farming. However, the construction unit has not yet implemented it. In addition, according to our observations, the roadside embankment project, although only under construction for a short time, has shown signs of cracking.
Discussing the above issue, Ms. Hoang Thi Hoai, Vice Chairman of the People's Committee of Nhac Ky Commune, Van Lang District, said: The commune has repeatedly requested the investor, the District Economic and Social Affairs Department, to urge the contractor to promptly complete the above road to ensure the lives of people in Con Luong village in particular and Nhac Ky commune in general. In addition, the commune has also directly requested the contractor with similar content. However, despite repeated requests, the contractor is still slow in implementing the items.
According to information from the Department of Planning and Investment of Van Lang district, the reason the construction progress of the above project was affected was due to some problems arising from the site and design. Mr. Do Minh Tuan, Head of the Department of Planning and Investment of Van Lang district, said: In response to the people's petition, the unit worked with the contractor and requested the above enterprise to complete the project in June 2023. During the implementation process, the unit will regularly urge and supervise to ensure the progress as well as the quality of the items.
The project to open a new section of Pa Da - Con Luong road in Nhac Ky commune, Van Lang district aims to serve the travel of people, create conditions for trading goods between regions in the area, contributing to promoting the economy and society. For a commune with particularly difficult economic conditions like Nhac Ky commune, the opening of the new road also shows the attention and timely listening to the thoughts and aspirations of the people of the Party Committee and authorities at all levels in Van Lang district. However, in reality, the slow progress of the construction is causing many difficulties for the people.
Speaking to reporters on April 6, 2023, Mr. Pham Van Thanh, Director of Dai Viet Consulting and Construction Joint Stock Company, said: Regarding the construction issue that caused rocks and soil to fall into people's rice fields, on April 6, the company completely resolved it. The company will continue to coordinate with units to come up with solutions to support rice-growing households with water for cultivation. Currently, the unit has completed the roadbed and is focusing on human resources to complete the remaining items before June 2023. |
