Policy credit capital to support sustainable poverty reduction in Ninh Thuan

On this occasion, coming to the land at the end of the Truong Son range - Ninh Thuan, General Director of the Bank for Social Policies Duong Quyet Thang and members of the working delegation witnessed the policy capital flow spreading every day, every hour throughout every village, supporting the poor and policy beneficiaries, covering this land with green and prosperity.

"Change skin" thanks to credit capital

Bac Son is a particularly difficult commune located in the southeast of Thuan Bac district. The whole commune has 2,174 households, with 3 ethnic groups living together (Kinh, Cham, Raglai). Of which, the number of ethnic minority households is 1,540 households/7,813 people, accounting for 91.14% of administrative households. Although at the end of 2022 there were 700 poor households, accounting for 32.2%; near-poor households were 248 households, accounting for 11.4% of the total households in the commune, in recent years Bac Son has been rapidly transforming itself "changing its skin" with an annual poverty escape rate of over 5%.

The fulcrum for this change cannot be without the support from the Government's policy capital source, which has been persistently implemented by the Social Policy Bank for over 21 years.

In particular, Resolution No. 11/NQ-CP of the Government implemented in recent times has breathed new life into policy credit, helping many people overcome post-COVID-19 difficulties, lighting up their dreams of escaping poverty sustainably and moving towards getting rich.

Like the household of Mr. Duong Quang Sang, born in 1985, Cham ethnic group in Binh Nghia village. Last December, he borrowed 100 million VND from the credit program to support job creation, maintain and expand the livestock raising of 7 cows, 40 goats, and grow 2 sao of grass to feed the goats and cows.

Or like Ms. Thi Thao's household, born in 1988, Raglai ethnic group in Xom Bang village, also boldly borrowed 90 million VND from the Social Policy Bank to raise 4 cows, grow 1 sao of grass, 5 sao of corn and black beans.

Mr. Ton Long Dung - Chairman of the People's Committee of Bac Son commune said that the total outstanding balance of credit programs under Resolution No. 11/NQ-CP has so far reached 15.9 billion VND with 246 borrowers. The efforts to implement Resolution No. 11 have resonated with the general credit flow in the area. By November 20, 2023, the loan turnover reached 25,891 million VND with 611 borrowers. The total outstanding balance of credit programs reached over 101 billion VND, with 1,744 customers/2,714 loans with outstanding balance, an increase of 8.9% compared to the beginning of the year.

Mr. Le Minh Loc - Director of the Ninh Thuan Provincial Social Policy Bank branch said that after 2 years of implementing Resolution No. 11 and Decree No. 36/2022/ND-CP, the loan turnover from the beginning of the Program to November 20, 2023 reached 389 billion VND, lending to more than 7,890 customers (of which the loan turnover was 196.7 billion VND, lending to more than 3,190 customers). Outstanding loans reached more than 383 billion VND with 7,829 customers borrowing, focusing on the job creation support loan program of 295.1 billion VND/5,568 households,...

Continue to effectively implement policies

Mr. Le Minh Loc added that policy credit is a pillar for poverty reduction, job creation, human resource development, social security, political stability and local economic development. Especially after implementing Directive No. 40-CT/TW, the participation of Party committees, local authorities and socio-political organizations has contributed to spreading credit policies more widely in the socio-economic development of the province.

People's Committees and People's Councils at all levels shall arrange local budgets to transfer capital to the Vietnam Bank for Social Policies to complete and exceed the annual plan, increasing the capital entrusted by localities to the Vietnam Bank for Social Policies by VND 86.8 billion compared to before Directive No. 40, of which 2022 and 2023 will increase by VND 37 billion; the total capital entrusted by localities will reach VND 106.7 billion, contributing to bringing the total capital of the bank in Ninh Thuan province to VND 3,387 billion as of November 20, an increase of more than VND 444 billion compared to 2022.

This is the basis for the Ninh Thuan branch of the Social Policy Bank to continue expanding lending to the poor and policy beneficiaries in 2023. As of November 20, lending turnover in Ninh Thuan province reached VND 1,097 billion with 28,814 households; debt collection turnover was VND 654 billion. Policy capital has reached 25,000 poor households, near-poor households and other policy beneficiaries to borrow capital to invest in production, business, and ensure social security.

Currently, policy credit is supporting 80,100 customers with total outstanding credit programs reaching VND 3,377 billion and 103,276 loans, completing 81% of the growth plan.

At the working session with the People's Committee of Ninh Thuan province, Thuan Bac district and Bac Son commune, General Director Duong Quyet Thang acknowledged and commended the efforts and achievements in implementing policy credit of the branch.

However, the General Director also emphasized the weaknesses that need to be overcome and have new plans to be implemented in the coming time, such as the credit quality is still not sustainable, the local entrusted capital in 2023 has been balanced and arranged by the Provincial People's Council and the Provincial People's Committee to complete the plan assigned by the Bank for Social Policies, the balance is still low, only reaching 106.7 billion VND, accounting for 3.1% of the total capital, lower than the national average of 11.5% of the total capital; lending to a number of preferential credit programs to implement the National Target Program for ethnic minority and mountainous areas according to Decree No. 28/ND-CP is still slow.

Together with the branch, analyzing the causes of difficulties and obstacles, the General Director of the Social Policy Bank directed that in order to complete the 2023 plan as well as create momentum for more effective implementation of policy credit programs in the following years, the collective of the Ninh Thuan Provincial Social Policy Bank branch needs to closely follow the direction of the Bank's Board of Directors, the Provincial Party Committee... to continue to direct the good implementation of assigned targets and tasks.

The focus is to strengthen the mobilization of resources for social policy credit, closely follow and coordinate with financial agencies to report and advise the People's Committee to submit to the People's Councils at all levels to prioritize, balance and arrange local budget capital entrusted to the Social Policy Bank according to the target set by the Provincial Party Committee and the Provincial People's Committee by 2025 to reach 6% -8% of the total policy credit capital for loans in the area.

In addition, proactively report to Ninh Thuan province for permission to submit and implement the "Project on lending to support employment, maintain and expand employment from central and local budget sources for wards, towns and new rural communes in Ninh Thuan province in the period 2023-2025" to accelerate the settlement of jobs on the spot for workers, reduce the number of workers looking for jobs outside the province, actively contribute to increasing income, improving the lives of workers and their families, promoting production and business development in the area, actively contributing to the socio-economic development of the locality.

On the side of the Social Policy Bank, we will continue to pay attention, create conditions, and annually supplement capital sources for loans to create jobs, maintain and expand jobs according to Decree No. 61/2015/ND-CP and Decree No. 74/2019/ND-CP for Ninh Thuan province along with credit programs currently being implemented in the area so that no one is left behind due to lack of capital.
