Early research to reduce working hours to less than 48 hours/week

The proposal to soon implement a reduction in working hours was raised by President of the Vietnam General Confederation of Labor Nguyen Dinh Khang at a conference to evaluate the implementation of regulations on working relations between the Government and the Vietnam General Confederation of Labor on the morning of May 26.

According to the monitoring summary of the Government Office and the Vietnam General Confederation of Labor, out of the total 11 tasks assigned by the Prime Minister to ministries and agencies, 2 tasks have not been implemented. Among them is the assessment, determination and announcement of the "minimum living standard" of workers and their families.

Mr. Khang proposed that the Government assign the Ministry of Labor, Invalids and Social Affairs to preside over and coordinate research to propose reducing normal working hours for employees to less than 48 hours/week and report to the National Assembly for consideration at an appropriate time.

Aiming to ensure fairness between working hours of employees in the state administrative sector (40 hours/week) and the business sector (48 hours/week); creating conditions for employees to rest, reproduce their labor, take care of their children, and ensure family happiness.

President of the Vietnam General Confederation of Labor Nguyen Dinh Khang proposed that the Government assign trade unions to coordinate with other agencies to report to the Politburo and submit to the National Assembly a plan to resolve benefits for more than 200,000 workers who are owed social insurance.

For more information on this issue, according to Minister Dao Ngoc Dung, there are currently more than 200,000 workers whose social insurance benefits are suspended due to bankruptcy, dissolution of enterprises, or absconding of employers... To handle this issue, the Ministry of Labor, Invalids and Social Affairs, the Vietnam General Confederation of Labor, and the Vietnam Social Security have coordinated and discussed ways to handle it.

Minister of Labor, Invalids and Social Affairs Dao Ngoc Dung proposed to report to the National Assembly to cancel insurance debt for more than 200,000 workers.

Informing that the National Assembly had agreed to freeze and erase tax debts, the Minister of Labor, Invalids and Social Affairs requested that the Vietnam Social Security report to the Government to submit to the National Assembly for permission to erase the above social insurance debt using the social insurance fund balance and other reserve sources.

"More than 200,000 workers have had their social insurance benefits "suspended", while this is the money that the workers contributed, not the State or private sector contributed for them," Mr. Dung shared.

Sharing more about labor safety and occupational hygiene in the face of recent heartbreaking incidents, the Minister of Labor, Invalids and Social Affairs also said that it is necessary to strengthen inspection and examination in these two areas.
