Accordingly, in order to seriously implement Resolution 08-NQ/TW in 2017 of the Politburo and the directions of the Government and the Prime Minister to promote the development of Vietnam Tourism in a comprehensive, fast and sustainable manner with the motto "Close connection - Harmonious coordination - Extensive cooperation - Comprehensive coverage - Sustainable efficiency", the Prime Minister requested the Ministry of Public Security to implement the following contents:
Promote administrative procedure reform, apply science and technology and deploy automation solutions in handling procedures for foreigners to enter, reside and travel safely in Vietnam; preside over research, propose and apply online exit and entry procedures through facial recognition (FaceID) and electronic passports (E-Passport) to create convenience and speed for tourists.
Consider piloting the issuance of border visas based on on-site personnel review for international tourists; report to the Prime Minister in the second quarter of 2024.
Preside over and coordinate with the Ministry of Culture, Sports and Tourism, the Ministry of Foreign Affairs and relevant agencies to research and propose preferential policies on conditional exit and entry for a number of traditional, potential international markets with high levels of development, large tourism spending and long-term stays in key tourist areas of Vietnam and localities with synchronous and convenient transport infrastructure systems;
Expand the list of unilateral visa exemptions; pilot short-term visa exemptions (from 06 months to 12 months) for tourists from a number of large-scale, high-spending markets; pilot long-term, multiple-entry visas (12 months to 36 months) to attract high-end tourist market segments and retirees with high spending capacity from a number of target markets such as Europe, Northeast Asia, North America, India and some countries in the Middle East.
The Ministry of Finance continues to issue, within its authority, or submit to competent authorities for consideration and issuance of preferential policies on extending the period of value-added tax reduction, extending the period of value-added tax payment... to encourage large enterprises with potential to invest in the tourism sector.
Accelerate digital transformation in tax collection for food and beverage services and tourism-related services.
Preside over and coordinate with relevant ministries, branches and agencies to study and propose amendments to Decree No. 132/2020/ND-CP dated November 5, 2020 of the Government regulating tax management for enterprises with related-party transactions to promptly remove difficulties in interest expenses for enterprises with related-party transactions.
The Ministry of Transport continues to promote exchanges and work with foreign aviation authorities to facilitate international operations of Vietnamese and international airlines; encourage and facilitate airlines to operate flights to and from traditional and key tourist destinations in Vietnam.
Coordinate with the Ministry of Culture, Sports and Tourism, localities and relevant agencies to direct international airports and airlines to promote Vietnamese tourism, tourism programs on flights; promote destination images and tourism services and products at stations, ports and public transport.
Improve the quality of services for tourists; ensure safety for people and luggage at airports, seaports, stations, and wharves; standardize procedures and landing policies at Vietnam's airports.
The State Steering Committee for Tourism and the Steering Committee for Tourism Development of localities shall direct and proactively develop practical action plans, ensuring the resolution and removal of obstacles to promote tourism development advantages. Maintain and coordinate the cooperation and connection of ministries, departments, branches and organizations in tourism development. Promptly direct the handling of difficulties and obstacles, propose new policies in accordance with the country's reality and the world's development trends.
Vietnam Tourism Association and local tourism associations strongly promote the role of connecting the tourism business community with other relevant associations and professional associations, consulting with competent authorities; at the same time, promote the proactive role in participating in and organizing activities to build tourism products, foster professional skills to improve the professional skills of tourism workers and tourism promotion activities.
Guide and support tourism businesses in converting activities suitable for tourism in the new situation, promote activities to recover and rapidly develop Vietnam Tourism; promptly synthesize opinions of the tourism business community to propose and recommend to competent authorities to resolve difficulties and problems.
Organizations and individuals providing tourism services and the tourism business community promote dynamism, creativity, and a driving, proactive, and consultative role in tourism recovery. Strengthen connections, support cooperation, and overcome difficulties together. Innovate business models, restructure enterprises associated with digital transformation and innovation.
Implement the contents of the signed contract, ensure service quality, respect customer rights and compete fairly and healthily. Proactively improve management capacity, product and service quality, actively participate in national tourism promotion programs, digital transformation programs, green transformation programs for Vietnam Tourism to develop quickly and sustainably.
Tourism businesses and people participating in tourism-related services (food services, shopping services and other services) must be responsible for strictly fulfilling their tax obligations to the State and regulations of the law and industry, ensuring safety for tourists and enhancing the brand of Vietnam Tourism.
Entry conditions for foreigners in Vietnam in 2024
Conditions for entry of foreigners into Vietnam in 2024 will be implemented according to the provisions of Article 20 of the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam 2014 (amended 2019, 2023), specifically as follows:
(1) Foreigners are allowed to enter the country when they meet the following conditions:
- Have a passport or valid international travel document and visa, except for cases of visa exemption according to the provisions of the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam 2014 (amended 2019, 2023).
Foreigners entering the country under unilateral visa exemption must have a passport valid for at least 06 months;
- Not in the case of not being allowed to enter the country as prescribed in Article 21 of the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam 2014 (amended 2019, 2023), including:
+ Not meeting the above conditions.
+ Children under 14 years old without a parent, guardian or authorized person accompanying them.
+ Forging documents, making false statements to obtain valid documents for entry, exit, and residence.
+ People with mental illness or infectious diseases that endanger public health.
+ Being expelled from Vietnam within 03 years from the effective date of the deportation decision.
+ Forced to leave Vietnam within 06 months from the effective date of the decision to force the exit.
+ For disease prevention reasons.
+ Due to natural disasters.
+ For reasons of national defense, security, order and social safety.
(2) Foreigners using electronic visas to enter the country must meet the conditions specified in (1) and enter through international border gates decided by the Government.
