According to Minister of Science and Technology Huynh Thanh Dat, Resolution No. 57 is like a call and command for all intellectuals and scientists in the country and Vietnamese people abroad.

Minister of Science and Technology Huynh Thanh Dat has assigned 14 specific targets and 7 groups of tasks for units under the Ministry to proactively coordinate; organize and implement the Government's Action Program to implement Resolution No. 57-NQ/TW in a unified, synchronous and effective manner.

On December 22, 2024, General Secretary To Lam signed and issued Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation.

According to Minister of Science and Technology Huynh Thanh Dat, Resolution No. 57 is like a call and command for all intellectuals, scientists in the country and overseas Vietnamese, as well as all classes of people to participate in scientific research, apply new technologies and digital transformation to develop productive forces, perfect production relations, improve labor productivity, national competitiveness, and serve the country's socio-economic development.

The Resolution goes straight into the very new issues of the era such as: Big Data, artificial intelligence, blockchain, internet of things (IoT), controlled testing mechanism of new technologies... to promote the fastest, bringing new technology products, strategic technologies into life.

At the same time, the Resolution sets out very drastic requirements for removing institutional bottlenecks and barriers, as well as providing strong solutions to unleash the creativity of scientists and people.

After only 20 days, on January 9, 2025, the Government promptly issued Resolution No. 03/NQ-CP on the Government's Action Program to implement Resolution No. 57-NQ/TW.

To successfully implement the objectives of Resolution No. 03/NQ-CP, the Minister of Science and Technology requested Heads of units under the Ministry to focus on directing the full implementation of 14 targets and 7 key task groups, ensuring the implementation of the Resolution in a unified, synchronous and effective manner.

In particular, the Ministry of Science and Technology sets many important goals by 2030 such as: Potential, level of science and technology and innovation reaching advanced levels in many important fields, among the leading group in upper middle-income countries; level, capacity of technology, innovation of enterprises reaching above the world average; some fields of science and technology reaching international level; the proportion of high-tech product exports on total value of goods reaching ≥ 50%; funding for research and development (R&D) reaching 2% of GDP; human resources for scientific research, technology development, innovation reaching 12 people/10,000 people...

The first group of tasks is to raise awareness, make breakthroughs in innovative thinking, determine strong political determination, resolutely lead and direct, create new momentum and new spirit in the whole society in developing science and technology, innovation and national digital transformation.

With this group of tasks, the Ministry of Science and Technology will specify the tasks of digital transformation, science and technology development, and innovation in the annual work programs and plans of agencies, organizations, and units; strive to arrange an appropriate proportion of cadres with expertise and experience in science and technology in the leadership team of each agency and unit under the Ministry; build a mass open online training platform to provide free knowledge on science and technology development, innovation, digital knowledge, skills, and basic digital technology for people and businesses...

Along with that, the Ministry of Science and Technology urgently and resolutely perfects institutions; eliminates all ideas, concepts, and barriers that are hindering development; and turns institutions into a competitive advantage in science and technology development, innovation, and digital transformation.

Specifically, amending the Law on Science and Technology (2013) and related laws; completing the Law amending and supplementing a number of articles of the Law on Technical Standards and Regulations to submit to the National Assembly for approval at the 9th Session; developing and completing the Law on Atomic Energy (amended), the Draft Law amending and supplementing a number of articles of the Law on Product and Goods Quality; reviewing legal regulations to promptly remove bottlenecks to serve the development of science and technology, innovation and digital transformation...

Regarding the task of increasing investment, completing infrastructure for science and technology, innovation and national digital transformation, the Ministry of Science and Technology will develop a National Program for strategic technology and industry development, including a project to develop a system of research and testing centers, key national laboratories, focusing on strategic technologies; build a list of strategic technologies; develop a network connecting innovation centers, creative startups, focusing on strategic technologies and digital transformation...

Developing and employing high-quality human resources and talents is also an important task. The Ministry of Science and Technology will develop a project to develop and employ talents and high-quality human resources, especially leading experts in the field to serve the development of science and technology, innovation and national digital transformation to implement the National Strategy on attracting and employing talents to 2030, with a vision to 2050, the project to review and adjust the planning of public science and technology organizations; build a mechanism for scientists in public science and technology organizations to establish, operate or participate in technology development at domestic and foreign enterprises...

At the same time, the Ministry of Science and Technology focuses on promoting digital transformation, application of science and technology, innovation and digital transformation in the activities of agencies in the political system; improving the effectiveness of national governance, effectiveness of state management in all fields, ensuring national defense and security; strongly promoting science and technology activities, innovation and digital transformation in enterprises; strengthening international cooperation in science and technology development, innovation and digital transformation.

With strong commitments from the Government, along with close coordination between ministries, sectors, businesses and people, the effective implementation of Resolution No. 57 will be a solid foundation for Vietnam to break through and deeply integrate into the global knowledge economy.
