On the afternoon of October 26, under the chairmanship of Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Duc Trung, the People's Committee of Nghe An province held a regular meeting for October 2023.
Attending the meeting were comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Bui Thanh An - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; Bui Dinh Long - Vice Chairman of the Provincial People's Committee; Nguyen Van De - Vice Chairman of the Provincial People's Committee; together with members of the Provincial People's Committee, leaders of departments, branches and sectors.
The meeting aims to assess the implementation of socio-economic development, national defense and security tasks in October and 10 months of 2023, deploy key tasks for the last 2 months of 2023; give opinions on draft resolutions of the Provincial People's Council; draft decisions of the Provincial People's Committee.
Director of the Department of Planning and Investment Pham Hong Quang reported that in October 2023, all levels and sectors will focus on directing, urging, and accelerating the completion of tasks for 2023; urgently overcoming the consequences of heavy rain causing flooding and landslides in some localities at the end of September.
The agricultural production situation is basically stable, but the production area of some main crops in the summer-autumn season has decreased, and the disease situation in livestock is still complicated. In the new rural construction, 2 districts: Dien Chau and Do Luong have completed the dossier to submit to the Central Committee for voting and issuing a decision to recognize the standard.
Industrial production is recovering. The Industrial Production Index (IIP) in October 2023 is estimated to increase by 12.57%, and the cumulative increase in 10 months is estimated at 5.92%. The export turnover of goods is estimated at 225 million USD, up 11.97%; The import turnover of goods in October 2023 is estimated at 80 million USD.
State budget revenue in the first 10 months of 2023 is estimated at VND 13,034 billion, reaching 82.2% of the estimate and equal to 70.9% over the same period in 2022; of which, domestic revenue is estimated at VND 12,131 billion.
The province's highlight in the past 10 months is the results of investment attraction. To date, the province has granted 102 new projects, with a total registered investment capital of more than VND 38,992 billion; adjusted the total investment capital of 36 projects, with VND 6,165.8 billion.
The total newly granted and adjusted capital was VND45,158.6 billion. Compared to the same period last year, the number of newly granted projects increased by 15.9%, the total newly registered capital increased by 1.8 times. In October alone, 8 new projects were granted, with a total investment capital of VND3,312.8 billion.
In October, the province had 203 newly established enterprises, up 19.4%, with a total registered capital of VND1,669 billion; 822 enterprises resumed operations, up 4.44%. International cooperation and integration activities continued to be effectively implemented.
Regarding basic construction investment, as of October 20, 2023, the 2023 public investment capital plan has disbursed nearly VND 4,913 billion, reaching 54.38% of the plan; of which, the concentrated public investment source has disbursed more than VND 2,805 billion, reaching 50.24% of the plan. The province has also completed the draft 2024 public investment plan from the central budget and reported to the Ministry of Planning and Investment.
The cultural and social fields continue to receive attention, direction and good implementation. Educational activities are strengthened in direction and guidance to ensure practicality and science. Medical examination and treatment are gradually improved, basically meeting the needs of the people.
Successfully organized the "Nghe An Province Open Innovation and Startup Festival 2023". Cultural and sports activities took place enthusiastically. It is estimated that in the first 10 months of 2023, jobs were created for 43,695 people, reaching 101.61% of the plan.
Administrative reform, discipline and administrative order continue to receive attention and direction. The province has developed a plan to reorganize administrative units at district and commune levels for the period 2023-2025. National defense, security, order and social safety are ensured.
The Director of the Department of Planning and Investment said that, in addition to the achieved results, the production and business activities of enterprises still face difficulties. The State budget collection in 10 months has not reached the progress of the estimate assigned by the Provincial People's Council and is lower than the same period in 2022.
In addition, the progress of disbursement of public investment capital is still slow compared to the requirements when the time to implement the disbursement plan for 2023 is not much left. As of October 20, there are still 8 agencies and units that have not yet disbursed; 21 agencies and units have a disbursement rate below the average level of the province. Spontaneous strikes, not following legal procedures, still occur, causing disruptions to production.
