This afternoon, January 10, the Board of Directors of the Social Policy Bank of Quang Tri province held a meeting to evaluate the results of social policy credit activities in the province in 2024; and deploy tasks for 2025. In 2024, the Board of Directors of the Provincial Social Policy Bank closely followed the goals and plans, directed the Provincial Social Policy Bank to closely coordinate with relevant levels, sectors and socio-political organizations, focusing on drastic and synchronous implementation of the set goals and solutions. Strengthen inspection and supervision to improve the quality of policy credit activities in the area. Specifically, in 2024, the total mobilized capital reached VND 5,296 billion, an increase of VND 519 billion compared to 2023, a growth rate of 10.9%.
The provincial branch of the Social Policy Bank has also coordinated with entrusted socio-political organizations and the People's Committees at the commune level to complete preferential loan applications and disburse to over 30,100 customers who are poor households, near-poor households and policy beneficiaries with a loan turnover of VND 1,677 billion to develop production, business and stabilize life.
Social credit capital has supported, invested in production and business, created jobs for over 9,965 poor households, near-poor households and households that have just escaped poverty; 1,421 students in difficult circumstances have received loans to study; 2,400 households in difficult areas have accessed preferential capital; 150 households have received loans to build and repair houses; 86 people who have completed their prison sentences have received loans for production and business, stabilizing their lives... Thereby contributing to stabilizing the economy, ensuring social security and effectively implementing 3 national target programs being deployed locally.
Participating in the discussion, delegates focused on discussing a number of difficulties and problems related to advising on the development of a project to lend to poor households and other policy beneficiaries for the period 2024 - 2030; advising the Provincial People's Committee on entrusting local budget capital through the Bank for Social Policies; solutions to further improve coordination between the Provincial Bank for Social Policies Branch and entrusted socio-political organizations...
Speaking at the meeting, Vice Chairman of the Provincial People's Committee Hoang Nam requested members of the Board of Directors of the Provincial and District Social Policy Bank to continue to disseminate and advise on the effective implementation of Directive No. 39-CT/TW dated October 30, 2024 of the Secretariat on improving the effectiveness of social policy credit in the new period; directives, plans, and guiding documents of the Provincial Party Committee and Provincial People's Committee on improving the effectiveness of social policy credit in the locality.
At the same time, actively and proactively mobilize deposits from organizations and individuals in the market to promptly meet the capital needs for disbursement of policy credit programs, ensuring liquidity of the entire system. Coordinate with the Provincial People's Committee and the Department of Labor, War Invalids and Social Affairs to review and mobilize resources to effectively carry out the work of eliminating temporary and dilapidated houses in the province.
Assign the Department of Finance to advise the Provincial People's Council and the Provincial People's Committee to balance and arrange local budget capital to entrust loans to poor households and other policy beneficiaries; advise the Provincial People's Committee to implement the Prime Minister's Official Dispatch on removing difficulties and obstacles, promoting the implementation of social housing construction projects, including advising on the arrangement of capital for social housing loans.
Assign the Department of Planning and Investment; Department of Labor, War Invalids and Social Affairs; Ethnic Minorities Committee to coordinate with the Provincial Branch of the Social Policy Bank to advise the Provincial People's Committee to develop a medium-term public investment plan for the period 2026 - 2030 for local budget capital entrusted through the Social Policy Bank to lend to poor households and other policy beneficiaries in accordance with regulations; review the rate of poor and near-poor households annually, identify households with average living standards in the period 2023 - 2025 to serve as a basis for deploying preferential loan sources to ensure timeliness and the right beneficiaries in the coming time.
