Reuters on April 10 quoted Ukrainian officials as saying that Russia's missile and drone attacks caused damage to an energy facility in the Odessa region and energy infrastructure in the Mykolaiv region, continuing to increase pressure on Ukraine's power grid.

Russia resumed air strikes against Ukraine's energy system last month, damaging at least eight power plants and dozens of transformer stations.

Russia shifts attack tactics to Ukraine's power infrastructure

Ukraine's power grid operator said there was an emergency power outage in the southern regions of Mykolaiv and Kherson due to damage and that efforts were being made to restore it.

The Ukrainian Air Force said on April 10 that Russia had sent 17 unmanned aerial vehicles (UAVs) and launched three missiles into Ukraine in the latest overnight attack, and that air defense forces had shot down 14 UAVs and two missiles. There was no information about casualties in Odessa and Mykolaiv.

Ukraine reveals counterattack plan

In an interview with Bild newspaper on April 9, Ukrainian President Volodymyr Zelensky said that the country had planned a counterattack, in which weapons were required.

The leader expressed confidence that Ukraine could defeat Russia, but would need modern weapons. "Yes, Russia has more people, more weapons. But the West has modern weapons systems. So we will get some technology," he stressed.

According to him, if Ukraine continues to increase production and receive licenses from partners, "the problem will not be the number of people but the quality of weapons."

He also touched on the topic of Ukraine's counterattack. "Yes, we have a counterattack plan," he stressed, adding that Ukraine needs weapons, including those from the United States.

In February, Mr. Zelensky said that Ukraine would prepare for a new offensive, even though its troops were on the defensive. On March 29, he said that the offensive could take place this year under certain conditions.

As of April 6, he stressed that Ukrainian soldiers currently only have enough ammunition for defense, not enough for counterattack.

US approves deal with Ukraine

According to The Kyiv Independent news site on April 10, the US State Department has just approved an emergency deal worth 138 million USD, helping to repair basic repairs and purchase necessary spare parts for Hawk missile systems.

"Ukraine urgently needs to strengthen its defenses against Russian missile attacks and the air capabilities of Russian forces. Maintaining the Hawk missile system will enhance Ukraine's ability to protect its people and critical infrastructure," according to a statement from the US State Department.

Hawk is a medium-range guided surface-to-air missile, providing air defense against low to medium-altitude aircraft.

The US State Department and the Department of Defense are both looking to maintain support for Ukraine amid delays in the US Congress over a $60 billion aid package.

During a congressional hearing on April 9, US Defense Secretary Lloyd Austin stressed the special importance of supporting Ukraine, warning that without it, the US would face the risk of Ukraine falling into the hands of Russia.

United Nations calls for peace

TASS news agency on April 10 quoted spokesman Stephane Dujarric of United Nations Secretary-General Antonio Guterres expressing his desire to end the conflict in Ukraine, while respecting the principle of territorial integrity.

The statement was made after it was reported that former US President Donald Trump, if re-elected, would seek to end the conflict in Ukraine by forcing Kyiv to make territorial concessions.

"Secretary-General Guterres' position has remained consistent throughout this conflict. He wants to see the conflict ended in accordance with relevant UN resolutions and with full respect for Ukraine's territorial integrity," Dujarric said.
