Catching up with the country's development trend, the province has paid special attention to the planning stage since very early on. Since 2012, the province has identified strategic planning as an important direction for synchronous and sustainable development, on that basis, it has focused on directing, proactively proposing mechanisms and reporting to the Prime Minister to allow hiring foreign consultants to develop important plans. Through the experience of the world's leading foreign consulting firms to improve the quality of planning, creating an attractive and breakthrough premise in attracting investment resources, especially from strategic investors.

Quang Ninh is also the first province to simultaneously complete 7 important strategic plans. From this foundation, the province has developed the Quang Ninh Provincial Plan for the 2021-2030 period, with a vision to 2050, which was approved by the Prime Minister in Decision No. 80/QD-TTg dated February 11, 2023. The scope and boundary of the planning includes the entire Quang Ninh province with a total natural area on land of 6,206.9 ^km2 and the sea area with an outer boundary 6 nautical miles from the average low-water line for many years, determined and announced by the Ministry of Natural Resources and Environment (now the Ministry of Agriculture and Environment). The province also invited leading foreign consulting firms such as McKinsey, BCG (USA), Nikken Sekkei, Nippon Koie (Japan) to participate in order to propose feasible plans, closely following the province's development space, ensuring connectivity to promote the strengths of each locality in the province.

Assessing the planning of Quang Ninh, according to Deputy Minister of Construction Nguyen Tuong Van: Quang Ninh province's planning is integrated into the national planning, built in accordance with the country's development orientation, ensuring scientificity and meeting the requirements stipulated in the Law on Planning. The planning is public and transparent in a long-term development framework, as an important guide for the province to eliminate fragmented and localized approaches and create an important foundation for development, brand building, to become a comprehensive growth pole of the Northern region. This is not only significant for the locality, but also for the whole country, the Northern Delta region; playing a particularly important role in socio-economic development, ensuring security and national defense.

Based on the planning and urban development plan, the province has allocated many resources and at the same time called on strategic investors to participate in implementing key projects, creating a stronger driving force for socio-economic development. Up to now, the urbanization rate of the whole province has reached 75%, among the top 5 localities in the country; planning, architecture, urban development, construction economic management, etc. have changed positively. This has made an important contribution to completing growth targets, affirming the key role in socio-economic development.

To continue to upgrade the urban area and create a development direction for the future, the Provincial People's Committee has approved the Urban Development Program of the province to 2030. The goal is to develop Quang Ninh into a typical province of the country in all aspects; a model province of wealth, civilization, modernity, improving all aspects of people's lives; a growth pole of the Northern region; one of the dynamic and comprehensive development centers; an international tourism center, a marine economic center, a gateway to the key economic region of the North and the whole country; a sustainable urban development model following the green growth model, adapting to climate change and rising sea levels; a solid provincial defense area in terms of national defense - security and a frontline of international economic cooperation and competition. The average economic growth rate (GRDP) in the period of 2021-2030 is 10%/year, the average GRDP per capita reaches 19,000-20,000 USD.

From the above goal, the province persistently implements the development space organization model of "One center, two multi-dimensional routes, two breakthroughs, three dynamic regions", creating traffic corridors associated with economic corridors, urban corridors, aiming to build a centrally-run city and promote intra-regional linkage, regional linkage, territorial division and cooperation, ensuring the potentials, strengths, comparative advantages, and competitive advantages of each locality of the province in the northern dynamic triangle.

The biggest goal is to turn Quang Ninh province into a centrally-governed city before 2030, a development center of the North, an important pillar in the development triangle of Hanoi - Hai Phong - Quang Ninh with modern, synchronous urban infrastructure adapting to climate change, sustainable development, green growth, smart urban, ecological urban, efficient and economical use of natural resources, rich in cultural identity, preserving and promoting the value of the world natural heritage Ha Long Bay and the cultural heritage Truc Lam Yen Tu; leading international commitments on environmental protection.

The province has proposed a number of key programs and projects, focusing on three breakthroughs, including: Developing high-quality human resources associated with rapidly increasing the size and improving the quality of the population;   Accelerate the development and completion of a synchronous and modern strategic infrastructure system, ensuring overall connectivity; build a culture rich in Quang Ninh identity associated with rapidly narrowing the gap between rich and poor and regional disparities in the province. In addition, the province also completed the medium-term public investment plan for the period 2021-2025, in which it continued to prioritize the allocation of state budget capital for development, maximize the exploitation of resources, especially from the private sector, develop the form of public-private partnership, focus on completing a synchronous and modern infrastructure system.

To ensure that the plans closely follow and are implemented in accordance with the Quang Ninh Provincial Planning for the period 2021-2030, with a vision to 2050, with a proactive and receptive spirit, the province also promotes coordination with central ministries, branches, and localities in the Red River Delta to build and perfect the region's institutions, identify key and significant projects that are meaningful in creating breakthroughs for regional development. Specifically, the Project to build mechanisms and policies to pilot the implementation of the Vietnam-China Cross-Border Economic Cooperation Zone; the Project to build mechanisms and policies to pilot the development of the Van Don Economic Zone; the Project to develop Quang Ninh into a tourism center connecting with the region and the world...

In the current period, taking advantage of new opportunities in the "wave" of investment shift that is taking place strongly to promote growth model innovation, economic restructuring... Quang Ninh relies on 4 pillars (economy - society - environment - security) and 3 resources (nature - people - culture) to prioritize the implementation of infrastructure projects that create great spillover effects, especially strategic transport infrastructure, ensuring synchronization, modernity, comprehensiveness, promoting regional and intra-regional connectivity, associated with economic development corridors to attract investment, promote land potential and space; effectively exploit tourism potential, improve the quality and people's lives in the direction of happiness...

To ensure resources for implementation, the province has calculated and structured capital sources according to 3 specific areas in 2 phases from 2021-2025 and 2026-2030 with a total estimated social investment capital of 2.8 million billion VND. In particular, priority is given to attracting investment in industries and fields such as seaport systems, inland waterway ports, logistics infrastructure; infrastructure of industrial parks and industrial clusters; high-tech processing and manufacturing; high-tech agricultural, forestry and fishery zones; development of infrastructure for education, health, culture, sports, environment, trade and services, etc.

In the immediate future, implementing the socio-economic development tasks in 2025, the last year of the term with the theme "Breakthrough in economic development, creating momentum for the new term", since December 2024, the province has issued resolutions, developed plans, and set targets for socio-economic development. In particular, GRDP growth reached over 12%; total social investment increased by over 10%... This is an important resolution in the last year of the 2020-2025 term, a pivotal year creating momentum for the next 5-year development plan (2025-2030).

Affirming high determination, great efforts, and accompanying the country's development, right after the Government issued Resolution No. 25/NQ-CP, on the basis of fundamental calculations of each resource, each growth factor in each industry, each field..., Quang Ninh decided to adjust and build a new scenario with a growth rate of 14%, 2% higher than the target assigned by the Government and the resolutions on socio-economic development tasks in 2025 that have been issued.

To achieve this goal, the province has identified one of the core solutions, considered the "breakthrough of breakthroughs", as the liberation of all resources. In order to realize the targets and objectives, departments, branches and localities in the province have promoted their proactive role, reviewed the development space to contribute to the province's general scenario. In which, to achieve the growth target of 14%, the industrial - construction sector needs to increase by 14.33%, of which the processing and manufacturing industry increases by 33.74%; services increase by 16.45%; GRDP scale reaches about 396,000 billion VND...

The requirement is to continue to innovate thinking, be creative in working methods, and make breakthroughs in policies to promote development; promote decentralization and delegation of power, promote the role and responsibility of leaders; focus on effectively implementing 3 strategic breakthroughs; reposition local values, fully identify advantages, challenges, conflicts, and "bottlenecks" to find ways to resolve them, find opportunities in difficulties and challenges, and shape new development methods; promote and renew traditional growth drivers in investment, strongly develop science and technology, innovation, digital transformation, and high-quality human resources...

Along with that, the province clearly identifies breakthrough mechanisms, policies, and solutions at both strategic and tactical levels for synchronous implementation. It is expected that with the acceleration and breakthrough in economic development in 2025, Quang Ninh will successfully complete the targets entrusted by the Government, the 5-year plan 2020-2025, creating a solid momentum for the new development stage, together with the country entering the era of national development.
