Agreeing from today (November 10), to increase the support level to 60 million VND/newly built house and 30 million VND/repaired house to eliminate temporary and dilapidated houses nationwide in 2025, Prime Minister Pham Minh Chinh emphasized that this work has profound humanitarian significance, and must create a movement, trend, and be organized as a festival or campaign to promote the completion of the set goals.
On the morning of November 10, Prime Minister Pham Minh Chinh, Head of the Central Steering Committee for the elimination of temporary and dilapidated houses nationwide, chaired the first meeting of the Steering Committee.
Also attending were comrade Do Van Chien, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front (VFF), Deputy Head of the Steering Committee; comrades of the Party Central Committee: Deputy Prime Minister, Minister of Finance Ho Duc Phoc, leaders of ministries and branches who are members of the Steering Committee.
At the meeting, delegates exchanged, discussed and shared in a frank and responsible spirit, focusing on a number of main contents: Clearly defining the goals, viewpoints and directions to resolutely and effectively implement the Program, ensuring completion in 2025; analyzing and specifically identifying difficulties and obstacles (such as determining subjects, residential land, mobilizing and using resources, implementation methods...) and solutions; key tasks, solutions, plans and implementation roadmap to complete the goals by 2025.
"There is no reason for people to live in temporary, dilapidated houses"
In his concluding remarks, Prime Minister Pham Minh Chinh first emphasized that the elimination of temporary and dilapidated houses nationwide has profound humanitarian significance, demonstrating the noble comradeship and solidarity, of a national and comprehensive nature, and that the entire political system must participate, create movements and trends, organize them as festivals and campaigns, and work with all their hearts for the poor and those who have contributed to the revolution to promote the completion of the set goals.
On behalf of the Steering Committee, the Prime Minister acknowledged, commended and highly appreciated the Ministry of Labor, War Invalids and Social Affairs (MOLISA), Vietnam Television and relevant ministries and agencies for their careful preparation and good implementation of the live TV program launching the campaign to eliminate temporary and dilapidated houses in early October; mobilizing nearly 6,000 billion VND.
In a short time, the Ministry of Labor, Invalids and Social Affairs has closely coordinated with the Government Office to submit the Decision on establishment and the Regulations on the operation of the Steering Committee and carefully prepare for the first meeting.
Basically agreeing with the content of the report of the Ministry of Labor, Invalids and Social Affairs and the dedicated, responsible, and practical opinions of the members of the Steering Committee and delegates attending the meeting, the Prime Minister requested the Ministry of Labor, Invalids and Social Affairs and the Government Office to fully synthesize and absorb the opinions to complete the reports and the Conclusion Notice for unified implementation.
Emphasizing some key contents, the Prime Minister stated that taking care of housing for the people, especially those with revolutionary contributions, poor households, and households affected by natural disasters, has always been of interest to our Party and State and is determined to be a key task of social security, sustainable poverty reduction, contributing to the formation of a social security net, rapid and sustainable development, taking people as the center, subject, goal, driving force, and resource.
In recent times, many housing policies for people with revolutionary contributions, poor households, and households affected by natural disasters have been issued and effectively implemented, most recently Resolution 24/2021/QH15 dated July 28, 2021 of the National Assembly and Decision 90/QD-TTg dated January 18, 2022 of the Prime Minister on the national program on sustainable poverty reduction for the period 2021-2025; Resolution 25/2021/QH15 dated July 28, 2021 of the National Assembly and Decision No. 1719/QD-TTg dated October 14, 2021 approving the national target program on socio-economic development in ethnic minority and mountainous areas for the period 2021-2030.
Conclusion No. 97-KL/TW of the recent 10th Central Conference clearly stated: Fully and promptly implement poverty reduction policies, promote the emulation movement "Join hands to eliminate temporary and dilapidated houses nationwide" in 2025.
Regarding goals, viewpoints, and orientations, the Prime Minister requested to strive to achieve the goal: Complete the elimination of temporary and dilapidated houses nationwide by 2025, 5 years earlier than the original target set in the spirit of direction from the Central Government, the Government, and the Prime Minister.
In particular, focus on mobilizing social resources in combination with State resources, striving to complete all three tasks simultaneously by 2025: (i) Supporting housing for people with meritorious services; (ii) Supporting housing according to national target programs; (iii) Eliminating temporary and dilapidated houses for people nationwide.
The Prime Minister emphasized that it is necessary to clearly define the viewpoint of supporting housing for people with revolutionary contributions, eliminating temporary and dilapidated houses for poor households, near-poor households, and ethnic minorities as an important political task. It is necessary to thoroughly grasp the motto: "The Party leads, the State manages, the Fatherland Front and organizations support, the people are the masters", "resources originate from thinking, motivation originates from innovation, strength originates from the people", valuing time to ensure timeliness, valuing intelligence with intelligence and flexibility in implementation, valuing determination and drasticness.
The Prime Minister stated that we must focus on effectively implementing the Program with the spirit: clear thinking, high determination, great efforts, resolute actions, focused work, completing each task; clearly assigning people, tasks, time, responsibilities, results, and products; saying is doing, committing to doing, doing, having done must have specific products, measurable results, and recognized by the people.
The Prime Minister directed ministries, branches, and local People's Committees to focus on directing the implementation, in which local authorities at all levels play a decisive role in the success of the Program, under the leadership of the Party, paying attention to promoting the role and attaching responsibility to the leaders; developing a plan with a specific roadmap to ensure the completion of the goal of eliminating temporary and dilapidated houses nationwide in 2025.
The Head of Government requested to diversify resources in a comprehensive, widespread, and inclusive manner. The Central Government allocates state budget funds for programs and projects to support housing for people with revolutionary contributions, national target programs, and housing support projects for poor and near-poor households. Ministries, sectors, and localities arrange and allocate sufficient capital for programs according to the set plan.
At the same time, call on all people and businesses to diversify forms of support with the spirit: "Whoever has something to contribute, whoever has merits to contribute, whoever has property to contribute, whoever has a lot to contribute a lot, whoever has little to contribute a little"; strengthen information and propaganda work, create social motivation and inspiration for everyone to support, share, and join hands in supporting the implementation of the Program with the spirit of "leaving no one behind". Ministries, branches, and localities should do a good job of inspecting, supervising, and urging the implementation of policies according to regulations, not allowing exploitation, profiteering, negativity, and waste.
The Prime Minister emphasized that after 80 years of founding the country, we still face many difficulties due to objective and subjective reasons such as 40 years of war, 30 years of embargo, but up to now, the average income per capita is more than 4,300 USD, the scale of Vietnam's economy is nearly 500 billion USD, there is no reason for people to live in temporary, dilapidated houses.
Increase your support level today
Regarding some issues asking for the Steering Committee's opinion, the Prime Minister requested the establishment of a Steering Committee at the commune level headed by the Party Committee Secretary, to be completed before November 30, 2024, and to hold monthly Steering Committee meetings to review, inspect, and urge work.
Regarding the classification of localities and the plan for allocating support resources, the Prime Minister assigned the Ministry of Labor, Invalids and Social Affairs - the Standing Agency of the Steering Committee to preside over and coordinate with the Standing Committee of the Central Committee of the Vietnam Fatherland Front to review and complete the Plan for allocating support resources mobilized from the Program to eliminate temporary and dilapidated houses and existing resources of the Fund for the Poor to organize and implement them effectively, positively and in accordance with the objectives, paying attention to ensuring no duplication, loss or waste.
Regarding the motto and responsibility of localities in mobilizing support and resolving the number of households arising, the Prime Minister pointed out that this is the responsibility of localities, and it is necessary to promote the spirit of self-reliance, proactiveness, creativity, and efforts to mobilize resources for implementation, without relying on the Central Government.
Regarding some specific issues related to land, funding, labor, and materials, the Prime Minister clearly stated the principle of consistent and complete leadership and direction from the Central to local levels, with localities organizing creative implementation and flexibly applying regulations, especially at the commune level; staying close to the people and the grassroots level, the Central Government does not replace the province, the province does not replace the district, and the district does not replace the commune.
Regarding land, the principle is that there are no disputes and the work under the authority of which level will be resolved by that level; diversify resources and labor (including military and police forces), call for support from the community, clans... and use them most effectively.
The Prime Minister agreed that from today, the support level for removing temporary and dilapidated houses will be increased to 60 million VND/newly built house (currently 50 million VND) and 30 million VND/repaired house (currently 25 million VND); along with the state budget, it is necessary to encourage forms of socialization.
Regarding the assignment of tasks to ministries, branches and localities, the Prime Minister assigned the Ministry of Labor, Invalids and Social Affairs to perform the role of coordinating, grasping the situation, advising and proposing to the Steering Committee; presiding over and closely coordinating with the Ministry of Construction and relevant ministries and agencies to review and guide remaining procedural issues.
The Ministry of Construction urgently researches and designs a number of typical housing models, ensuring technical requirements, quality, efficiency, suitability with culture, customs, practices and characteristics of each locality and region, and appropriate local adjustments.
The Prime Minister assigned the Ministry of Finance to take the lead in proposing, arranging, and providing guidance on the state budget; requiring the use of funds from the 5% savings in state budget expenditures and housing support funds from the two national target programs to ensure convenience and speed, eliminating the "ask-give" mechanism, and preventing loss, waste, and negativity.
The Ethnic Committee urges, guides, and inspects localities to resolve the shortage of residential land, housing, production land, and domestic water, ensuring support is completed by 2025.
The People's Committees of provinces and centrally-run cities focus on synchronously, drastically and effectively implementing housing support for people with meritorious services, the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025"; implementing housing support for people with meritorious services to the revolution, for poor and near-poor households to ensure the right subjects, standards and norms, not overlapping with support activities from the state budget, complying with procedures and processes in accordance with legal regulations, not allowing loss, waste, corruption and negativity.
The Ministry of Information and Communications develops an effective communication plan, directs news agencies and newspapers to proactively develop effective communication plans and solutions, actively mobilize to strongly spread the movement, create a vibrant competitive atmosphere, create social consensus for people and businesses to support, join hands, share, and share responsibility.
The Prime Minister requested the Central Committee of the Vietnam Fatherland Front to directly implement and guide the Vietnam Fatherland Front at all levels to receive support from organizations and individuals to support the elimination of temporary and dilapidated houses through the Fund for the Poor. Supervise the implementation of housing support policies for people with revolutionary contributions; inspect and supervise housing support for poor and near-poor households nationwide.
