(Dan Tri) - After being disciplined with a reprimand, a principal in Quang Binh appealed to his superiors. After verification, the Chairman of the Provincial People's Committee requested to cancel the previous disciplinary decision.
The Chairman of the People's Committee of Quang Binh province has made a decision on resolving the complaint of Mr. Truong Dinh Le, Principal of Quang Tho Secondary School, Ba Don town.
Mr. Le was disciplined by the People's Committee of Ba Don town for directing collection not in accordance with the instructions of the Department of Education and Training of Ba Don town in Official Dispatch No. 311.
Ba Don town authorities determined that Official Dispatch 311 absolutely requires not to collect admission fees, but Mr. Le directed to collect admission fees for grade 6 for the 2023-2024 school year, the amount of 50,000 VND/student.

Disagreeing with the conclusion and disciplinary action, Mr. Le first complained to Ba Don town and then to the leaders of Quang Binh province. After that, Quang Binh province established a team to verify and resolve Mr. Le's complaint.
The functional delegation of Quang Binh province verified the conclusion of the People's Committee of Ba Don town related to the incident that occurred at Quang Tho Secondary School (this was the basis for the decision to discipline Mr. Le); worked with Quang Tho Secondary School to clarify the content of collecting 50,000 VND/student.
Through working with members of the school's admissions board, the executive board of the parents' association, checking financial records, meeting minutes... it was shown that the amount collected of 50,000 VND/student was not an admission fee or donations from parents.
This is the amount temporarily collected at the request of the parents' association to serve 6th grade students in completing admission procedures including: taking photos 25,000 VND/student, photocopying application forms, printing report cards 8,000 VND/student, making reader cards 10,000 VND/student, health monitoring book 5,000 VND/student...
After the conclusion of the Chairman of the People's Committee of Ba Don town, the school also returned this amount to the students in full.
Thus, the verification team of Quang Binh province found that Mr. Truong Dinh Le's actions did not violate the provisions of the law on collection, payment, and use of fees and charges and the instructions of the Department of Education and Training of Ba Don town in Official Dispatch No. 311.
Mr. Le did not violate any regulations, so applying Article 16 of Decree No. 112/2020/ND-CP of the Government to apply the disciplinary measure of reprimand to him is inappropriate.
From there, the verification team recommended that the Chairman of the People's Committee of Quang Binh province request the Chairman of the People's Committee of Ba Don town to cancel the decision on disciplinary action against the management official of Mr. Truong Dinh Le; direct the Department of Internal Affairs of Ba Don town to advise on organizing a review of Mr. Truong Dinh Le according to the nature and level of shortcomings previously concluded.
