Improve the quality of strategic consulting work
On December 28, in Hanoi, the Central Organizing Committee held a national conference to review Party building work in 2023 and deploy tasks for 2024, according to VNA.
Speaking at the Conference, Politburo member, Standing member of the Secretariat, Head of the Central Organization Commission Truong Thi Mai stated: In 2023, Party committees and organizations at all levels have made many efforts and determination, upheld the sense of responsibility, led, directed, and organized the strict and effective implementation of Party building work.
The results achieved have contributed to building a clean and strong Party Organization and Building sector, contributing to socio-economic development, national defense, security, foreign affairs, and consolidating people's trust in the Party.
Looking back over the past half term, the Standing Secretariat believes that the Party building and organization work has completed a large amount of work assigned by the Politburo, the Secretariat, and the Central Executive Committee.
Standing member of the Secretariat Truong Thi Mai also pointed out a number of limitations and shortcomings that need attention and solutions to overcome, such as improving the quality of strategic advisory work and the quality of a number of cadres that are not yet guaranteed.
Some cadres have limited capacity, some cadres have ethics and qualities that do not meet the requirements. Some cadres are afraid of responsibility, avoid responsibility, and prefer peace. Some grassroots party organizations are still weak, with limited fighting power. Some Party committees, organizations, and leaders do not strictly comply with and even violate Party regulations...
Increase the number of secretaries who are not local people
Regarding the tasks to be implemented in 2024, Standing member of the Secretariat Truong Thi Mai said that Party committees and organizations at all levels continue to thoroughly and fully grasp and strictly implement the Party's resolutions and policies on Party building and organization work.
Regarding personnel work, the Standing Secretary of the Secretariat said that during the 13th Congress term, regulations on personnel work continued to be revised and improved, and the Politburo and the Secretariat paid attention to this issue.
Specifically, the age of appointment of cadres has been regulated by Conclusion No. 08-KL/TW to be consistent with the Labor Code issued and amended in 2019; Conclusion No. 14-KL/TW on encouraging and protecting cadres who are innovative, creative, dare to think, dare to do, dare to take responsibility...
The system of documents on personnel work basically ensures and creates favorable conditions for Party committees and organizations to organize and implement and must ensure good implementation. Each regulation has very high requirements and Party committees and organizations must ensure that these regulations come into life.
In implementing Resolution 26 on the arrangement of Party secretaries who are not local people, from now until the end of the term, the Central Organizing Committee will advise the Politburo to continue to assign to increase the number of secretaries who are not local people.
The Standing Secretariat noted that Party committees and organizations at all levels should continue to focus on building and consolidating grassroots Party organizations, improving the capacity and fighting strength of grassroots Party organizations in a practical and appropriate direction to build a clean and strong Party.
Regarding the work of developing party members, the target of 3-4% of new party members is a relatively high requirement. The Central Organizing Committee has organized 2 thematic conferences in 6 regions on developing party members among students; in the non-state enterprise sector. With great efforts, up to now, 34/67 provinces, cities and units have achieved the target of 3-4% of party development.
The Standing Secretariat said that currently, the whole country has over 5 million party members and more than 53,800 grassroots party organizations. To achieve the target of about 6 million party members by the end of this term, there must be efforts from all localities.
The Head of the Central Organizing Committee emphasized that by 2024, the restructuring of public service units must be completed to reduce 140 units and continue to arrange job positions. This is an important basis for adjusting and innovating salary policies and implementing salary reform from July 1, 2024.
The Standing Secretariat proposed to continue to innovate working style and manners to improve the effectiveness of Party building and organization work; to strengthen reforms, and not let cadres be unqualified because of the hierarchy of procedures and regulations. The Party organization must be strong, and Party cadres and members must be of high quality.
Ms. Truong Thi Mai said that the Central Organizing Committee is conducting research and reforming party member profiles, ensuring they are simple but clear.
