At the seminar "Scientific research on smokeless solutions to support tobacco management" organized by Vietnam Law Newspaper, the harmful effects of new generation cigarettes were once again dissected.

Sharing about the current situation of new cigarettes, Mr. Nguyen Hong Ngoc, Deputy Director of the Social Department, Office of the National Assembly, said that electronic cigarettes and heated tobacco products in Vietnam are all smuggled goods, without clear origin.

Delegates attending the seminar.

In addition, there is a legal gap in the management and prevention of the harmful effects of e-cigarettes and heated tobacco products. The rate of use of e-cigarettes and heated tobacco products in Vietnam is increasing, especially among young people, students and pupils; there have been a number of investigations and surveys on this issue.

Taking advantage of electronic cigarettes with liquid ingredients, criminals have mixed some new generation drugs into the essential oils of electronic cigarettes, causing consequences for the health of users and society.

In addition, buying and selling is mainly done through social networks; in some places, there are public retail outlets or products are mixed in with other products.

In addition, the management of advertising activities for e-cigarettes and heated tobacco products, especially on social networking platforms, is still limited, lacking appropriate regulations and sanctions with sufficient deterrence.

From a medical perspective, Dr. Pham Tuan Anh, Head of the Department of Treatment on Demand, Central Cancer Hospital, affirmed that smoking is identified as the cause of many diseases, especially cancer, cardiovascular and respiratory diseases.

The main cause of tobacco-related diseases is the toxins produced during the burning of cigarettes to create smoke.

According to a report by the World Health Organization in 2010, globally, tobacco smoke causes about 600,000 deaths each year.

Not only does smoking affect the health of smokers and those around them, it also negatively affects the economy.

A 2014 study supported by the UK Treasury found that the total cost of smoking to society (in the UK) is around £12.9 billion per year, including the cost of treating smoking-related illnesses and the loss of productivity due to illness and premature death.

Also at the seminar, experts gave some points to distinguish electronic cigarettes and heated tobacco.

Accordingly, heated tobacco products contain tobacco ingredients and do not have liquid (solution) while electronic cigarettes must use accompanying liquid.

Heated tobacco products are closed products, users will use the product according to the manufacturer's design. Electronic cigarettes have closed systems and open systems; in which, with the open system, users can add more solution from the outside.

Since heated tobacco products contain tobacco, the nicotine produced is nicotine from natural tobacco, not synthetic nicotine. Meanwhile, electronic cigarettes may or may not contain nicotine; if nicotine is present, it may be from natural tobacco or from synthetic sources.
