After the Prime Minister's directive on flood response, rescue, disaster relief, and ensuring the lives of people affected by natural disasters, the meeting discussed and gave opinions on two contents: Draft Law on amending and supplementing a number of articles of the State Budget Law, the Law on Management and Use of Public Assets, the Law on National Reserves, the Law on Accounting, the Law on Independent Audit, the Law on Securities, the Law on Tax Administration; and proposed the development of the Law on Promulgation of Legal Documents (amended).
Regarding the draft law, the delegates gave their opinions on the dossier, order, procedures for submission, principles, requirements for law making, and the contents of the draft law. Regarding the draft Law amending and supplementing a number of articles of the State Budget Law, the Law on Management and Use of Public Assets, the Law on National Reserves, the Law on Accounting, the Law on Independent Auditing, the Law on Securities, and the Law on Tax Administration, the Prime Minister highly appreciated the sense of responsibility of the Ministry of Finance - the agency in charge of drafting the draft law; requested the Ministry of Finance to fully absorb appropriate opinions; continue to coordinate with relevant agencies and units to carefully review and complete the content of the draft law, and report to the Government at the Special Session on Law Making in September 2024.

The Prime Minister emphasized the principles and requirements in developing this draft law: Ensuring citizens' rights to invest and do business; maximally removing obstacles and shortcomings in practice; expanding the mechanism for mobilizing resources from society, people and businesses for development, taking public investment as the leader, activating private investment; promoting decentralization and maximum delegation of authority along with resource allocation, improving implementation capacity, clearly defining the responsibilities of individuals and collectives and designing tools to strengthen inspection and supervision; promoting the application of digital transformation, cutting down on administrative procedures, hassles, requests and grants in budget revenue and expenditure management, operating flexibly and effectively in budget use, especially between the central and local budgets; preventing corruption, negativity and waste; payment documents must be manageable but transparent...

Regarding the Proposal to develop the Law on Promulgation of Legal Documents (amended), the Prime Minister highly appreciated the Ministry of Justice for presiding over and coordinating with relevant ministries and agencies to prepare the proposal documents.
The Prime Minister emphasized the need to strengthen the Party's leadership in law-making; the viewpoint of innovating the thinking of law-making, responding quickly and flexibly to rapid developments and urgent requirements in practice; depending on the subject and scope of regulation, to develop framework or detailed regulations in the law to both manage activities in society and create space to promote and encourage innovation; innovate the law-making process in a more flexible direction, research to shorten the time; decentralize and delegate more power; have mechanisms and policies suitable for the team of law-making officials; the principle of applying legal documents when there are conflicting documents...
According to the Prime Minister, what is ripe, clear, proven to be correct in practice, effectively implemented, and agreed by the majority should continue to be implemented and legalized; for new, immature, unclear, and unregulated issues, boldly pilot them, learn from experience as you go, and gradually expand, without perfectionism or haste.
The Prime Minister assigned the Ministry of Justice to absorb the conclusions of the Government Standing Committee, opinions of participating agencies at the meeting and opinions of Government members, promptly coordinate with relevant ministries and agencies to study and complete the Proposal to develop the Law, and submit it to the Government at the Special Session on Law Development in September 2024.
