Contractors lose billions of dong every month
Nearly 9 months since the Dong Dang - Tra Linh expressway project started, the construction site of package EC01, the section from Km 27+500 - Km 38 passing through Hung Viet commune, Trang Dinh district (Lang Son province) has been almost quiet.

"The actual output is not significant, dozens of mobilized locomotives are still "shelved". Partly due to unfavorable weather conditions, partly due to the slow progress of site clearance work in the locality.
According to the plan, the site of the above 10km section will be handed over by the end of October 2024. However, currently, the handed over site has only reached 1.2km, of which the contractor only organizes construction on the construction site length of about", the contractor representative shared.
The locomotive and equipment are in a state of "shelving" because the construction unit has not yet been handed over the site.
According to the contractor representative, in the spirit of handing over the land, the unit has prepared 80 locomotives, equipment and 200 workers. With a "modest" area, there are currently only about 10 locomotives and 25 workers working. The workload is small, each day, the workers' working time only lasts 4 - 5 hours.
"The construction situation of "sticky rice and beans" and "interlaced" causes the contractor to suffer significant losses. It is estimated that in a month, the contractor will "bear a loss" of about 1 billion VND in depreciation costs for human resources and machinery. The salary alone for workers has lost about 400 million VND," the contractor representative complained.
According to the report of the Dong Dang - Tra Linh expressway project enterprise, up to now, the construction site of the Dong Dang - Tra Linh project through Lang Son province has been handed over by local authorities for more than 16km out of a total length of nearly 52km (31.2%).
The site clearance work has been delayed because the approval of the site clearance sub-project has not been expedited by the authorities. The compensation procedures and payment to the people have also not met the schedule.
"Currently, the People's Committee of Lang Son province has allocated traffic land quotas for two districts: Van Lang and Trang Dinh. However, there is still a shortage of more than 161 hectares. The project enterprise recommends that competent authorities promptly consider and supplement the traffic land quota with the missing area for Lang Son province," said a representative of the Dong Dang - Tra Linh project enterprise.

People waiting to receive compensation
Similar to the Dong Dang - Tra Linh project, the construction of the Huu Nghi - Chi Lang expressway through Lang Son province is also facing many difficulties due to the terrain. Many construction sites are blocked by graves, farmland and technical works.
Passing through the Vanh Khuyen rose growing area of Van Lang district, the EC04 package of Tan Thanh - Coc Nam segment is planned to build an overpass.
However, it is not easy to persuade people to hand over land in this area. "During the negotiation process, many households wanted compensation at the price of perennial crop land, while on paper this is production forest land, which is many times more expensive," said a representative of the project enterprise.
Having donated all her land to the Huu Nghi - Chi Lang expressway project, Ms. Kieng Thi Nam (Yen Son village, Yen Trach commune, Cao Loc district) said that her family is still waiting to receive compensation and to be notified of the resettlement plan from the competent authorities. "My family still has an altar for our ancestors, we cannot move to another place in a moment," Ms. Nam confided.
According to the report of Huu Nghi - Chi Lang Expressway Joint Stock Company, at present, the locality has handed over nearly 13km of the total length of nearly 60km through Lang Son province.
"Responding to the project enterprise's proposal, the Van Lang district government committed to basically handing over the site in the fourth quarter of 2024 so that the contractor can speed up progress," the project enterprise representative informed.
