On the morning of July 1, at Ho Chi Minh Square (Vinh City, Nghe An), Nghe An Provincial Police held a ceremony to launch the force participating in protecting security and order at the grassroots level.

Security forces at the grassroots level are very important.

Speaking at the ceremony, Senior Lieutenant General Luong Tam Quang said that, based on the position, role and importance of the work of protecting security and order at the grassroots level and concretizing the policies of the Party and the State, the Central Public Security Party Committee and the Ministry of Public Security have advised the Government to direct the development and submit to the National Assembly for approval the Law on Forces Participating in Protecting Security and Order at the Grassroots Level. This law takes effect from July 1.

"The National Assembly's promulgation of this law is of great significance, marking a legal milestone to maintain and consolidate the forces participating in protecting security and order at the grassroots level, meeting the requirements of tasks in the new situation. To soon put the law into practice, the Central Public Security Party Committee and the Ministry of Public Security have advised the Government to issue Decree 40. The Ministry of Public Security has issued Circular 14 detailing a number of articles of the law, and has organized many conferences and meetings to disseminate and implement it," said Senior Lieutenant General Luong Tam Quang.

The Minister of Public Security thanked the leaders of Nghe An province for their attention and direction in implementing the law so that it can soon be put into practice. The People's Council of Nghe An province has issued a resolution to establish and support the force participating in protecting security and order at the grassroots level. The Nghe An Provincial Police have completed the training and fostering of team leaders and organized the launching ceremony.

Forces participating in protecting security and order at the grassroots level of Nghe An province launched

Minister Luong Tam Quang said that in the coming time, the world, regional and domestic situations will have both opportunities and challenges, so the requirement to ensure security and order at the grassroots level will be increasingly high.

The Minister hopes that the authorities at all levels of Nghe An continue to show their leadership and direct, comprehensive direction in the task of organizing the activities of the forces participating in protecting security and order at the grassroots level, continue to pay more attention to investing in equipment and ensuring policies so that the forces have sufficient conditions to perform their functions and tasks well.

Nghe An Provincial Police need to continue to promote the tradition of the heroic unit of the people's armed forces, proactively grasp and forecast the situation closely and accurately to promptly advise Party committees and authorities at all levels to lead and direct the effective resolution of complicated security and order incidents arising right from the grassroots level.

Thoroughly grasp and implement the motto of taking the grassroots as the center, building communes, wards, towns, villages and residential groups into solid fortresses in the work of ensuring security and order. Absolutely do not be passive or surprised in any situation; regularly pay attention to political and legal training and duties for the forces participating in protecting security and order at the grassroots level, considering this a force that accompanies the People's Public Security force, close to the people, serving the people, playing a very important role in the work of ensuring security and order right at the grassroots level.

In particular, it is necessary to specify 6 tasks of the force participating in protecting security and order at the grassroots level, which are: grasping the security and order situation; building a movement for the whole people to protect national security; proactively preventing and fighting fires, conducting search and rescue; patrolling to ensure security, order and traffic safety; administrative management of social order; mobilizing and educating people who have violated the law and are residing at the grassroots level. Urgently advise on stabilizing security and order protection teams at the grassroots level in conjunction with the commune and town police program so that the force participating in protecting security and order at the grassroots level has the conditions to immediately start performing the assigned tasks...

Forces participating in protecting security and order at Nghe An base performed a demonstration of handling situations where people gathered and caused a disturbance to security and order in the area.

"For the forces participating in protecting security and order at the grassroots level in Nghe An, I request you to promote the revolutionary tradition, unite and strive to overcome all difficulties and challenges, strive to study, practice, improve your professional skills and mass mobilization skills; strictly comply with the Party's guidelines, policies and laws of the State, the management of the People's Committee at the commune level and the assignment and inspection of the police force. Actively support the commune police in performing the task of ensuring security and order and building a movement of the entire people to protect national security at the grassroots level, contributing to maintaining security and order, socio-political stability, effectively serving the task of socio-economic development in the locality", Senior Lieutenant General Luong Tam Quang suggested.

Policy for security forces at the grassroots level

Speaking at the ceremony, Mr. Nguyen Duc Trung, Chairman of Nghe An Provincial People's Committee, requested Nghe An Provincial Police to promptly advise on the deployment of 6 groups of tasks for the force participating in protecting security and order at the grassroots level, ensuring conditions for uniforms, vehicles, and support tools for this force. Sectors and localities need to pay attention and coordinate to support the force participating in protecting security and order at the grassroots level to perform well the assigned tasks.

In Nghe An, on June 7, the Provincial People's Council issued a resolution stipulating the establishment criteria, number of members; support and compensation levels; regimes and policies for security and order protection teams in the province.

Accordingly, each village, hamlet, block, and commune establishes a security and order protection team, including 1 team leader (also deputy head of the village, hamlet, block, and commune) supported with 2 million VND/month; 1 deputy team leader supported with 1.2 million VND/month and team members supported with 1.1 million VND/month.

Minister of Public Security Luong Tam Quang and Mr. Thai Thanh Quy, Secretary of Nghe An Provincial Party Committee, presented gifts to the forces participating in protecting security and order at the grassroots level at the launching ceremony.

Each group has 3 members for villages, hamlets, and residential areas with less than 350 households and blocks with less than 500 households.

Villages, blocks, hamlets, and villages with a number of households higher than the above level shall follow the principle: for every 1/3 increase in the number of households, one additional team member shall be added. However, each security and order protection team shall not have more than 5 members.

On this basis, on June 28, the People's Committee of Nghe An province issued a decision regulating the number of security and order protection teams and the number of members of the teams in Nghe An province.
