Foreign direct investment (FDI) flows strongly into technology projects, most notably semiconductors and microchips in Ho Chi Minh City, Binh Duong, and Dong Nai.
"Big guys" continuously invest capital
Mr. Nguyen Anh Thi, Head of the Management Board of Ho Chi Minh City Hi-Tech Park, said that a number of semiconductor chip enterprises from the Netherlands have begun investing in Vietnam. For example, BE Semiconductor Industries NV has received an investment certificate in Ho Chi Minh City Hi-Tech Park, with a capital of more than VND115 billion (equivalent to USD4.9 million) in the first phase, to invest in renting factories and production, with the project expected to be put into operation in the first quarter of 2025.
In early July 2024, NVIDIA Corporation (USA) came to Ho Chi Minh City to survey and discuss cooperation possibilities in training and developing artificial intelligence (AI); supporting the development of start-ups (AI enterprises); and establishing an AI Center of Excellence. Another US technology giant, Marvell Corporation (a chip design enterprise), is also accelerating the expansion of chip design centers in Vietnam.
In mid-May 2024, Marvell announced the opening of another chip design center in Da Nang and is preparing to open another center in Ho Chi Minh City after investing in a design center there. Dr. Loi Nguyen, Marvell's Senior Vice President of Cloud Optical Connectivity, said that the Group's design centers in Vietnam will focus on designing new microchip technology chips to meet the increasing performance and speed demands of cloud data centers and AI.
In the first 7 months of 2024, Dong Nai granted investment certificates to projects in the field of semiconductor technology of Coherent Vietnam Co., Ltd., a member of Coherent Group (USA) investing in Nhon Trach 1 Industrial Park. These projects include Silicon Carbide Vietnam Co., Ltd. Project and Advanced Optics Project with an investment capital of 83 million USD; Advanced Optics Project with an investment capital of 29 million USD; Engineered Ceramics Project with an investment capital of 15 million USD.
Tokyu Group (a Japanese investor that has poured 1.2 billion USD into real estate projects in Binh Duong) also announced in April 2024 the establishment of research and survey teams to expand investment in a number of new fields such as high technology, semiconductor technology, etc. in Binh Duong.
Overcoming difficulties, leading the trend
Vietnam currently ranks third in Asia in exporting semiconductor products to the US market. However, many leading experts assess that the planning and development of the semiconductor industry in Vietnam is not evenly distributed, and the production chain system is not complete. Vietnam needs to have solutions to encourage businesses to invest and develop this field.
Accordingly, to welcome the trend of investment shifting and attract high-tech industries and semiconductor industry, one of the very important issues is to prepare human resources. Vietnam aims to train at least 50,000 engineers and bachelors to serve the semiconductor industry by 2030.
At a recent seminar on the semiconductor industry, FPT Chairman Truong Gia Binh informed that in the goal of training 50,000 workers in the semiconductor industry, FPT committed to the Prime Minister to train 10,000 workers. To achieve this goal, FPT has invested in the education system from primary to college and university levels, and cooperated with partners from Korea, Taiwan, Japan and the US to find ways to expand training opportunities in the semiconductor industry.
In the 2024 enrollment season, many universities have joined the "race" to open majors and enroll students in the microchip design major such as: Ho Chi Minh City University of Technical Education, Saigon International University; University of Science, University of Information Technology, Can Tho University...
For its part, Binh Duong has been implementing the Science and Technology Zone in the Center of Binh Duong New City; Advanced Manufacturing Center - Eastern International University. There will be a concentrated information technology park, with a scale of 220 hectares, developing a system of science and technology industrial parks, modern information technology parks meeting international standards to attract domestic and foreign investment.
