DNO - The City People's Committee has just issued Decision No. 257/QD-UBND dated January 21, 2025 on the project to develop the field of semiconductor microchips and artificial intelligence in Da Nang city.

Accordingly, the perspective of building the project is to develop the semiconductor and artificial intelligence industry in conjunction with the development of the electronics industry, digital transformation and building smart cities.
Da Nang has identified three breakthrough directions for developing the semiconductor and artificial intelligence industry: infrastructure, policy and human resources. The city also sets a development roadmap in two phases.
In the 2024-2027 period, the city will focus on training human resources, associated with attracting foreign investment in the fields of semiconductor design and artificial intelligence; supporting research, technology development, and innovation activities for training institutions, startups, small and micro enterprises.
In the 2027-2030 period, the city will prioritize the development of domestic enterprises and startups, along with attracting investment in the field of semiconductor design; and promote investment attraction in the fields of packaging and testing.
The goal by 2030 is for Da Nang's digital economy to contribute at least 35-40% of the city's GRDP; attract at least 5,000 high-quality human resources in the semiconductor microchip field.
In terms of sector structure, there are at least 2,000 design staff and 3,000 testing and packaging staff providing priority human resources for Da Nang and aiming at other localities in the country and some international markets that cooperate with Da Nang.
Increase at least 30 semiconductor design and design service enterprises. Strive to attract at least 1-2 packaging and testing enterprises; strive to incubate and accelerate development of at least 5 startups in the semiconductor field.
In the field of artificial intelligence, attract at least 3,000 high-quality human resources; develop 20 artificial intelligence products by Da Nang enterprises; strive for at least 5 startups in the field of artificial intelligence to be incubated and accelerated.
The project sets out 5 groups of solutions to achieve the goals: developing human resources through training, fostering and attracting talent policies; developing infrastructure through policy development, developing high-speed transmission infrastructure, wireless infrastructure, promoting digital transformation and industrial digitalization.
Develop a semiconductor and artificial intelligence business ecosystem through building policies to promote business development; promote research and development, innovation, and master technology through implementing a limited-term controlled testing policy for new technologies, products, services, and business models; promote communication about the city's potential and advantages in the field of semiconductor and artificial intelligence.
The working group implementing the Semiconductor and Artificial Intelligence Project proposed to the Chairman of the City People's Committee to handle new, important, interdisciplinary, unregulated or overlapping and complicated issues.
The Department of Information and Communications is the standing agency of the Working Group implementing the Semiconductor and Artificial Intelligence Project; coordinating with departments, branches, sectors and localities to develop detailed action plans each year to implement the project.
