On the afternoon of November 29, the Ho Chi Minh City Party Committee held a conference to review 5 years of implementing Directive No. 37-CT/TW dated September 3, 2019 of the Central Party Secretariat on strengthening leadership and direction in building harmonious, stable and progressive labor relations in the new situation (Directive No. 37-CT/TW).
Reporting on the implementation results of Directive No. 37-CT/TW, Deputy Head of the Ho Chi Minh City Party Committee's Mass Mobilization Commission Tran Xuan Dien said that over the past 5 years of implementation, the Party Committee has directed all levels to effectively carry out propaganda and education on labor laws, improving awareness of employers and workers about rights and obligations.
The solutions have helped reduce violations of labor laws, increase the rate of enterprises signing collective labor agreements and establishing trade unions.
The rate of enterprises implementing social security policies, social insurance, and health insurance for employees is increasing, thereby better protecting workers' rights.

The apparatus and staff working on labor relations in Ho Chi Minh City have been improved, awareness and skills in handling labor relations have changed to suit the city's reality. Ho Chi Minh City has effectively implemented mechanisms to prevent labor disputes and formed institutions to support businesses in building sustainable labor relations.
However, there are still some limitations in enterprises' implementation of insurance obligations for employees; the quality of collective labor agreements is still low, not really protecting workers' rights.
Speaking at the conference, Mr. Nguyen Phuoc Loc, Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City Fatherland Front Committee, said that the Ho Chi Minh City Party Committee has concretized the implementation of Directive No. 37-CT/TW by Official Dispatch No. 1123-CV/TU on strengthening leadership and direction in building harmonious, stable and progressive labor relations in the new situation of the city.
The Steering Committee from the city to districts and Thu Duc City has closely coordinated with the Labor Federation, the Department of Labor - Invalids and Social Affairs and relevant agencies, strictly implementing regulations and annual programs, concretizing the project to develop labor relations for the period 2022-2026.
According to Mr. Nguyen Phuoc Loc, in the coming time, units will continue to implement Directive No. 37-CT/TW and Official Letter No. 1123-CV/TU of the City Party Committee on stable labor relations. Thereby, contributing to maintaining political stability and economic development.
Merge the Steering Committee for Party Organization Building in Enterprises with the Steering Committee for Implementing Grassroots Democracy Regulations to streamline the organizational structure. Implement the project for developing labor relations for the period 2022-2026 and propose implementation for the period 2026-2030, focusing on the mechanism of labor dialogue and negotiation.
The Ho Chi Minh City Labor Federation is in charge of building accommodation for workers and social and cultural infrastructure in industrial parks and areas with a large number of workers and laborers.
Promote the implementation of social housing programs for workers in conjunction with proposing the development of mechanisms and policies on social welfare works and trade union institutions to better serve workers.
