The Law on Cultural Heritage was passed by the 10th National Assembly at its 9th session on June 29, 2001. On June 18, 2009, the Law was amended and supplemented with a number of articles at the 5th session of the 12th National Assembly, creating a favorable legal basis to promote the cause of protecting and promoting the value of cultural heritage, ensuring a harmonious resolution of the relationship between conservation and development in the period of industrialization and modernization of the country. Up to now, a number of provisions in the law have revealed limitations and inadequacies, giving rise to a number of practical issues that need to be supplemented; the legal system has amended and supplemented many new laws, requiring the Law on Cultural Heritage to be appropriately amended to ensure consistency...
The structure of the draft Law on Cultural Heritage (amended) includes 9 Chapters, 102 Articles; an increase of 2 Chapters, 29 Articles compared to the current Law on Cultural Heritage. Based on research and understanding of the content, delegates basically agreed with the draft Law, and at the same time analyzed, clarified and proposed a number of major policy groups such as: Completing regulations on principles, subjects, procedures, inventory, identification, registration, measures for management, protection and promotion of cultural heritage values in the fields of tangible cultural heritage (relics, artifacts, antiquities, national treasures), intangible cultural heritage, documentary heritage and museum activities; improving the effectiveness of organization and operation of agencies directly managing heritage, strengthening the content, responsibilities, and implementation mechanisms for decentralization and delegation of State management of cultural heritage from the central to local levels; Strengthening the content, mechanisms and policies to promote socialization and attraction, improving the efficiency of mobilizing resources to protect and promote the value of cultural heritage...
At the consultation session, Deputy Head of the Provincial National Assembly Delegation Nguyen Thanh Nam received and acknowledged the opinions of the delegates attending the conference. The opinions of the delegates will be fully compiled by the Provincial National Assembly Delegation and sent to the Drafting Committee for consideration and comments at the 7th Session of the 15th National Assembly.
According to the 2024 Law and Ordinance Development Program, the draft Law on Cultural Heritage (amended) will be submitted to the 15th National Assembly for first comments at the 7th Session and considered and approved at the 8th Session.
