Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son gave an interview on the occasion of Vietnam being elected as a member of the United Nations Commission on International Trade Law (UNCITRAL) for the 2025-2031 term.

On November 20, at the election within the framework of the 79th Session of the United Nations General Assembly, Vietnam was elected as a member of the United Nations Commission on International Trade Law (UNCITRAL) for the 2025-2031 term with a high number of votes. This is Vietnam's second term as a member of UNCITRAL, following the first term of 2019-2025. On this occasion, reporters of the World and Vietnam Newspaper interviewed Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son. Could you please tell us the significance of Vietnam being elected as a member of UNCITRAL for the second consecutive time? Before the election, Vietnam was supported by the Asia-Pacific Group as one of the eight candidates of the Asia-Pacific Group. In the election at the United Nations General Assembly on November 20, 2024, Vietnam won a high number of votes and was re-elected as a member of UNCITRAL for the 2025-2031 term. Vietnam's second consecutive membership of UNCITRAL is significant in many aspects. Firstly, it continues to affirm the correctness of our Party and State in promoting and elevating multilateral diplomacy, proactively and actively participating in shaping the global governance framework. Secondly, the election results demonstrate the international community's recognition of Vietnam's socio-economic development achievements in the cause of Renovation, opening up, and comprehensive and extensive international integration as well as Vietnam's positive contributions in recent times to UNCITRAL, showing that Vietnam's position and prestige in the international arena are constantly being consolidated and enhanced. Third, becoming a member of UNCITRAL creates conditions for Vietnam to directly participate in proposing, discussing, negotiating and shaping the rules of international trade law right from the beginning in the direction of ensuring the highest national interests, contributing to building consensus among members. Thereby, actively conveying the message to international partners and foreign investors about the image of Vietnam as a safe and attractive investment and business environment.

Deputy Prime Minister and Minister, please tell us about some of the results of Vietnam's participation in UNCITRAL in the past time and the expected direction of participation and contribution to UNCITRAL in the next term. During Vietnam's term of participation in UNCITRAL 2019-2025, the world and the region have experienced many complex and unpredictable changes, especially the outbreak of the Covid-19 pandemic. In that context, on the basis of thoroughly grasping and strongly implementing the policy of raising the level of multilateral diplomacy, we have overcome difficulties and challenges to have a term with many important marks. Vietnam actively participates in topics of reforming the method of resolving state-investor disputes, commercial arbitration, bankruptcy law, logistics, automated contracts, etc. Vietnam's representative takes on the role of Rapporteur on the topic of international commercial arbitration law - one of the contents that is of great interest to developing member countries. Vietnam's contributions are recognized and highly appreciated by countries. Over the past time, Vietnam has also strengthened its cooperative relations with many UNCITRAL member countries, the common goal of the United Nations. Vietnam has also established and taken advantage of cooperative relations and technical assistance with the UNCITRAL Secretariat to create a framework for cooperation in training officials in the field of international trade and introducing and disseminating model laws and international conventions adopted by the United Nations. The above results have contributed to the overall achievements of foreign affairs, helping to establish the country's international position and prestige. At the same time, this is an important premise and a requirement to further strengthen Vietnam's role and contribution in the coming term according to the orientation, policies and guidelines of the 13th National Party Congress and Directive 25 of the Secretariat on promoting and elevating multilateral foreign affairs, contributing to better protecting Vietnam's interests in the process of shaping international rules of the game, contributing to unlocking resources for national development in the new era. In the coming time, Vietnam will continue to promote its sense of responsibility, proactively and actively contribute to the process of discussion, negotiation and drafting of UNCITRAL documents in important areas, especially areas of interest to Vietnam and developing countries such as reforming the method of resolving state-investor disputes, commercial arbitration, logistics, emerging issues such as digital economy, climate change, etc. to harmonize and modernize international trade law. Vietnam will increase its efforts to seek technical assistance from the United Nations in training international legal staff, providing information, disseminating good practices and practices on international trade, contributing to the process of building and perfecting domestic trade law to meet development requirements in the new period.
