Implementing the policy of streamlining and streamlining the organizational apparatus, the Ministry of Home Affairs said that by 2025, the particularly important task of the entire sector is to implement the merger of the Ministry of Labor, War Invalids and Social Affairs with the Ministry of Home Affairs to ensure proactiveness, unity, consensus, democracy, publicity and transparency.

At the same time, do a good job of political and ideological work so that the staff and civil servants of the merged Ministry can work with peace of mind, comply with and promote the core cultural values ​​of the two merged Ministries to compete together in innovation, creativity, dare to think, dare to do, dare to take responsibility in performing tasks and public services.

The Ministry of Home Affairs will also advise the Government to direct and guide ministries, branches and localities to deploy plans to reorganize the apparatus of state administrative agencies to ensure urgency so as not to interrupt or miss work, especially work directly related to people, businesses and international organizations.

In addition, review, revise and supplement institutions and policies related to administrative apparatus organization, operating mechanism, and policies for cadres, civil servants and public employees in a complete and synchronous manner after the apparatus arrangement and organization.

In the immediate future, focus on developing and submitting to competent authorities for approval the Law amending the Law on Government Organization, the Law on Local Government Organization, and the Law on Cadres and Civil Servants. At the same time, effectively implement policies for cadres, civil servants, public employees and workers when implementing the arrangement and streamlining of administrative apparatus and units at all levels.

In recent times, the Ministry of Home Affairs has presided over and coordinated with relevant ministries and branches, especially agencies subject to consolidation, transfer of functions, tasks, and organizational apparatus according to the Central Government's direction, to urgently develop projects and regulatory documents related to the arrangement of ministries, ministerial-level agencies, and agencies under the Government to ensure streamlining, efficiency, effectiveness, and efficiency.

Along with that, propose outstanding and strong enough mechanisms and policies for cadres, civil servants, public employees and workers as a basis for streamlining the apparatus, linking staff reduction with restructuring and improving the quality of cadres, civil servants and public employees.

Results of organizational restructuring (as of October 30, 2024) in 63 provinces and cities: Continue to reduce 12 departments, divisions and equivalents of specialized agencies under the provincial People's Committee; reduce 29 departments and equivalents under the district People's Committee. Accumulated to date, 13 departments and equivalents have been reduced; 2,613 departments and equivalents at the local level have been reduced.
