Co To island district has a strategic position in the Northeast sea of the Fatherland.
With that potential and important position, on May 9, 1961, the army and people of Co To island were honored to welcome President Ho Chi Minh to visit.
Here, Uncle Ho visited and encouraged soldiers and people of Co To. He advised and encouraged people to work enthusiastically in production, raise livestock, promote fishing, nurture and protect precious seafood species, plant many fruit trees and timber trees, and advised students to be good and study well...
In particular, Uncle Ho paid great attention to the lives of the people on the island. He advised: “The people must unite closely, enthusiastically compete to increase production and practice thrift, and must try harder to make life more prosperous and joyful.”

It has been 63 years since Uncle Ho visited the island. Co To is striving to become a modern national-level eco-tourism and island resort, gradually becoming a Pearl Island in the Northeast of the country as Uncle Ho once wished.
Each Co To resident will be a cultural milestone, a steadfast soldier who sticks to protecting and building the northeastern outpost island of the rich and civilized Fatherland.
From a poor island district with slow economic development and shortages in all aspects, Co To now has a national electricity grid, fresh water, and a developed system of passenger and transport ships.
The district's economic growth rate has always been maintained at a high level, from 15 to 16% per year. People's lives have been constantly improved, the economic structure has shifted strongly in the right direction towards the tourism service industry.
Marine economy is invested and developed to become the spearhead economic sector of the district in a sustainable direction associated with the protection of aquatic resources, encouraging aquaculture activities, creating products of high economic value.
Social security is guaranteed, the quality of education and training and people's health care has improved significantly, the whole district has no poor households. 100% of schools meet national standards, political security, social order and safety are guaranteed, and sovereignty over seas and islands is maintained.
In particular, in 2015, Co To district was recognized by the Government as the first island district in the country to meet new rural standards.
In 2023, the average income per capita in the district is estimated to reach more than 5,300 USD (equivalent to 130 million VND/person/year).
Tourism and services have developed remarkably, becoming a key economic sector, accounting for nearly 70% of the economic structure.
In recent years, Co To welcomes more than 300 thousand tourists each year.
Co To is currently considered an attractive tourist destination, worth visiting on the Ha Long-Quang Ninh tour.
On January 18, 2022, the President Ho Chi Minh Memorial Site on Co To Island was recognized by the Prime Minister as a special national monument, an honor and pride for the people, cadres and soldiers in Co To district as well as Quang Ninh province; at the same time, it is a special asset, a driving force for Co To to change, transform, towards becoming a dynamic marine economic region, attracting domestic and international investors and tourists to the island district.
The national flag raising ceremony on Co To Island held every May 9 has become the Great Flag Raising Ceremony.
In particular, the flag-raising ceremony to commemorate the day Uncle Ho visited Co To Island this year had the participation of the Honor Guard of the Ho Chi Minh Mausoleum Protection Command.
The sacred ceremony marked an important milestone commemorating the day Uncle Ho visited Co To Island, and at the same time reminded the army and people of the island district to always remember his advice: "Although the capital Hanoi is far from the islands, the Party and Government always care about the islanders and hope that the islanders will unite, strive and progress."
