Kon Tum Provincial People's Committee has just issued a plan to inspect and supervise public investment programs and projects in Kon Tum province in 2025.
The purpose is to correctly assess the situation, investment performance results, investment progress and existing problems and difficulties in the investment process to have appropriate adjustment measures; promptly detect and prevent violations and negative factors that cause loss and waste of capital in the investment process; inspect the compliance with regulations on program and project management of relevant agencies, organizations and individuals, promptly detect errors and weaknesses in project management according to the provisions of law, recommend competent authorities to handle problems, arising issues, violations of regulations on program and project management, supervise the handling and implementation of measures to handle detected issues.
The contents of inspection and supervision are compliance with regulations on investment supervision and evaluation; bidding; compensation for site clearance and resettlement; use of investment capital and other resources of the project; arrangement of investment capital, disbursement, payment and settlement of investment capital; resolution of problems and issues arising during project implementation; acceptance and putting the project into operation; project management and operation; environmental protection; project implementation management by the investor and project management board; project implementation progress; project management, exploitation and operation by the user.
At the same time, Kon Tum province will inspect and supervise the implementation of measures to handle detected issues by the agency assigned to prepare the investment, the investor, the project management board, the project user; the periodic monitoring and evaluation reports and the updating of project information to the Information System as prescribed in Clause 4, Article 100, Clause 4, Article 101 of Decree No. 29/2021/ND-CP dated March 26, 2021 of the Government on the order and procedures for appraising important national projects and monitoring and evaluating investment.
Kon Tum Provincial People's Committee assigned the Department of Planning and Investment to notify investors and members of the inspection team of the specific time and location for inspection and supervision, and coordinate implementation; in the process of organizing inspection and supervision of public investment programs and projects in the province, promptly remind and guide investors to comply with the provisions of law on construction investment management according to their authority; in case of exceeding the authority, report to the Provincial People's Committee for consideration and direction.
