Increasing industrial capacity through international cooperation

International cooperation is an important content in Vietnam's industrial development strategy, helping the industry improve its competitiveness.


Over the years, the Ministry of Industry and Trade has actively participated in international cooperation activities in the industrial sector to help businesses improve their competitiveness and increase the quality of industrial products.

Cooperating with Korea and Japan to develop supporting industries

International cooperation is an important content in Vietnam's industrial development strategy. Regarding the implementation of the Vietnam - Korea Joint Committee; Industrial Subcommittee (between the Ministry of Industry and Trade of Vietnam and the Ministry of Trade, Industry and Energy of Korea), in 2024, within the framework of the Vietnam - Korea Joint Committee, the two sides agreed to cooperate on 7 main contents, including: Cooperation in the field of labor in the shipbuilding industry, Cooperation in the field of raw materials and components, Cooperation in the field of textiles, Cooperation in the field of automobile industry, Cooperation in enhancing the capacity of the IDC center, Supporting experts in building and promulgating the Law on Industrial Development and Cooperation in the field of key minerals.

Particularly in cooperation with Samsung Electronics Vietnam Co., Ltd., the Ministry of Industry and Trade is currently coordinating with Samsung Vietnam to implement many programs and projects in the field of supporting industries, including: Cooperation program between the Ministry of Industry and Trade and Samsung on training Vietnamese consultants in the field of production and quality improvement, Cooperation program between the Ministry of Industry and Trade and Samsung on training mold human resources in Vietnam, Program to support innovation consulting for enterprises, Program to find new potential suppliers, Cooperation program to develop Smart Factory (Smart Factory Program)...

“The programs have initially achieved positive results, supporting Vietnamese enterprises to innovate, enhance capacity and increasingly participate deeply in the group's production chain,” the Ministry of Industry and Trade emphasized.

Regarding the Vietnam-Japan Joint Committee on Industry, Trade and Energy Cooperation (between the Ministry of Industry and Trade of Vietnam and the Ministry of Economy, Trade and Industry of Japan), previously, in December 2024, the two Ministers chaired the 7th Meeting of the Vietnam-Japan Joint Committee.

In the industrial sector, the two Ministers affirmed that Vietnam is an important part of the global supply chain of Japanese companies and will cooperate with Vietnam to enhance the stability of the supply chain, towards future economic growth. The two sides will continue to implement activities such as: Encouraging and supporting Japanese enterprises to increase investment in Vietnam; supporting industrial human resource training; developing supporting industries; transferring technology related to key projects of Vietnam.

Regarding the program: “Vietnam-Japan Joint Initiative for the New Era, Phase 01”. Based on the agreement at the Kick-off Meeting of the Vietnam-Japan Joint Initiative for the New Era – Phase 01 held at the Ministry of Planning and Investment in March 2024, the two sides agreed to implement cooperation in 05 main content groups (corresponding to 05 working groups) for a period of 19 months (from March 2024 to October 2025), in which the Ministry of Industry and Trade participates in working group No. 03 – “Strengthening the supply chain including developing supporting industries”.

According to the Ministry of Industry and Trade, up to now, the Ministry has coordinated with the Japanese side (Embassy of Japan in Vietnam, Japan Business Association in Vietnam, JETRO, Japanese corporations/enterprises) to implement cooperation contents on supporting industry development, enhancing the participation of Vietnamese enterprises in the supply chain of Japanese enterprises, specifically: Organizing fairs and exhibitions connecting industry and supporting industry; Implementing a program to support domestic supporting industry enterprises; Implementing a model of Coordinator to support connecting Japanese enterprises and Vietnamese enterprises. The working group attended the Mid-term Review Meeting on December 16, 2024.

Cooperating with IFC - promoting digital transformation

Implementing the Memorandum of Understanding on cooperation between the Department of Industry (Ministry of Industry and Trade) and the International Finance Corporation (IFC) under the World Bank, specifically in 2023, to support Vietnamese supporting industry enterprises to improve their capacity in the context of the 4th industrial revolution taking place strongly globally. In 2024, the two sides implemented the Digital Transformation Pilot Program for Vietnam's processing, manufacturing and supporting industries.

Strengthening support for high-tech development and application projects to promote smart manufacturing development

This toolkit plays an important role in promoting smart and sustainable production models of domestic processing, manufacturing and supporting industry enterprises, aiming to enhance their position and competitiveness in the global value chain.

In addition, the development of a Digital Transformation Assessment Toolkit aims to determine the current state of the business, while providing in-depth information and increasing awareness of digital transformation during the assessment process. From there, businesses can easily implement recommendations and solutions according to a long-term digital transformation roadmap that is suitable for the business's capacity and resources.

This is also the first toolkit in Vietnam to integrate the assessment of the digitalization of the green transformation process and the application of sustainable production practices of enterprises. Through the application of digital transformation towards sustainable production, suppliers can build efficient processes, increase emission reduction, as well as comply with environmental, social and governance (ESG) requirements of the government and customers.

To date, the two sides have developed a Digital Transformation Assessment Toolkit for supporting industry enterprises and piloted the implementation of in-depth digital transformation consulting at manufacturing plants.

Cooperation with UNIDO - supporting industrial policy development

Also in 2024, the Ministry of Industry and Trade will coordinate with UNIDO to implement a Project related to Digital Transformation and the Fourth Industrial Revolution policies. The cooperation project includes 01 domestic training program and 01 study tour to Korea. In September 2024, the Project implemented a training program in Ho Chi Minh City for 20 Vietnamese policy makers participating in industrial policy development. The program provided an overview of digital transformation in the manufacturing sector, a smart factory assessment toolkit, digital transformation technologies being applied in Korea as well as the roadmap and experience of implementing digital transformation in Korea...

The Ministry of Industry and Trade said that the use of assessment indicators helps to clearly identify strengths and weaknesses, allowing for the establishment of benchmarks for Vietnam compared to other countries. The project continued to implement a study tour of leading companies in the 4.0 Industrial Revolution, technology zones, consulting organizations, and business associations in 04 cities of Korea with the participation of 08 Vietnamese policy makers from central ministries, departments, and branches.

In 2025, the Ministry of Industry and Trade will continue to promote ongoing foreign affairs activities, especially with major strategic partners such as Korea, Japan, the Russian Federation and international organizations such as IFC/WorldBank, UNIDO... to enhance the competitiveness of Vietnam's industry.
