Resolving opinions and recommendations of voters and people is a regular requirement for governments at all levels. Thereby, promptly resolving arising problems or "bottlenecks" in implementing mechanisms and policies. At the same time, mobilizing resources from the trust and shared responsibility of voters and people to promote socio-economic development.
17th session, 18th Provincial People's Council.
The People's Council meetings at all levels are considered a very important "forum" where voters and people can express their thoughts and aspirations, as well as present their opinions and recommendations for the People's Council to consider and find solutions. At the same time, through the recommendations and proposals of voters and people, the People's Committees at all levels have more information and basis to promptly handle arising issues, or remove shortcomings and "bottlenecks" in the implementation of mechanisms and policies for socio-economic development from the grassroots level.
At the 17th Session of the 18th Provincial People's Council (taking place in mid-December 2023), voters and people in the province sent many opinions and recommendations related to strengthening State management of land; accelerating disbursement of public investment capital; inspecting, urging, and resolutely recovering slow-progressing projects; continuing to accelerate the return of provincial roads and residential roads damaged by the construction of expressway projects in some localities; paying attention to investing and upgrading provincial roads in districts... Along with that, continuing to restructure the agricultural sector; promoting high technology, promoting organic agriculture models, circular agriculture, production according to value chains, increasing the competitiveness of farmers and goods in the market... In addition, voters also recommended that priority should be given to increasing investment funding, embellishing, preserving, and preventing degradation of historical and cultural relics in the province...
Typically, in the field of land and site clearance compensation, Thanh Hoa City voters proposed: "At Point a, b, Clause 1, Article 6 of Decree No. 47/2014/ND-CP dated May 15, 2014 of the Government, it is stated that "the remaining residential land area after recovery is not eligible for residence according to the regulations of the Provincial People's Committee". We request the Provincial People's Committee to provide specific guidance and regulations to avoid different understandings and applications in compensation by residential land". Nghi Son Town voters "request the Provincial People's Committee to consider and give opinions to Anh Phat Company - the investor of the North Nui Xuoc Commercial Service Project to recover 14.5 hectares, which has been deployed since 2014 but has not yet been implemented". Or voters of Hoang Hoa district "requested the province to inspect and take measures to handle projects that have leased land for a long time, from 10 to 20 years, but have not yet implemented or have implemented projects very slowly and on a small scale, leaving land abandoned, causing waste, such as companies: Ngan Hanh, Xu Doai, Viet Tri, 126 in the eco-tourism area, Thinh Vuong Company in Hoang Dao commune, Tan A Company Limited, Hoang Quy commune"...
It can be said that the issues that voters and people have proposed to the People's Council are problems that are arising from reality and more or less affecting people's lives as well as the socio-economic development process. Satisfactorily resolving the issues mentioned by voters and people, first of all, requires the very responsible participation of People's Committees at all levels. For that reason, when speaking at the 17th Session of the 18th Thanh Hoa Provincial People's Council, the Chairman of the Provincial People's Committee emphasized: The opinions and recommendations of voters and people in districts, towns and cities in the province are very legitimate, aiming to solve practical requirements, both ensuring the promotion of socio-economic development of the province and ensuring better service for the lives and activities of the people. Therefore, immediately after the meeting, the Provincial People's Committee will continue to direct relevant departments, branches, localities and units to focus on effectively implementing the tasks and solutions set out, ensuring the thorough resolution of issues that delegates, voters and people are interested in and question. At the same time, for the group of opinions and recommendations under the authority and responsibility of departments, branches, People's Committees of districts, towns and cities, the Chairman of the Provincial People's Committee also requested departments, branches, branches, People's Committees of districts, towns and cities, according to their assigned functions and tasks, based on current legal regulations, to promptly consider and resolve within their authority, ensuring compliance with legal regulations, thoroughly resolving issues that delegates, voters and people are interested in and question.
Most recently, on April 22, 2024, the Provincial People's Committee issued Report No. 82/BC-UBND on the Report on the results of handling voters' opinions and recommendations sent to the 7th, 11th, 14th and 17th Sessions of the 18th Provincial People's Council. In particular, the recommendations of voters and people sent to the 17th Session were satisfactorily responded to by the Provincial People's Committee, based on legal provisions and the actual situation. It can be said that responding to voters' opinions and recommendations shows the responsible involvement of authorities at all levels in promptly removing difficulties and problems arising in practice. At the same time, it once again affirms the extremely important and effective supervisory role of the People's Council on issues of concern to voters and people.
