Big Goals
9/9 criteria for building a civilized urban area have been completed by the Party Committee, government and people of Phong Chau town, Phu Ninh district after 2 years of implementation. That result demonstrates the close leadership and direction of the Phu Ninh District Party Committee and People's Committee, the participation of the Vietnam Fatherland Front and socio-political organizations as well as the consensus, support and active participation of the majority of people and organizations and businesses. Thereby creating a positive change in the thinking and awareness of all classes of people about the viewpoints and goals of the plan to improve people's lives.
Comrade Nguyen Thi Thuy Dung - Vice Chairman of Phong Chau Town People's Committee said: "The total resources mobilized for the construction of a civilized urban area from the State budget, local budget and people's contributions are more than 141 billion VND. From this resource, the town has planned, invested, renovated the urban area, ensured the traffic system, invested in infrastructure construction works and put them into use, creating many conveniences in traveling and transportation. The environmental landscape has been clearly improved, residential houses have been built spaciously, the material and spiritual life of the people has been improved; political security is stable, social order and safety are maintained, democracy at the grassroots level is promoted; the economic and labor structure continues to have positive shifts".
By the end of 2024, Phong Chau town will have 22/22 cultural houses renovated and upgraded. All cultural houses have ensured facilities and institutions, meeting the needs of meetings and cultural and artistic activities, sports of all classes of people in the area. The roads in the area are paved or concreted according to the plan; the main streets have sidewalks, lighting, trees, and shade trees. The town People's Committee regularly coordinates with the District Public Works Management Board to propagate and instruct people to sign a commitment not to encroach on the roadway or sidewalk... The coordination work to clear the traffic corridor has been basically paid attention to, the phenomenon of encroachment on the roadway, sidewalk, business, and trading violating traffic safety and order is well managed. People have invested in building many new apartments and houses, creating a prominent urban appearance in a modern direction on provincial roads and new residential areas. The Tram Quan urban housing project has been approved by competent authorities and is being implemented.
Bai Bang ecological lake area, Phong Chau town has invested in installing lighting systems and decorative lights to create a modern urban landscape.
After more than 4 years of implementing the Project on building a civilized and modern urban area in the period of 2021-2025 in Viet Tri city, up to now, 7/7 criteria have been achieved and exceeded the Project's targets. Accordingly, the rate of wards meeting urban civilization standards reached 92.3% (the project's target is over 90%); the number of communes meeting new rural culture standards reached 100% (the project's target is over 90%). 100% of schools have built and implemented the following contents: Raising awareness of compliance with laws and regulations in public places; cultural codes of conduct; building the image and style of Viet Tri people and using cultural heritage in activities inside and outside the school (the project's target is 100%). 100% of medium and low voltage power lines and communications for housing projects and new land use rights auction projects in the area have been buried underground. 100% of eligible public services are provided online at level 4; 98% of work records of the City People's Committee and wards and communes are processed online (except records within the scope of State secrets)...
Comrade Bui Tan Nghia - Vice Chairman of the City People's Committee said: "With the achieved results, in 2025, the city continues to set the goal of building Viet Tri city in the direction of a green urban area, gradually applying advanced information technology in all areas of economic and social life associated with building a Festival city returning to the roots of the Vietnamese people. In which, priority is given to modernization, rapid, sustainable and synchronous development of urban infrastructure and social infrastructure; focusing on developing information and telecommunications infrastructure, creating a digital transformation platform in the area, gradually developing the digital economy and digital society; raising awareness, consciousness, and civilized cultural lifestyle in all areas of life as well as in agencies, offices and civilized behavior in public places, in traditional festivals".

Immediately after the Project on building a civilized and modern urban area was issued, the dissemination and propaganda work was carried out in a variety of mass media, contributing to raising the awareness of cadres, party members and people of all walks of life, helping to gradually innovate the thinking, perception and methods of organizing and managing the construction of a civilized and modern urban area. The implementation of the Resolution of the City Party Committee on building a civilized and modern urban area in Viet Tri city in the period of 2021-2025 achieved positive results, the appearance of the city is increasingly spacious and clean. The propaganda work has been invested in and innovated in terms of measures, forms and content, thereby creating a clear change in people's awareness in voluntarily complying with regulations on urban order, maintaining environmental sanitation and implementing a civilized urban lifestyle.
The highlight of the work of building urban civilization in recent times is the restoration of order on roadsides and sidewalks, which has been and is being vigorously implemented by all levels and sectors. Propaganda has been organized and commitments have been signed to households on the street with the following contents: Implementing a cultural and civilized lifestyle, not encroaching on roadsides and sidewalks for business and trading, not littering on the street, voluntarily dismantling awnings, canopies, platforms, bases, ramps, and advertising signs that do not comply with regulations... Ms. Cao Nha Phuong - a business household in Tien Cat ward said: "My family strictly complies with the regulations on not encroaching on roadsides and sidewalks to display goods. Goods are arranged in accordance with regulations. I think this is a very correct policy of the city to ensure the appearance of the city, creating a clean and beautiful space on the streets".
Currently, the Youth Union at all levels is effectively implementing the Movement "Youth of the Ancestral Land join hands to build new rural areas and civilized urban areas". Focusing on the following activities: Simultaneously launching the peak day of "Volunteering to build civilized urban areas"; the peak day of "Volunteer soldiers to build Bright - green - clean - beautiful - civilized - safe urban areas". In 2024, the Provincial Youth Union organized a provincial-level pilot in Phu Tho town, organizing youth teams to participate in cleaning up the neighborhood environment; promoting civilized lifestyles, cultural behavior, maintaining security and social order and safety, protecting the environment and urban landscape. The whole province has deployed 17 provincial-level youth projects and tasks, 67 district-level youth projects and tasks, and 788 grassroots-level youth projects and tasks. The activities continue to affirm the role of the Youth Union in joining local authorities in building new rural areas and civilized and healthy urban lifestyles.
From practical movements such as building cultural families, groups, hamlets, villages; implementing civilized lifestyles in weddings and funerals; or practical actions towards the roots, gratitude, humanitarian charity, hunger eradication, poverty reduction, education promotion, talent promotion... have been and are being implemented by many localities as well as levels, sectors, agencies, and units in the province in the past time, having had a positive impact on many areas of social life, contributing to improving the spiritual and cultural life of the people, while promoting the implementation of civilized lifestyles, building a healthy cultural environment, and developing the economy and society.
