Building civilized urban areas has become a widespread movement throughout the province. Through innovative and effective methods, local Party committees, authorities, and the people have joined forces to create a bright, green, clean, and beautiful environment, fostering a civilized and cultured lifestyle in urban areas. The achievements have transformed the urban landscape and improved the quality of life for the people.
The appearance of Viet Tri city is becoming increasingly modern and civilized.
Big goal
All nine criteria for building a civilized urban area have been completed by the Party Committee, government, and people of Phong Chau town, Phu Ninh district, after two years of implementation. This result demonstrates the close leadership and guidance of the Phu Ninh District Party Committee and People's Committee, the involvement of the Fatherland Front and political and social organizations, as well as the agreement, support, and active participation of the people and organizations and businesses. This has created a positive shift in the thinking and awareness of all levels of the population regarding the plan's objectives for improving people's lives.
Comrade Nguyen Thi Thuy Dung - Vice Chairman of the People's Committee of Phong Chau town, said: “The total resources mobilized for building a civilized urban area from the State budget, local funds, and people's contributions amounted to more than 141 billion VND. From these resources, the town has planned, invested in, and renovated the urban area, ensured a reliable transportation system, and invested in infrastructure projects, creating many conveniences for travel and transportation. The environmental landscape has been significantly improved, residential buildings have been constructed in a modern and spacious manner, the material and spiritual lives of the people have been enhanced; political security is stable, social order and safety are maintained, grassroots democracy is promoted; and the economic and labor structure continues to shift positively.”
By the end of 2024, Phong Chau town had 22 out of 22 cultural centers renovated and upgraded. All cultural centers ensure adequate facilities and infrastructure, meeting the needs for meetings and cultural, artistic, and sports activities for all segments of the population in the area. Roads in the town are paved with asphalt or concrete according to the plan; main streets have sidewalks, streetlights, and shade trees. The Town People's Committee regularly coordinates with the District Public Works Management Board to educate and guide residents to sign commitments not to encroach on roads and sidewalks... Coordination in clearing traffic corridors is generally given attention, and the encroachment on roads and sidewalks, as well as business and trading activities violating traffic safety regulations, are well managed. The people have invested in building many new apartments and houses, creating a prominent urban landscape in a modern direction along provincial roads and new residential areas. The Tram Quan urban housing project has been approved by competent authorities and is currently being implemented.
The Bai Bang ecological lake area in Phong Chau town has been equipped with lighting systems and decorative lights to create a modern urban landscape.
After more than four years of implementing the Project for building a civilized and modern urban area in Viet Tri City for the period 2021-2025, all seven criteria have been met or exceeded. Accordingly, the percentage of wards meeting the urban civilization standard reached 92.3% (the project target was over 90%); the number of communes meeting the new rural culture standard reached 100% (the project target was over 90%). 100% of schools have developed and implemented the following: Enhancing awareness of compliance with laws and regulations in public places; cultural codes of conduct; building the image and style of Viet Tri people; and utilizing cultural heritage in activities inside and outside the school (the project target was 100%). 100% of medium and low voltage power lines and communication lines have been undergrounded for housing projects and new land use right auction projects in the area. 100% of eligible public services are provided online at level 4; 98% of work files of the City People's Committee and wards/communes are processed online (excluding files classified as state secrets)...
Comrade Bui Tan Nghia, Vice Chairman of the City People's Committee, stated: “With the achievements already made, in 2025, the city will continue to set the goal of building Viet Tri city towards a green urban area, gradually applying advanced information technology in all areas of socio-economic life, associated with building a festival city that returns to the roots of the Vietnamese nation. Priority will be given to modernizing, developing rapidly, sustainably, and synchronously urban and social infrastructure; focusing on developing information and telecommunication infrastructure, creating a foundation for digital transformation in the area, gradually developing the digital economy and digital society; raising awareness, consciousness, and civilized lifestyles in all areas of life, as well as in agencies and offices, and promoting civilized behavior in public places and traditional festivals.”

High level of consensus
Immediately after the issuance of the Project on building a civilized and modern city, diverse dissemination and propaganda efforts were carried out through various mass media channels, contributing to raising awareness among officials, Party members, and all segments of the population. This helped to gradually change the thinking, perception, and methods of organizing and managing the construction of a civilized and modern city. The implementation of the Resolution of the City Party Committee on building a civilized and modern city in Viet Tri City during the 2021-2025 period achieved positive results, with the city's appearance becoming increasingly neat, clean, and beautiful. Propaganda efforts were given attention and investment, with innovations in methods, forms, and content, thereby creating a clear shift in people's awareness in voluntarily complying with regulations on urban order, maintaining environmental hygiene, and practicing a civilized urban lifestyle.
A highlight of urban development efforts in recent times has been the restoration of order on streets and sidewalks, a process that has been vigorously pursued by all levels and sectors. Awareness campaigns have been conducted, and commitments have been signed with households along the streets, encompassing: practicing a cultured and civilized lifestyle; not encroaching on streets and sidewalks for business purposes; not littering; and voluntarily dismantling illegal awnings, canopies, platforms, ramps, and advertising signs. Ms. Cao Nha Phuong, a business owner in Tien Cat ward, stated: “My family strictly adheres to regulations regarding not encroaching on streets and sidewalks for selling goods. The goods are arranged according to regulations. I believe this is a very correct policy of the city aimed at ensuring the urban landscape and creating clean and beautiful spaces on the streets.”
Currently, youth unions at all levels are effectively implementing the "Youth of the Ancestral Land Joining Hands to Build New Rural Areas and Civilized Cities" movement. This includes focusing on activities such as: launching a high-intensity campaign on "Volunteer Day for Building Civilized Cities"; and a high-intensity campaign on "Volunteer Soldiers Building Bright, Green, Clean, Beautiful, Civilized, and Safe Cities". In 2024, the Provincial Youth Union organized a pilot program at the provincial level in Phu Tho town, organizing youth teams to participate in cleaning up the neighborhood environment; promoting civilized lifestyles and cultural behavior; maintaining social security and order; and protecting the environment and urban landscape. Throughout the province, 17 youth projects and initiatives at the provincial level, 67 at the district level, and 788 at the grassroots level have been implemented. These activities further affirm the role of the Youth Union in collaborating with local authorities to build new rural areas and promote a civilized and healthy urban lifestyle.
From practical movements such as building culturally advanced families, hamlets, and villages; implementing civilized lifestyles in weddings and funerals; or practical actions focused on honoring roots, showing gratitude, charity, poverty alleviation, promoting education and talent... these have been implemented by many localities, as well as various levels, sectors, agencies, and units in the province over the past period. These initiatives have had a positive impact on many aspects of social life, contributing to improving the cultural and spiritual lives of the people, promoting civilized lifestyles, building a healthy cultural environment, and fostering socio-economic development.
