
When it was first established (October 10, 1949), in the context of difficulties in all aspects, recognizing the difficulties caused by drought and pests leading to the risk of serious famine, on November 4, 1950, the Party Executive Committee issued Directive No. 07-CT/LC, on "Increasing production and fighting famine in the immediate future". The Directive clearly stated that it was necessary to plant a lot of corn and cassava; apply measures of exchanging labor, helping each other with seeds... The Directive was widely disseminated; under the specific leadership of the Party Executive Committee and the production experience of the people, the area of corn, cassava, and rice cultivation in all places increased sharply. The people of Lai Chau overcame the famine.
Lai Chau at that time was considered a "sacred forest and poisonous water" in the far Northwest, with difficulties and shortages in all aspects. In the early years of its establishment, along with the task of gathering the masses, building revolutionary bases, and consolidating fighting forces, the Party Executive Committee's main task was to promote food production, raising the slogan "all for production". The main goal was to prevent hunger from occurring.
The 1st Provincial Party Congress, term 1963 - 1970 (held from October 15 - 21, 1963) determined that it was necessary to create a clear change in 1 of 3 main aspects: "Focus on developing agriculture, constantly consolidating new production relations, trying to build a number of technical and material bases for agriculture; focusing on firmly solving food problems, strongly developing livestock and industrial crops...".
Also in 1963, an important milestone, of great significance to the strong development of Dien Bien Agriculture up to now, was the construction of the Nam Rom Irrigation Project. After 2 years of construction, under the direct leadership of the Provincial Party Committee, the Regional Administrative Committee, and the efforts of the collective of cadres and workers (including more than 2,000 young people from Hanoi, Hung Yen, Thai Binh, Thanh Hoa, Hai Duong, Nghe An, Ha Tinh volunteered to build), on December 15, 1965, the headworks and the left canal of the Nam Rom Irrigation Project were basically completed.
Implementing the national renovation process proposed by the 6th National Congress of the Party, the Party Committee, government and people of all ethnic groups in the province strived to compete in labor production. On May 13, 1987, the Provincial Party Committee issued Resolution No. 03-NQ/TU on "Implementing the 3 major economic programs" of the Party, including: Food, foodstuffs, consumer goods and export goods. Promoting local food production by focusing on intensive cultivation of rice fields, rotating corn crops, bringing crops to the fields, developing some autumn-winter crops... brought about breakthrough results. In 1989, food production reached 151 tons, marking the first time our province ensured food demand in the area; forming concentrated production points such as: rice in the Dien Bien basin area; sugarcane and sugar at Dien Bien Farm; coffee at Muong Ang Farm. Promote the consumption of dried tea buds, tung seeds, red ants, cardamom; produce some main consumer goods such as: fabric, sugar, roofing stone...
At the end of 2003, the National Assembly issued a resolution to separate the two provinces of Dien Bien and Lai Chau. Faced with opportunities and advantages but also many new difficulties and challenges, the Dien Bien Provincial Party Committee led the government and people of all ethnic groups to unite and strive to achieve many important achievements. The economy grew and developed stably: the average GDP in the period of 2005 - 2010 reached 11.6%/year; GRDP in the period of 2010 - 2015 reached 9.11%/year; in the period of 2016 - 2020 reached 6.83%/year and in the first 6 months of 2024 reached 8.75%.
The Resolution of the Provincial Party Congress for the 2020-2025 term sets out three strategic breakthroughs: Mobilizing investment resources to develop the socio-economic infrastructure system in a synchronous and gradually modern direction. Developing and promulgating synchronous mechanisms and policies of the Central Government to decentralize to localities in accordance with practical conditions, ensuring feasibility to improve the investment and business environment; exploiting and effectively using potentials, promoting sustainable socio-economic development. Developing and improving the quality of human resources, meeting the socio-economic development requirements of the province.
Up to now, Dien Bien's agricultural sector has been restructured, applying science and technology, bringing about clear efficiency in output and quality. In 2003, before the separation of the province, the total food output reached 209.5 thousand tons, by 2023 it will reach over 285 thousand tons. The whole province has confirmed 19 safe agricultural and food supply chains; 72 OCOP products. Attracting enterprises to invest in concentrated industrial crop production areas such as: Tea (Tua Chua); coffee (Muong Ang); macadamia (Tuan Giao); rubber (Dien Bien, Muong Cha, Muong Nhe)... Some enterprises have invested in planting fruit trees using high technology, producing rice according to the value-added chain, raising high-quality pigs. With the participation of the entire political system and the consensus of the people, Dien Bien has had 1 district-level unit completing the task of building new rural areas; 4 advanced new rural communes; 47 communes have met and basically met the standards, 179 villages and hamlets have met the new rural standards.
With the characteristics of a mountainous province, Dien Bien industry mainly develops the exploitation and production of construction materials and hydropower. The whole province currently has 1 cement factory with a capacity of 360 thousand tons/year; 20 hydropower plants are operating with a total installed capacity of 279.3 MW. With great potential for wind power and biomass power, Dien Bien province has attracted large investors to pay attention, survey and propose investment. Commercial and service infrastructure increasingly meets the development needs in both scale and quality.
More than 70 years ago, despite the steep and dangerous dirt roads and rudimentary means of transport, the entire population transported 2,666 tons of rice and 112 tons of vegetables, contributing to the Dien Bien Phu victory that "resounded throughout the continents and shook the world". Over the following decades, the province has focused resources on gradually building and consolidating the transport system. However, the real "breakthrough" in transport came when on February 4, 2012, the Provincial People's Committee issued Decision No. 44/QD-UBND approving the adjustment of the transport development plan for the period 2011 - 2020 with a vision to 2030. Thanks to that, the transport infrastructure in the province has developed remarkably in both quantity and quality. The current road network is nearly 9,600km, with 6 national highways. Many provincial roads have been upgraded to national highways, creating momentum for socio-economic development and maintaining national defense and security. In particular, the completion and operation of the Dien Bien Airport expansion investment project has created a new driving force to attract tourists and investors. Air transport has made an important contribution to the growth of tourists to Dien Bien. In the first 6 months of 2024, there were 1.368 million arrivals, 2.19 times higher than the same period in 2023; total revenue from tourism activities is estimated at VND 2,474.1 billion, an increase of 2.26 times.
With the strong direction of the Provincial People's Committee, the reform of administrative procedures and improvement of the investment and business environment have had many positive changes. Up to now, the province has had 219 investment projects approved in principle with a total registered capital of VND 51,315 billion. Of which, 124 projects have been completed and put into operation; 95 projects are being implemented with a total registered capital of more than VND 38,144 billion.
There are still many difficulties and challenges ahead, but with the tradition, achievements and experience of the past 75 years, we believe that the Provincial Party Committee will continue to lead the government and people of Dien Bien to reap many new achievements.
