Proposal to reduce social housing prices

There have been 25,581 customers who are eligible for loans to buy, lease-purchase social housing, workers' housing, build new houses or renovate and repair houses that have received loans from the social policy bank. The total disbursed amount reached 9,800 billion VND.

There are 24 social housing projects, housing for workers, and renovation of old apartments eligible for loans with a scale of 20,188 apartments, a total investment of VND 19,014 billion, and a loan demand proposed by localities of about VND 7,516 billion.

According to local reports, up to now, in the 2021-2025 period, the whole country has had 475 social housing projects for low-income people and industrial park workers with a scale of 432,698 units completed and under construction investment.

Currently, 23 provinces have announced a list of 54 projects eligible for loans under the VND120,000 billion credit program with a loan demand of more than VND25,884 billion. Up to now, a number of social housing projects in localities have disbursed capital of about VND143.3 billion.

According to the reporter's research, the current price of social housing in Hanoi is fluctuating between 17-22 million VND/m2; the rental price is 99,000 VND/m2/month. Even the purchase and transfer price of old social housing apartments has doubled. Typically, the social housing project in Bac Tu Liem (Hanoi) was initially sold at a price of about 16.5 million VND/m2. But, it is now being resold at 28-35 million VND/m2. In addition, many other social housing projects are being advertised for sale at the same price as used commercial housing. These are the reasons why it is increasingly difficult for workers to own social housing.

Social housing discount

At the conference summarizing the construction industry, representatives of local construction department leaders also proposed a number of recommendations, suggesting that the Ministry of Construction should have policies to support investment in technical infrastructure and social infrastructure for social housing development projects to reduce costs, reduce selling prices and reduce rents for home buyers.

The leader of the Ministry of Construction said that the current selling price of social housing is determined based on calculating all costs to recover investment capital for housing construction, including compensation, support, resettlement costs, investment costs for building technical infrastructure systems (if any) within the project scope, and loan interest (if any).

Reasonable and valid expenses of the enterprise, including sales organization costs, business management costs, expenses with sufficient invoices and documents directly related to the construction investment project according to the provisions of law, the standard profit of 10% for the social housing construction area excluding State incentives and maintenance costs that the buyer must pay according to regulations are not included in the selling price.

The lease purchase price is determined as the selling price and does not include the housing maintenance fee paid by the lessee according to the provisions of the Housing Law. The rental price is agreed upon by the investor and the lessee.

Specifically, exemption from land use fees, land rent, tax incentives according to tax law, investors are entitled to a profit of 10% of the area of ​​social housing construction, are entitled to incentives for the land area or commercial floor area and do not have to account for it in the price of social housing.

The Housing Law, which has been passed by the National Assembly, will certainly encourage businesses to boost investment and develop social housing and ensure that housing prices will be at an appropriate level so that low-income workers and laborers have the conditions to choose to buy, rent or lease housing and stabilize their lives.
